Monitoring and Evaluation Officer

Location: Home Based within St Elizabeth or Westmoreland Parish with Daily field visits

Compensation: $1,300 USD/month

Organization & Operation

Founded in 2017, Global Emergency Relief, Recovery & Reconstruction (GER3) is a non-profit organization that supports crisis-affected communities to build back better. GER3 is committed to delivering sustainable, culturally appropriate, and community-led interventions, with a focus on improving resilience to natural disasters and strengthening local capacity for recovery.

In October 2025, Hurricane Melissa struck Jamaica, causing widespread destruction across several parishes. The storm damaged thousands of homes, public buildings, and critical infrastructure, leaving many families without safe shelter. Communities faced prolonged power outages, flooding, and disrupted access to essential services, with thousands of residents displaced to temporary shelters or relocating to stay with relatives. Local livelihoods, including small farms and businesses, were severely impacted, further increasing community vulnerability.

In response, GER3 is implementing shelter repair, debris removal, and cash-for-work programming to support early recovery and strengthen long-term resilience. These programs rely on strong administrative systems, accurate documentation, and timely reporting to ensure accountability, transparency, and effective service delivery.

Position Overview

GER3 is implementing a shelter support program to distribute 660 light repair vouchers to vulnerable households in Westmoreland and St. Elizabeth, Jamaica. The program includes household assessments, voucher issuance, redemption tracking, and completion verification.

These vouchers will enable families to purchase construction materials to repair their houses damaged by Hurricane Melissa in 2025. The M&E Officer will be responsible for developing and managing the monitoring and evaluation activities to ensure the program’s effectiveness, accountability, and impact. This role is operational and field-based, responsible for tracking the full lifecycle of vouchers, ensuring data accuracy, and supporting real-time program decision-making.

The M&E Officer will work closely with the Program Manager, the Construction Operations Manager, Project Officer, and field staff to ensure that M&E meets GER3 and donor requirements.

Key Responsibilities

1. Development and Implementation of M&E Framework:

• Design and implement a robust M&E framework for the voucher distribution program, including indicators, data collection tools, and reporting mechanisms.

• Develop and maintain a Monitoring Information System (MIS) to track program activities, outputs, and outcomes.

• Establish baselines, targets, and performance indicators in collaboration with the program team and stakeholders.

1. Data Collection and Analysis:

• Oversee the collection, verification, and analysis of data related to voucher distribution, redemption, and impact on household recovery.

• Conduct regular field visits to monitor program implementation, verify data accuracy, and assess the quality of construction material purchases.

• Ensure data is disaggregated by gender, age, and vulnerability to inform inclusive and equitable program adjustments.

• Track and flag delays in redemption, incomplete documentation, duplicate vouchers and suspicious entries

1. Reporting and Accountability:

• Prepare and submit regular weekly M&E reports to the Program Manager, highlighting progress, challenges, and recommendations for improvement.

• Facilitate accountability to beneficiaries by ensuring feedback mechanisms are in place and acted upon.

• Document lessons learned and best practices for future program design and implementation.

1. Collaboration and Coordination:

• Work closely with the Construction Operations Manager and Project Officer to align M&E activities with program objectives and operational plans.

• Coordinate with local authorities, vendors, and community leaders to ensure smooth program implementation and address any bottlenecks.

• Support external evaluations and audits as required.

1. Capacity Building:

• Train program staff, partners, and community members on M&E tools, data collection methods, and the importance of monitoring for program success.

• Strengthen the capacity of local teams to conduct post-distribution monitoring and impact assessments.

1. Compliance and Quality Assurance:

• Ensure all M&E activities comply with GER3’s policies, donor requirements, and international humanitarian standards.

• Monitor the sustainability and quality of repairs made using the vouchers, ensuring value for money and adherence to construction standards.

Qualifications & Requirements

• Jamaican national withBachelor’s degree in Social Sciences, Statistics, Development Studies, or a related field.
  A Master’s degree is an asset.

• Valid driving license, with ability to drive daily in Jamaica

• Minimum of 3–5 years of experience in monitoring and evaluation, preferably in humanitarian or post-disaster reconstruction programs.

• Proven experience in designing M&E frameworks, data collection tools, and reporting systems.

• Strong analytical skills and proficiency in data management software (e.g., Excel, SPSS, KOBO Collect).

• Experience working with NGOs, UN agencies, or government bodies in Jamaica or the Caribbean is desirable.

• Strong organizational and record-keeping skills with high attention to detail.

• Ability to manage multiple tasks, meet deadlines, and work in a fast-paced recovery environment.

• Excellent communication, report writing, and presentation skills. in English required for documentation and reporting.

• Strong communication and interpersonal skills; able to work respectfully with community members, field staff, and partners.

• High level of integrity, confidentiality, and professionalism.

Work Conditions

• Home-based with frequent coordination with field teams across St. Elizabeth and Westmoreland, and periodic site visits for paperwork collection, verification, and coordination.

• May include some weekend work depending on program demands.

• Ability to drive a program car, in the Parishes daily for field visits

Reporting Lines:

This position will report directly to the Program Manager.
