Mission:
Under the supervision of the Deputy Director Country - Programs, you will be responsible for ensuring technical and regional coherence as well as learning of PASCO project interventions, in conjunction with the ACF Country Offices and the regional office.
In this context, your missions will be to:
Ensure monitoring and contextual analysis on the themes of the project
Contribute to strategic orientations and coherence of approaches; and monitor their implementation in countries
Contribute to ensuring the quality and accountability of the program (to populations and donors)
Ensure, in its regional and cross-border dimension, the establishment and animation of a learning and sharing framework within the project
Contribute to advocacy and coordination with other actors
As you take up your position, the priorities will be the understanding and analysis of the themes related to pastoral production systems, economic dynamics and societies living in the Chad Lake Basin (BLT).

Profile:
You hold a Master's degree (Bac+5) specialized in animal production, agronomy, agroeconomics or any other relevant specialty in relation to the themes of rural development, livestock or pastoralism.
You have at least 5 years of experience in cross-border project management (including team management). You have solid skills in managing livestock development projects, preferably in the Sahelian area, with at least 3 years as a Project Manager. Ideally, you have already worked in the humanitarian environment.
You have an excellent knowledge of the humanitarian project management cycle, good knowledge of rural development and support for livestock in particular, as well as proven expertise in Natural Resources Management and pastoralism.
You master the issues and challenges of cross-border livestock in the CEMAC and ECOWAS zones and you know the political and regulatory framework related to transhumance and cross-border livestock trade.
You are fluent in oral and written English.
Conditions of employment
Fixed-term contract under French law: 12 months until 14/01/2026
Gross monthly salary: from 2597 to 2968 euros depending on experience, including 13th month
Pension insurance reimbursement for non-French citizens: 16% of the gross monthly salary
Regional bonus: 5% of gross monthly salary
Basic salary increase: 6% every 12 months of continuous contract
Per diem and monthly living expenses: 767 euros net, paid on the ground
Monthly context allowance: 150 euros
Child allowance: 1500 euros per year and per child present in the country of origin (ceiling of 6000 euros/year)
Transportation and housing: Travel support and collective housing
Medical coverage: 100% of the coverage of health contributions (CFE + complementary health) and repatriation insurance
Wage maintenance schemes (illness, maternity, paternity)
Leave and RnR: 25 days per year of CP and 20 RnR per year; support of the ticket with ceiling to go to the chosen break area, and 215 euros of flat-rate allowance per RnR

Ground travel: occasional missions in the areas of intervention of the PASCO project (Chad, Cameroon and Nigeria)
