About TSSP Phase 3
The PNG - Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes. Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will contribute to the achievement of the overarching goal of:
'A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.'
TSSP3 has three End of Program Outcomes (EOPOs) which are expected to be achieved over the initial five-year duration of the program. They are as follows:
EOPO 1: Better Transport System Management. Targeted GoPNG transport sector agencies are supported to more efficiently, effectively, and inclusively plan, budget, and manage the transport system
EOPO 2: Improved Safety Standards and Coordination. Australian assistance to targeted GoPNG transport sector agencies contributes to improving the policy and regulatory environment to enable safety for all and foster greater sector coordination
EOPO 3: Expanded, Sustainable and Affordable Assets. Investment in transport assets is expanded and PNG transport sector actors apply their improved capability to deliver and maintain such assets.
Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3's activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.

The Role
The Operations Coordinator is responsible for coordinating and managing travel, logistics, fleet operations, and general administrative functions, including associated procurement activities, for the Bougainville team. The role ensures that the Bougainville office operates efficiently and effectively and maintains full compliance with DT Global and DFAT policies and procedures. The Operations Coordinator also supports the implementation and continuous improvement of operational systems and processes and provides clear operational guidance and support to both operations and program teams.

About You
Essential experience and knowledge
Proven experience managing day-to-day operational functions including logistics, travel, office administration, fleet management, or similar roles in a complex, multi-site environment
Experience working within organisational and donor-funded program policies and procedures (e.g. DFAT, or other international development partners), ensuring full compliance across operational
Ability to plan, coordinate, and manage domestic and international travel arrangements, accommodation, and transport services, including maintaining accurate travel records for reporting and audit
Demonstrated ability to oversee fleet operations, maintain accurate vehicle and generator records, ensure safety and compliance, and support effective asset tracking and maintenance systems
Experience supporting office facility management, stock control, materials management, and conducting regular inventory checks or yard management
Ability to maintain operational documentation, including operational checklists, logs, expenditure tracking, and compliance assessments
Ability to work collaboratively with finance, HR, security, and program teams, and to engage effectively with suppliers, travel agents, consultants, and stakeholders
Experience supporting workplace health, safety, and environmental (HSE) compliance, identifying hazards, and following through on corrective actions
Demonstrated ability to coordinate multiple tasks, solve logistical issues quickly, and support continuous improvement of operational systems and processes
Competence in using software for record-keeping, reporting, asset tracking, and communication
Strong interpersonal and communication skills with the ability to work effectively in a cross-cultural environment
