Background of the Operation
CESVI is a secular and independent association founded in Italy in 1985 that works for global solidarity and the ideal of social justice through humanitarian development projects. Its very name, CESVI, Cooperazione e Sviluppo (Cooperation and Development), expresses its philosophy of action, based on empowering its beneficiaries to take ownership of their own progress, so that international aid is not merely a temporary act of charity, but rather fosters genuine sustainable development for the most vulnerable populations.
Since 2019, Cesvi has been working in Venezuela on initiatives focused on protecting children, adolescents, and women in highly vulnerable situations, including survivors of abuse and sexual exploitation. Starting in 2021, Cesvi began implementing projects funded by the Humanitarian Fund within the country in various communities.
During 2022, Cesvi implemented projects of: “Multisectoral humanitarian assistance to address the urgent needs of the most vulnerable people in Venezuela” which aims to strengthen the availability of protection services, primary health care and humanitarian assistance.
Main responsibilities
Program implementation, technical supervision, monitoring and reporting
To lead the planning, execution and monitoring of all activities related to water, sanitation and hygiene (WASH) within the framework of the emergency response, ensuring compliance with CESVI technical standards, donor requirements and project work plans
Provide technical supervision and guidance to WASH assistants, contractors and community teams, ensuring quality, timeliness and accountability in project implementation at all intervention sites
Conduct regular on-site follow-up visits to assess progress, check the quality of the works, identify execution difficulties and ensure that corrective measures are applied in a timely manner.
Review and approve technical assessments, designs, bills of quantities, technical specifications, work plans and implementation methodologies for the rehabilitation and construction of water, sanitation and hygiene (WASH) infrastructure.
Ensure effective monitoring of project indicators, results and objectives, collaborating in the collection and verification of technical data and documentation.
Prepare high-quality technical reports, weekly and monthly updates, status reports, donor contributions, success stories, and other project documentation as needed.
Maintain regular communication with the project manager, providing timely updates on the progress of the execution, operational challenges, risks, and mitigation measures.
Ensure that all water, sanitation and hygiene (WASH) interventions integrate aspects related to protection, gender, inclusion, accountability to affected populations (AAP) and environmental considerations.
Project management, public procurement and financial monitoring
Support project planning, budgeting, and expenditure monitoring, ensuring activities are implemented within approved budgets and workplans.
Collaborate closely with the Procurement and Logistics teams to ensure the acquisition, delivery, and proper and timely use of construction materials, WASH supplies, and equipment.
Review the technical specifications and acquisition documentation related to goods, works and services related to WASH.
Supervise the performance of contractors, certify completed works, verify technical results, and ensure compliance with contractual obligations.
Identify bottlenecks in execution and operational risks, proposing practical solutions to ensure the continuity and quality of activities.
Coordination and participation of stakeholders
Maintain close coordination with the WASH Thematic Group, local authorities, municipalities, community leaders and relevant humanitarian actors to ensure effective implementation, complementarity and information sharing.
Represent CESVI in technical coordination meetings, evaluations and sectoral working groups related to WASH activities, as delegated by the project director.
Ensure that information from coordination meetings, technical discussions and government interlocutors is quickly shared internally and applied to project implementation and operational planning.
Support coordination with community representatives and facilitate community participation throughout the implementation process, promoting ownership and sustainability of the interventions.
Coordinate with other technical sectors of CESVI and support integrated programming whenever appropriate.
General functions
Ensure compliance with CESVI policies, humanitarian principles, the Sphere Standards and applicable national regulations.
Perform any other duties assigned by the Project Manager that are relevant to the successful implementation of the emergency response
Support the identification and design of additional emergency water, sanitation and hygiene (WASH) interventions and contribute to the development of proposals, technical assessments and donor mobilization, as needed.
Support the strengthening of the capacities of field staff, contractors and community committees regarding operation and maintenance, quality standards and safe implementation practices.
Required profile
University degree in Civil Engineering, Environmental Engineering, Hydraulic Engineering, Sanitary Engineering or another relevant technical field . A master's degree in Water, Sanitation and Hygiene (WASH), Public Health or Humanitarian Assistance will be considered an asset.
Minimum 5 years of professional experience in the implementation and management of WASH programs, including emergency response and rehabilitation of water and sanitation infrastructure.
Proven experience in supervising technical staff, contractors and community implementation mechanisms, including work-for-cash programs.
Proven experience in the design, supervision and quality control of water, sanitation and hygiene (WASH) infrastructure, including the preparation and review of technical drawings, bills of quantities, technical specifications and work plans.
Experience in project planning, budget monitoring, procurement processes, and compliance with donor requirements.
Previous experience in coordinating with government authorities, WASH thematic groups, UN agencies, NGOs and other stakeholders in the humanitarian field.
Solid knowledge of the Sphere Standards, humanitarian principles, accountability to affected populations (AAP), protection mainstreaming, gender, inclusion and prevention of sexual exploitation and abuse (PSEA).
Strong leadership, coordination, problem-solving, reporting, and communication skills.
Excellent command of Spanish (essential); practical knowledge of English is an advantage.
Proficiency in Microsoft Office applications; knowledge of AutoCAD, GIS, Kobo Collect or other digital data collection and monitoring tools will be valued.
Willingness and ability to travel frequently to project locations and work in complex emergency environments.
