Acted is an international non-profit NGO headquartered in Paris, France, with operations in over 40 countries worldwide. Acted's mission is to provide immediate humanitarian assistance to those in need while simultaneously creating long-term opportunities for sustainable growth. Acted operates in contexts of natural disasters, armed conflict, and socio-economic crises.
Acted is looking for a Protection Officer to join our team in the Venezuela mission.
The Protection Officer will be responsible for coordinating and implementing the technical protection response within the framework of the humanitarian emergency following the earthquake of June 24, 2026. They will ensure case management, update safe referral pathways, and design psychosocial support activities in prioritized municipalities, focusing efforts on the impacted area of Morón, Carabobo State. This will be done while guaranteeing compliance with global humanitarian standards and donor regulations.
Functions
Technical management and case management
Design and plan protection protocols and specific post-earthquake needs assessments on site.
Oversee the execution of survivor-centered case plans and ensure safe referrals through the internal and external care pathway.
Ensure the absolute confidentiality of physical files and update the protection case management database.
Field Coordination and Training
Provide technical assistance and ongoing on-the-job training to the protection assistant and local partner staff.
Contextualize technical awareness materials and operational protection guides with a focus on risk mitigation in shelters or affected communities.
Conduct periodic monitoring visits to the impact zones in Moron.
Alliances and Sectoral Representation
Actively participate in humanitarian coordination platforms (Protection Cluster, GBV and Childhood subcluster) at the local level.
Establish and maintain coordination links with government authorities and health and legal service providers in assigned areas.
Safeguarding and Programmatic Quality
Ensure that all activities integrate the cross-cutting protection principles and the zero-tolerance policy against Sexual Exploitation and Abuse (SEAA).
Synthesize and analyze qualitative and quantitative data to feed into the project's technical reports and lessons learned.
Desired profile
Requirements
Required:
Professional with a degree in: Psychology, Social Work, Sociology, Law, Health Sciences, Humanitarian Protection or related fields.
At least three (3) years of experience in protection case management (general, GBV or child protection), ideally within the humanitarian sector in emergency contexts.
Proven experience in dealing with local partners and institutional authorities in the Venezuelan context.
Proficiency in the Microsoft Office Suite.
Full availability for frequent travel to the affected communities in Moron.
Soft skills:
Proven ability to coordinate technical actions in contexts of high volatility and post-disaster vulnerability.
Assertive communication, diplomacy, and high attention to detail for the secure handling of confidential information.
Transparency and flexibility to adjust operational priorities according to the evolution of the emergency
Desirable (not mandatory):
Previous experience in training, facilitating workshops and developing technical skills.
Conditions
Service provision contract under the figure of professional fees for 3 months with possibility of renewal depending on budget availability and performance.
Workplace: Acted Office in Carabobo.
