Job Summary

New York Portfolio Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations, having a footprint of approximately 125 countries.

The Development and Special Initiatives Portfolio (DSIP) provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York.

The United Nations Office of Counter Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandate across the United Nations System; (b) enhance coordination and coherenceacross the 38 Counter- Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter- terrorism efforts; and ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

This is a position in UNOPS for supporting projects carried out for or in the United Nations Office of Counter Terrorism (UNOCT). The position supports the work of the UNOCT Human Rights Unit inside the Human Rights and Gender Section, the Global Programme on Prosecution, Rehabilitation and Reintegration (PRR) and the UNOCT/UNCCT Global Programme on Preventing/Countering Violent Extremism (PCVE). The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional responsibilities

Under UNOPS supervision and working in close collaboration with UNOCT teams, the Monitoring and Evaluation Specialist will be responsible for conducting independent evaluations of one or more projects/ programmes.

Key responsibilities include:

  • Participate in kick-off meetings, validation/results-sharing briefings, and other meetings organized by relevant stakeholders.

  • Coordinate with the project management team to ensure access to documents, stakeholders, and field locations while maintaining independence and impartiality.

  • Within the inception report, develop a comprehensive evaluation design, including data collection methods and tools that are human rights-based, gender-sensitive, inclusive, and capable of capturing the perspectives of men, women, and young people.

  • Within the inception report, design data collection tools (including but not limited to: surveys, interviews, focus group discussions, and document reviews) that meet best practice research and evaluation standards.

  • Conduct thorough data analysis, applying methods and tools that meet best practice research and evaluation standards, ensuring triangulation of data and adherence to ethical standards.

  • Produce data visualisations for inclusion in evaluation deliverables, such as charts, infographics, pull out statistics, pull out quotes.

  • Prepare all evaluation deliverables (including but not limited to: the Inception Report, Draft Evaluation Reports, Final Evaluation Report, Evaluation Brief, and presentation slides) according to established templates and guidance.

  • Undertake full proofreading, editing and formatting before submission of deliverables.

  • Duly consider all feedback received, revise deliverables based on feedback received, and outline in detail how feedback has been addressed.

  • Ensure all evaluation deliverables are submitted in a timely manner and of high quality, in line with the approved work plan and quality criteria.

Education/ Experience / Language requirements

Education

  • An advanced university degree (Master’s degree or equivalent) preferably in statistics, mathematics, economics, development studies, political science, international relations, public administration or in a field related to the post description with five (5) years of relevant experience. OR;

  • A first level university degree (Bachelor’s degree or equivalent) preferably in statistics, mathematics, development studies, political science, international relations, public administration or in a field related to the post description with seven (7) years of relevant experience.

Experience

Required experience

Relevant experience is defined as professional experience in conducting independent evaluations of projects/programmes.

Desired Experience (the following experiences are optional. Candidates who do not have them are welcome to apply):

  • Expertise in both quantitative and qualitative research design and data analysis is highly desirable.

  • Experience evaluating initiatives that focus on human rights is highly desirable.

  • Experience incorporating human rights considerations into evaluation is highly desirable.

  • Experience delivering capacity building in M&E, including the development of guidance documents, the provision of technical assistance, and the delivery of training to a range of audiences, including to senior government officials and civil society representatives, would be an asset.

  • Experience working in diverse country contexts would be an asset.

  • Experience in the evaluation of highly complex and sensitive global issues, such as the Prosecution, Rehabilitation and Reintegration (PRR) of individuals associated with terrorist groups and/or Preventing and Countering Violent Extremism (PCVE), would be an asset.

  • Work experience with multilateral organizations would be an asset.

Language

  • Fluency in English (read, write, speak) is required.

Contract type, level and duration

General

Contract type: International Contractor Agreement
Contract level: IICA 2 (ICS 10)

Even though the level of the position is indicated as IICA-2, depending on the incumbent's personal situation (candidate with national ID or resident permit), a local fee scale (LICA-10) might be applied in determining the contractor's fee.

Contract duration: Several possibilities: short-term, full-time / part-time opportunities (see below). Subject to organizational requirements, availability of funds and satisfactory performance.

Modality
