Description
This Call for Interest is open to all eligible consultants, in accordance with hulo’s procedures and principles.
Context of the consultancy:
The Humanitarian Logistics Cooperative, also known as “hulo”, is the first humanitarian European Cooperative Society (SCE) created in June 2021. Hulo now regroups 19 organisations: ACTED, Action contre la Faim (ACF), Bioport, Care International, Fleet Forum, the French Red Cross (FRC), Handicap International / Humanity & Inclusion (HI), International Federation of the Red Cross and Red Crescent (IFRC), Intersos, International Rescue Committee (IRC), Médecins du Monde (MDM), Mercy Corps, Norwegian Refugee Council (NRC), Oxfam Intermón, Plan International, Première Urgence International (PUI), Save the Children International, Solidarités International (SI), and Welthungerhilfe (WHH).
Its objective is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and improving performance through the pooling of logistics and supply chain resources and expertise. Hulo's "Joint Initiatives" are already underway in 7 countries (Burkina Faso, Central African Republic, Colombia, Chad, Democratic Republic of Congo, Lebanon, and Iraq for the Syrian crisis) and include on the ground: Joint Procurement Initiatives, shared human resources, a digital solution for pooling resources, Joint Transport or Mobility Initiatives and Joint Environmental Initiatives. These initiatives save time and money, improve the quality of goods and services provided, and therefore provide more effective assistance to those who need it most.
As hulo continues to grow and scale up its activities, the cooperative is engaged in a broader transformation process aimed at strengthening operational efficiency, clarity, and replicability. While operational models are well established, there is a need to formalise and harmonise them into structured Playbooks.
For hulo, a Playbook is a practical, structured reference document that describes how an activity is designed, launched, implemented, governed, and continuously improved. It captures hulo’s collective operational experience and translates it into clear, actionable guidance that can be used by both internal teams and participating organisations.
Playbooks are intended to support consistency, quality, and replicability of hulo initiatives across contexts while preserving the flexibility required for field adaptation.
These Playbooks will serve as reference documents for:
Internal Teams (HQ, field)
Members and participating organisations
Future initiatives and new contexts
Overall scope of work expected from the Consultant:
The overall objective of the consultancy is to design, structure, harmonise, and formalise a coherent set of operational Playbooks capturing existing practices, processes, governance models, and lessons learned across hulo’s field activities (Joint Initiatives) and its Community structuring (Membership & Community).
The Consultant is expected to:
Map Existing Practices:
Review existing documentation, tools, procedures, and ways of working across the Operations department (for the Joint Initiatives Playbook), and Community team (for the Membership & Community Playbook).
Conduct interviews and work sessions with hulo staff, field teams, and key stakeholders to capture operational knowledge and map processes.
Expected Deliverable: Mapping and analysis note of existing content, knowledge, and practices.
Design Playbook Structures:
Identify common structures, decision-making processes, roles, and success factors across activities.
Propose a standardised Playbook structure adaptable to different types of activities.
Expected Deliverable: Standardised Playbook template.
Create Playbooks:
Develop clear, concise, and operational Playbooks for each core activity (Joint Initiatives, Membership & Community).
Translate complex operational processes into accessible and practical guidance.
Ensure usability for diverse audiences in English and French.
Ensure alignment with hulo’s cooperative values and humanitarian principles.
Expected Deliverable: Drafted Playbooks for core activities.
Facilitate Playbooks Validation and Deployment Plan:
Facilitate validation and deployment workshops.
Integrate feedback and refine Playbooks.
Support internal ownership and appropriation.
Support integration into onboarding, training, and continuous improvement processes.
Provide recommendations for future creation, maintenance, and governance of Playbooks.
Expected Deliverable: Validated Playbooks and deployment recommendations.
Qualifications and Experience:
Interested Consultants should possess the following qualifications and experience:
Master’s degree or equivalent in Political Science, Business Administration, Project Management, International Development, IT, or related field.
Proven experience in operational process design, organisational development, or knowledge management, preferably in the humanitarian or non-profit sector.
Strong experience formalising complex operational models into clear documentation.
Experience working with multi-stakeholder or network-based organisations is a strong asset.
Familiarity with humanitarian operations, supply chain, logistics, or shared services models is an advantage.
Excellent analytical and synthesis skills.
Strong facilitation and interviewing skills.
Organised, autonomous, proactive, and collaborative.
Proficiency in MS Office and CRM (or equivalent) tools.
Languages: English and French (essential); Spanish and Arabic desirable.
Management and Reporting Lines:
The Consultant will be working under the direct line management of the hulo Operations Lead.
The Consultant will also be working in close collaboration with the Community Manager, hulo teams and key stakeholders.
Schedule:
This consultancy is targeting a maximum of 40 working days within the April-June 2026 period.
Application & Contracting Process:
The selected consultant will be contracted by hulo for a duration of 3 months but is not expected to work full time during this period. He/She is expected to outline the main key steps of the process as part of the Expression of Interest (EOI). These tasks can be fully carried out remotely.
Hulo invites applications for the provision of services described above. Interested candidates must submit their EOI outlining their financial offer (daily rate with clarifications on other cost covering expectations, plus a proposed overall cost), proposal to meet the ToR, scheduling and CV providing information on capacity and experience, showing qualification for the technical skills required by the scope of work.

A shortlist will be established based on the offers received, and the consultation will follow the rules and procedures of hulo for the use of Consultants.
