BROAD STATEMENT OF FUNCTION
Support the SICAP II project in meeting its objectives to support ASEAN in realising the vision of becoming a global leader on disaster management by strengthening the AHA Centre as a regional knowledge hub on disaster management in ASEAN through (i) Strengthening ASEAN’s capacities in disaster management; (ii) Promoting global thought leadership in disaster management; and (iii) Innovating knowledge processes in the AHA Centre;
Lead in the development and implementation of the Monitoring, Evaluation and Learning (MEL) plan for the SICAP II project, using a combined approach of Results-Based Management (RBM) and Evidence-Based Management (EBM) models;
Facilitate learning and knowledge sharing among internal and external stakeholders of the SICAP II project, in line with the broader Knowledge Management Strategy of the AHA Centre;
Carry out any other assignments as tasked by his/her supervisor, in support of mainstreaming MEL and Knowledge Management in the AHA Centre, including in relation to the SICAP II project.
PRIMARY RESPONSIBILITIES
Support the SICAP II project in the development and implementation of the MEL framework.
Ensure that the SICAP II project MEL plan is aligned with the project’s Logical Framework Model (LFM).
Design and update data collection tools and methodologies, such as including Kirkpatrick’s Four Levels of Evaluation, to track key indicators and targets related to learning outcomes of capacity building on disaster management in ASEAN.
Prepare for project evaluation and reporting for the SICAP II project
Plan and conduct periodic evaluations to assess project effectiveness, relevance, efficiency, and impact.
Analyse quantitative and qualitative data to generate insights on project performance and lessons learned.
Prepare comprehensive evaluation reports with clear findings, conclusions, and actionable recommendations.
Support external evaluators and coordinate evaluation logistics as needed.
Prepare and submit regular reports and updates to Project Steering Committee (PSC), AHA Centre senior management and donors.
Ensure timely reporting of progress against indicators, including challenges and corrective actions.
Mainstreaming MEL and Knowledge Management in the AHA Centre
Ensure that the MEL framework of the SICAP II is well-integrated and consistent with the AHA Centre’s Work Plan 2030, ASEAN Capacity Building Roadmap on Disaster Management, the AHA Centre’s Knowledge Management Strategy, the ASEAN Disaster Management Training Network (Train-Net) Work Plan and AHA Centre Knowledge Management Governance Framework.
Support in the regular reporting and updates of activities and key performance indicators of the AHA Centre to the ACDM Working Group on Global Leadership, as the executive supervisory body for the SICAP II project among others.
Support in other MEL and/or Knowledge Management activities to contribute towards the implementation of the AADMER Work Programme Priority Programme 5 Global Leadership, including SICAP II priorities such as e-Learning Management System (e-LMS), AHA Centre Executive Programme on Leadership in Emergency and Disaster Management Programme (ACE-LEDMP), ASEAN Senior Executive Programme on Disaster Management (SEPDM), ASEAN Disaster Management Training Network (Train-Net), ASEAN Risk Monitor on Disaster Management (ARMOR), ASEAN Disaster Information Laboratory (ADILab), ASEAN Disaster Information Network (ADINet), and AHA Centre Monitoring and Evaluation System, among others.
JOB QUALIFICATIONS REQUIREMENTS
Education
Bachelor’s degree in social sciences; Development Studies, Statistics, Monitoring and Evaluation, or related field; master’s degree preferred.
Experience
At least five (5) years of professional experience with proven track record and exposure to MEL, preferably in disaster resilience, humanitarian, or development projects, in a reputable international organisation.
Strong knowledge of the Theory of Change with demonstrated expertise and experience in MEL, including the development and use of results frameworks, indicators, MEL plans and systems, and adaptive programming.
Experience with data collection methods, both quantitative and qualitative, including surveys, focus groups, and key informant interviews.
Proficiency in data management and analysis software (e.g., Excel, SPSS, STATA, or similar), including relevant online project management platforms (e.g., Asana, Trello, or similar).
Excellent report writing, presentation, and communication skills.
Ability to work collaboratively with diverse teams and stakeholders across multiple countries.
Knowledge of ASEAN and its regional framework in disaster management will be an advantage.
