About TSSP Phase 3
The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.
Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:
‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’
Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.

The Role
The MERLA Director (Director) will provide strategic leadership and oversight of monitoring, evaluation, research, learning and adaptation (MERLA) across TSSP3, ensuring that high-quality evidence informs program delivery, supports adaptive management, and underpins program performance reporting and results measurement in line with DFAT requirements.
The Director will have a particular focus on strengthening systems, processes and tools to support reporting accountability and evidence-based decision-making across the program. This includes supporting continuous adaptive management, driving a culture of accuracy, and setting the standard for program data quality assurance. The role will also provide oversight of Management Information Systems (MIS) to ensure data systems are fit for purpose, integrated, and support efficient data collection, validation and reporting.
As a senior member of the TSSP3 Senior Management Team (SMT), the Director will work closely with the Team Leader and other Directors to promote a cohesive and consistent approach to program performance, learning and reporting across Australia’s support to PNG’s transport sector.

About You
· Tertiary qualifications in monitoring and evaluation, development studies, economics, statistics, public policy, or a related discipline
· Extensive experience leading MERLA functions on large-scale, donor-funded development
· Demonstrated experience designing and implementing performance frameworks, indicators, baselines and evaluation strategies
· Proven ability to apply MERLA insights to inform decision-making, improve delivery and support adaptive management
· Strong experience in developing and managing data systems, dashboards and analytical tools, ensuring data quality and usability
· Demonstrated experience in systems development and the ability to manage technical MIS and knowledge management experts to design and maintain practical, user-friendly systems that enhance program performance and learning
· Strong experience engaging with DFAT, government counterparts and partners, including preparation of high-quality reports and briefs
· Strong interpersonal and cross-cultural management skills, with a demonstrated commitment to locally led development (LLD), team strengthening and respectful partnership approaches
· Excellent written and verbal communication skills, with the ability to synthesise and present complex information clearly to a variety of audiences, including government and donor stakeholders
· Demonstrated capacity to identify program risks, develop mitigation strategies and manage their implementation within complex operating environments
· Strong knowledge of cross-cutting issues including gender GEDSI and safeguards (environmental and social), and their integration into program delivery
