Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.
OVERVIEW
NP has operated in the Philippines for more than two decades, working alongside communities to prevent violence and support peacebuilding efforts. Our work has aimed to strengthen local peace structures, deter violations against civilians, and encourage protection capacities in conflict-affected communities in partnership with local civil society. This has included monitoring and reporting individuals’ concerns about safety, protective accompaniment for civilians and organizations in areas of conflict in the Bangsamoro Autonomous Region of Muslim Mindanao (BARRM) and adjacent provinces, including Maguindanao del Sur, Maguindanao del Norte, Lanao del Norte, SGA, Basilan, Sulu, and Tawi-Tawi.
The Philippines country programme is currently entering a period of strategic transition as NP begins to orient the programme toward a structured exit strategy within the next 3-5 years.
JOB SUMMARY
The Programme Impact Analyst (PIA) plays a pivotal role in analysing the impact of past and current NP programming in the Philippines and consistently guides programming towards structured exit strategy.
The PIA is charged with overall oversight of Monitoring and Evaluation for all NPP current grants, as well as Learning activities. While tracking progress is an important element, this role focuses on the centrality of analysis and articulation of impact, especially as it relates to three intersecting objectives of NPs exit strategy / strategic programme transition: (1) strengthening UCP sustainability (2) supporting learning and impact documentation (3) documenting and communicating the impact, learning, and legacy of more than two decades of UCP work in the Philippines. Combined, analyses and articulation of impact will inform NP’s organisational learning and feed into current and future programming in other contexts.
The position is also expected to facilitate ongoing learning of NPs partners, document legacy and help guide NPs transition.
The PIA works closely with the Program Manager and Project Coordinators to ensure that data and evidence effectively inform storytelling, donor communications, disseminate and document lessons learned around the sustainability of UCP in NPP.
The PIA is expected to combine strong technical M&E expertise with a solid understanding of project implementation, ensuring that monitoring systems are practical, field-responsive, and directly support effective programme delivery and adaptive management while still meeting donor requirements.
KEY RESPONSIBILITIES
Data Collection, Management, and Quality Assurance
Assign data collection tasks and monitor progress against timelines.
Support and coach M&E Officers with the collection and analysis of relevant data, articulating impact, and facilitating learning across field teams and partners.
Lead the design and implementation of monitoring plans to gather, analyse, and articulate relevant data and case studies that demonstrate the functioning and impact of unarmed and nonviolent approaches to civilian protection.
Conduct regular visits to project sites in each country to ensure data quality and accuracy, and to support the adaptation of MEAL approaches including Peace Impact Framework (PIF).
Advise Senior Management on implementation adjustments based on monitoring results and emerging risks.
UCP sustainability: Develop quantitative and qualitative approaches to impact measurement and data collection that demonstrate examples of or opportunities. Consolidate findings into actionable recommendations for UCP sustainability for NP and partners.
Reporting, Evaluations, and Donor Compliance
Lead the collection, analysis, and interpretation of project data to track progress against project objectives and inform decision-making that contributes to the exit strategy.
Prepare high-quality data analysis for internal and external reports, ensuring accuracy and timeliness. Contribute evidence and lessons learned sections to EU and other donor submissions.
Ensure narrative reports and briefs are modelled around robust analysis of impact, grounded in relevant data and connected to context analysis
Facilitate evaluations to measure project outcomes and impact, including mid-term, and end-line evaluations, with a focus on capturing impact.
Support NP`s global Policy and Advocacy and communications teams to develop persuasive policy and advocacy narratives for external audiences - connecting to analysis of impact data.
Support the programming team in developing compelling impact stories and lead the subsequent development and dissemination of case studies and other materials to document and communicate impact, learning, and legacy of NPP and UCP in the Philippines.
Strengthening Systems and Processes
Refine existing MEAL frameworks and systems to bring together and unite / increase harmony across NPPs current portfolio whilst being adaptable to the different project outcomes - Establish and maintain a MEAL cycle, building on examples from other NP country programs.
Work with the PM and NP`s Global Programming team to align NPP to the Peace Impact Framework (PIF) with an overarching goal to capture the broader impact of current projects in meaningful partnership with communities and relevant stakeholders.
Ensure logic models, theories of change, and indicator reference sheets for all projects are accurate, in line with commitments to donors and their reporting requirements and are accurately represented on Salesforce (NP's project cycle management tool) as well as donor platforms. These processes are currently being streamlined at the global level.
Develop and maintain data management systems, dashboards, and reporting tools to ensure timely access to accurate monitoring and evaluation data across programs.
Learning and Impact analysis with Staff and Partners
Strengthen a holistic approach to impact analysis and learning within the country programme and guide staff in moving beyond a focus on log-frame targets and deliverables
Facilitate regular learning and impact analysis with staff and partners (with a focus on community based/led impact analysis) across projects and exit strategy targets
Make linkages to past programming and draw out patterns of impact and learning that demonstrate the effectiveness of UCP.
Coordinate the creation of envisioned knowledge products as per NP`s exit strategy (including the support to external consultants and partnerships on learning)
Support partner organisations in impact analysis and sustainable monitoring and reporting capacities as NP transitions to exit.
Create opportunities for NPP to connect their own learning to broader processes of learning within NP (at regional or global level) or within a local community of practice in Mindanao.
Stakeholder Engagement and Coordination
Represent MEAL functions in project meetings and donor liaison with a key focus on impact and learning.
Share MEAL findings with local government units, partners, and community stakeholders, as relevant.
Strengthen linkages between NP’s MEAL work and national-level data systems where applicable.
Lead engagement with external stakeholders to ensure MEAL evidence is used in program decisions, supports adaptive learning, and is integrated into planning and coordination processes.

QUALIFICATIONS AND COMPETENCIES
Degree level education (postgraduate degree or equivalent professional experience preferred) in MEAL, Peace and Conflict Studies, or related fields.
At least three years professional experience designing and implementing MEAL systems within humanitarian, peacebuilding, or development contexts
Experience of applying MEAL for the purpose of policy and advocacy is preferred.
Strong experience with community-level participatory research and MEAL methods.
Professional experience related to civilian protection, humanitarian crises, peacebuilding, and/or post-conflict situations strongly preferred. Familiarity with local conflict dynamics, community engagement approaches, and development programming in BARMM.
Excellent analytical skills, presentation, communication and reporting skills, and proficiency in quantitative and qualitative data analysis methods.
Fluency in English (written and spoken) is essential, with demonstrated outstanding writing skills.
Sound personal organizational skills, including excellent time management, ability to meet deadlines, prioritize tasks, and work under pressure to meet tight deadlines.
Culturally sensitive, thrives in diverse teams, and able to sensitively navigate interpersonal and inter-departmental dynamics to keep focus on common goals.
Must be willing and able to travel regularly within the region.
Adaptability, resourcefulness, pro-activity, and the commitment to work within a small, flexible team.
Experience in designing and implementing evaluations and using MEAL frameworks, data visualization tools, and results-based management systems to analyse, report, and inform program performance.
Proven experience engaging with diverse stakeholders such as local government units, donors, partners, and community actors
