Context of the consultancy:

The Hulo Cooperative, created in June 2021, is the first European Cooperative Society (ECS) operating in the humanitarian sector. Its objective is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and by improving performance through the pooling of resources and expertise in logistics and supply chain management.

Hulo is developing its data ecosystem to strengthen its capabilities in data science, business analytics, and business intelligence (BI). The Business Analytics & Research (BAR) department develops and maintains Power BI reports for internal teams and organizations participating in Hulo initiatives.

Some BI reports are currently in prototype stage. They require functional and technical improvements, as well as consideration of user feedback, before they can be deployed in production.

In parallel, Hulo wants to structure and industrialize its BI development environment. The goal is to have processes and tools that allow for the development, testing, deployment, and maintenance of reports in a more standardized, reliable, and efficient way.

In this context, Hulo wishes to recruit a Power BI Developer consultant to support the BAR department in finalizing existing reports and setting up an environment adapted to their development and long-term maintenance.

The relevant technical environment relies in particular on:

• Microsoft Power BI

• Microsoft Fabric

• Microsoft Power Platform

• Microsoft SharePoint

General scope of work expected from the Consultant:

The main objective of this consultancy is to improve the operational maturity of Hulo's Business Intelligence environment, by finalizing priority reports and implementing the practices and tools necessary for their industrialization.

The mission will be structured around two complementary axes.

Axis 1 – Finalization and deployment of BI reports:

• Review existing Power BI reports and their maturity level

• Engage with the BAR teams and relevant users to gather and analyze their feedback.

• Identify the gaps between current prototypes and operational needs

• Improve reporting on functional, visual, and technical levels

• Verify the consistency of indicators, DAX measures, filters, and interactions, based on the scope of each report.

• Improve the performance and reliability of reports where necessary

• Check the applicable data access rules and sharing settings

• Organize testing and validation with users

• Prepare and execute the production deployment of validated reports

• Document the finalized reports and the main technical choices.

The reports to be processed will be prioritized jointly with Hulo at the start of the mission.

Axis 2 – Industrialization of BI development and maintenance:

The consultant will need to analyze the existing environment and propose and then implement a technical organization to standardize the BI report lifecycle.

The work may include, in particular:

• The structuring of workspaces and development, testing and production environments, based on the available capabilities in the Microsoft environment of Hulo

• Defining a process for developing, validating, and publishing reports

• The implementation of version control and change tracking practices

• Standardizing naming conventions, documentation, and reusable elements

• Improving the organization of semantic models, connections to data sources, and dependencies between reports

• The use of Microsoft Fabric and Power BI features facilitates deployments and maintenance

• Identifying relevant uses of Microsoft Power Platform to automate certain tasks or steps in the BI process

• Using SharePoint to organize the extranet providing access to BI reports

• Defining best practices in security, access management, testing, and quality control

• Preparing documentation and transferring skills to the BAR team.

The consultant will need to prioritize the features and licenses already available at Hulo, clearly identifying any additional technical or financial prerequisites.

The mission is not to rebuild the entire Hulo BI ecosystem, but to implement a pragmatic approach, adapted to current needs and reusable for future developments.

The tasks described can be carried out 100% remotely.

Qualifications and experience:

• Proven experience in developing Power BI reports and dashboards

• Proficiency in Power Query, DAX, and data modeling

• Experience with Power BI or Fabric deployment pipelines and version control tools

• Knowledge of shared semantic models and BI governance practices

• Experience in managing reports used by multiple organizations or user categories

• Experience in optimizing performance and improving the reliability of BI reports

• Good knowledge of Microsoft Fabric and its integration with Power BI

• Experience in structuring development, testing, and production environments

• Good understanding of the mechanisms for deploying, managing versions, and maintaining BI solutions

• Proficiency in Microsoft Power Platform, particularly for process automation when relevant

• Experience with SharePoint for managing an extranet

• Good understanding of data security issues, access management, and report sharing

• Ability to gather user needs and translate them into functional and technical improvements

• Ability to produce clear documentation and transfer skills to an internal team

Management and hierarchical structures

This consultant will report to the director of the "Business Analytics & Research" department and will work in conjunction with a Data Scientist and a business analyst.

Contracting process:

The selected consultant will be contracted by Hulo in two phases:

• 1 firm tranche for an estimated duration of 10 to 15 days ,

• 1 optional tranche for an estimated duration of 20 to 30 days

Firm tranche - November – December 2026

Optional tranche - February - June 2027

There is no obligation to work full-time for Hulo during this period.

Candidacy

Hulo is calling for applications to provide the services described above. Interested consultants should submit:

• A CV outlining relevant skills and experience

• A technical proposal describing the proposed approach for the two axes of the mission

• A financial proposal indicating the daily rate and the total cost of the mission

• References or examples of comparable assignments, if available
