Description
Business & Finance Consulting (BFC, www.bfconsulting.com), a Swiss consulting company specialized in development finance, is supporting The Future Skills Fund (FSF) in Amman, Jordan within the “Education Financing for Employment” project. FSF, with financial support from the German Government, partners with the German Development Bank (KfW) to advance skills building in Jordan.
Details:
Contracting: Deliverable-based Service Agreement (this is not an employment opportunity); the Developer is expected to deliver the agreed scope within the project timeline
Input: Part-time (working hours and schedule are at the Developer's discretion)
Timeline: Q3 2026 – Q1 2027
Estimated effort: Approximately 30 person-days
Expected duration: Approximately 50 working days
Work location: Remote, with periodic coordination meetings as needed; for this, the Developer is expected to be located in Jordan
Reporting: Day-to-day technical direction by FSF's Technical Product Owner (TPO); the contract is held and administered by BFC
Technical scope: Backend (BFF, APIs) is built and owned by FSF's in-house Technical Product Owner; the Developer's scope is limited to Flutter application development and integration against provided API contracts
Deliverables & IP: All code, assets, and deliverables become the sole property of FSF upon acceptance; source code is transferred to FSF's GitHub organisation
What you will do (Your Responsibilities):
Develop the ISA Mobile Application (Flutter, iOS & Android) per approved functional requirements (BRD) and provided API contracts
Implement offline handling (read-only offline access with write-blocking when disconnected), secure authentication (including biometric login), and real-time chat (WebSocket-based)
Implement full Arabic/English localization with RTL layout support
Integrate push notifications (Firebase Cloud Messaging) and crash/analytics reporting
Work independently against API contracts, raising clarifying questions proactively rather than requiring close supervision
Collaborate with the Technical Product Owner on API contract definition and sequencing
Deliver work in milestones aligned with the project's SOW, each accepted only after functional testing, TPO review, and written TPO approval, with testing/QA support during UAT
Deliver signed, submission-ready iOS and Android builds; the store submission itself (Apple App Store, Google Play) is handled by FSF
Maintain a clean, atomic commit history using Conventional Commits, and keep documentation (setup instructions, architecture notes, non-obvious implementation decisions) current with each milestone rather than deferring it to final handover
Hand over complete source code and documentation to FSF's designated GitHub organisation in a form fully usable by another developer
Who we are looking for (Desired Qualifications):
Production Flutter experience: 1-2+ shipped apps on both iOS and Android
State management proficiency (e.g. Riverpod, Bloc, or Provider), with a scalable, testable app architecture
REST API integration experience: comfortable building against documented API contracts before endpoints are live
Offline data handling: read-only offline state with write-blocking when disconnected, plus local caching/persistence
FCM push notification integration
Real-time communication: Socket.IO client or WebSocket integration, previous chat experience
Arabic/RTL layout experience: must have shipped a bilingual app
Secure auth integration: secure token storage, refresh token handling, session expiry (federated auth, not built fresh)
Build & release proficiency: signing, provisioning, and producing submission-ready iOS and Android builds (store submission is handled by FSF)
Disciplined Git practice: Conventional Commits, atomic commit history, and clear technical documentation for handover
Ability to work remotely and independently on a part-time, deliverable-based basis, meeting agreed milestone dates
CI/CD experience for Flutter and prior fintech/edtech experience are an advantage
