About hulo
The European Cooperative Society of Collective Interest "Humanitarian Logistics Cooperative", also known as "hulo", is the first humanitarian cooperative founded in June 2021. Led by humanitarian organizations and integrating new members regularly, hulo aims to improve the impact of humanitarian aid by strengthening collaboration and the implementation of joint projects in its countries of intervention. At hulo, we are convinced that the sharing and pooling of resources and expertise between organizations contributes to increasing the performance of humanitarian logistics and the supply chain.
Our action is based on a collaborative and participatory approach, collective intelligence and the animation of a community of practice. All our activities are structured around a common goal, involving several autonomous and interdependent stakeholders, who cooperate horizontally. Steering is distributed, based on consultation, co-responsibility and voluntary commitment.
In our 7 countries of intervention spread over 3 regions, we are setting up shared initiatives in the fields of purchasing, human resources and the environment. In support of humanitarian organizations, we coordinate shared international humanitarian transport initiatives for the most serious humanitarian crises. JOB CONTEXT:
The hulo Program Manager plays a critical role in managing and optimizing the project strategy and objectives, mobilizes and unites the widest possible network of humanitarian organizations according to the project’s approach, ensures regular financial visibility, contributes to team cohesion, and ensures accurate capitalization, to support Handicap International's (HI) operations within the country. Reporting to the Operations manager, and functionally to the hulo Roving Joint Initiatives Specialist and the Hulo Operations Director, ensuring compliance with HI’s policies and donor requirements.
To carry out this project, HI Afghanistan is looking for a Program manager - hulo for 10 months
YOUR MISSION:
Main missions
Responsible for developing and implementing the project strategy.
Ensures the representation and engagement of all relevant stakeholders (donors, humanitarian organizations, coordination forums, local partners and suppliers, national authorities, etc.).
Ensures the monitoring and capitalization of each initiative while supervising the implementation of activities
Manage support aspects (financial management, human resources management, and security).
Responsibility 1: Development and implementation of the strategy
Implement the project "pooling strategy" consistent with the humanitarian context of the Afghanistan country.
Analyzes the needs and obstacles to joint initiatives within the humanitarian community.
Based on a participatory/collaborative approach, identifies all potential "pooled initiatives" that benefit the country's humanitarian community.
In close collaboration with the country team and Hulo Cooperative's operations team, initiates potential partnerships useful for the development and operational impact of joint initiatives in the country.
Defines shared initiatives that could be concretely launched and facilitated by the project.
Designs selected/targeted shared initiatives with participants.
Responsibility 2: Stakeholder representation and engagement
Establishes and maintains good relations with all national representatives and logistics focal points of international and national organizations, donors, and United Nations agencies.
Identifies the humanitarian community focal points for each humanitarian organization participating in the project joint initiatives to ensure their commitment.
Prepares and leads information and promotional meetings to present the cooperative, its mandate, approach, and activities.
Responsibility 3: Implementation, monitoring and capitalization of operations
Identify the operational modalities of each shared initiative.
Directs and manages the appropriate and concrete implementation of each shared initiative.
Produces documents capitalizing on events and situations that have occurred & report on the lessons learned from each shared initiative implemented.
Ensures the transmission of information to the Country Program and headquarters team for the preparation of donor reports.
Responsibility 4: Financial / budget & HR management
Manages purchase requests for all locally incurred project expenses.
Checks and validates that all relevant expenses are correctly allocated to the project.
Controls the costs of the project in coordination with the finance department.
Supervise and support the Joint Procurement Initiatives Supervisor and the project Liaison Officer in the implementation of the Afghanistan country roadmap and project’s joint initiatives.
YOUR PROFILE:
You hold a degree in Supply Chain Management, Logistics, Business Administration, Project Management or any related discipline
You have +5 years of progressive experience in supply chain/ logistics/ operations management within NGOs, including expertise in procurement, logistics coordination, and compliance with donor regulations and humanitarian standards.

Technical and Regulatory Knowledge:
Knowledge of ERP and Supply Chain Systems like LINK or any other ERP System, will be advantageous

Salary from 2860 € gross/month upon experience;
Perdiem: 622 € net/month - paid in the field
Hardship: 500 € net/month paid with your salary
Paid leaves: 25 days per year;
R&R: according to the level of the mission ; 5 days every 8 weeks
