Description
The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health, geoscience, and conservation of plant genetic resources for food and agriculture.
The Land Resources Division (LRD) provides effective expert scientific advice, capacity building and services on conservation, development and utilization of plant genetic resources, forest and landscape management, resilient agricultural systems, diversification of livelihood strategies and access to markets to maintain ecosystem services and improve land productivity and the food, nutrition security and resilience of Pacific communities. LRD has expertise in genetic resource conservation, resilient agriculture, biosecurity, pest and disease management, agricultural extension, plant pathology, entomology and animal health. It collaborates with governments, regional organisations, civil society and other SPC divisions to pinpoint the needs and priorities of Pacific countries and communities and provide technical expertise to address them. This mission is realized through four main thematic work areas, or pillars, and a progressively integrated approach to programming that works towards achieving SPC’s development goals.
The role – Natural Resources Management Adviser willprovide overall strategic technical advisory services, including policy and research direction to promote sustainable forestry practices and landscape management, amplifying the importance of healthy ecosystem services, and works closely with member countries and territories' national and regional priorities.
The key responsibilities of the role include:
Lead resource mobilisation
Coordinate and lead resource mobilisation efforts (i.e. fundraising for projects/programmes), developing strategic partnerships with regional and international organisations to support the priorities of member countries and territories.
Co - develop and coordinate multidisciplinary and interdisciplinary grant proposals in close collaboration with other relevant SPC Divisions and regional and international partners.
Lead the coordination of stakeholder engagements and collaborate with regional and international agencies to foster partnerships that enhance sustainable forestry and landscape management efforts.
Lead technical advisory
Provide strategic and expert technical advice to member countries, and regional and international stakeholders.
Contribute to formulating policy advice that supports sustainable forestry and land use management practice, ensuring alignment to national and regional priorities.
Lead the planning, design, establishment, monitoring and analysis of research, including identifying research gaps and formulating research concepts and proposals that meet the needs of the region.
Ensure research follows best practice protocols and is in line with the SPC Data Governance Policy.
Assess, identify and deliver targeted capacity building interventions when required.
Work closely with the R&D Adviser and key LRD team members support research collaboration under the Regional Research Agenda.
Support coordination and communication
Lead the coordination and facilitate key regional technical meetings to progress key matters in forestry, and landscape management.
In collaboration with member countries and territories, oversee the work of the forestry professionals’ network as a regional network.
Disseminate relevant knowledge and information regarding research findings, project outcomes, policies, and best practices where possible.
Support monitoring, evaluation and learning
Support the monitoring and reporting of key forestry initiatives against LRD Business Plan and SPC key results framework.
Coordinate efforts to support and monitor forestry and landscape management projects, managing budgets and resources, using appropriate governance and risk frameworks, performance measures, reporting standards and assessment tools to achieve project milestones and deliverables.
Support monitoring and evaluation reviews for natural resource management initiatives.

Key selection criteria
Qualifications
A degree in a relevant field such as natural resources management, forestry science, agriculture economics or equivalent body of knowledge and experience.
Technical expertise
At least 10 years of demonstrated experience in a similar role.
Expertise in research and implementation of interventions in forestry /landscape and natural resources management.
Understanding of national and regional issues related to forestry.
Demonstrated capability in policy formulation.
Experience in implementation, monitoring and evaluating sustainable forestry management.
Experience in computational and statistical tools for the management of forestry information.
Demonstrated ability to publish in international peer-reviewed scientific journals.
Experience in fundraising, proposal preparation and project management.
Language skills
Excellent English communication skills (oral and written) with a working knowledge of French being an advantage
Interpersonal skills and cultural awareness
Ability to work in a multicultural, inclusive and equitable environment
Salary, terms and conditions
Contract Duration – 3 years – subject to renewal depending on funding and performance
Remuneration – The Natural Resources Management Adviser is a band 11 position in SPC’s 2025 salary scale, with a starting salary range of 3,245‒4,057 SDR (special drawing rights) per month, which currently converts to approximately FJD 9,768–12,211 (USD 4,316–5,395; EUR 3,975–4,969). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.
Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,500–5,200 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).
Languages – SPC’s working languages are English and French.
