Acted is an international non-profit NGO headquartered in Paris, France, with operations in over 40 countries worldwide. Acted operates in contexts of natural disasters, armed conflict, and socio-economic crises.
Acted is currently seeking a WASH Officer to join our team in the Venezuela mission.
Under the supervision of the Project Manager, the WASH Officer will be responsible for supervising and executing the activities of the WASH component in response to the humanitarian emergency following the earthquakes that occurred in Venezuela on 24-06-2026, concentrating the actions in the impacted area of Morón, Carabobo state.
Among your main tasks, you will have to lead the WASH component activities of the project to ensure that the scope, budget, schedule and quality are in accordance with the different project specifications, donor requirements and Acted's rules and procedures.
Functions
Technical Design and Planning
Lead the design of WASH interventions, preparing technical specifications, quantity take-offs (work quantities) and execution schedules.
Plan the project stages by establishing priorities and organizing the necessary resources to achieve the objectives.
Contribute to the development of concept notes and new project proposals in the WASH sector.
Field Implementation and Supervision
Supervise on-site the execution of infrastructure works, ensuring the correct use of materials and compliance with technical standards.
Coordinate with the logistics department the acquisition and installation of equipment and technical supplies.
Anticipate and mitigate technical or social risks associated with the implementation of WASH activities.
Social Management and Capacity Building
To train users and beneficiaries in the use, operation and maintenance of water and sanitation systems.
To foster a sense of ownership in communities and local authorities through their participation in the design and delivery of goods.
Promote hygiene and coordinate workshops or community meetings related to the WASH component.
Monitoring, Reporting and Representation
Validate technical activity reports (APU, TDR), monitoring reports and maintain up-to-date records with disaggregated data.
Represent the organization in WASH sector clusters and technical coordination meetings with partners and authorities.
Systematize lessons learned, best practices, and success stories from the program.
Desired profile
Requirements
Required:
Professional with a degree (undergraduate or master's) in Civil Engineering, Environmental Engineering, or disciplines related to Water and Sanitation.
Minimum three (3) years of experience in the implementation and coordination of WASH/ASH infrastructure projects, preferably in humanitarian emergency contexts and international NGOs.
Handling international standards (Sphere Manual, WASH FIT) and national regulations (COVENIN, official gazettes).
Proficient in AutoCAD, Maprex, EPANET, QGIS and Microsoft Office suite
Precision in infrastructure design and high attention to detail in construction supervision.
Full availability for travel to communities affected by the seismic double event.
