CONTRACTING SUBJECT TO AVAILABILITY OF DONOR FUNDS
THE ORGANIZATION

PURPOSE
The project management role focuses on ensuring the comprehensive, effective, and high-quality management of the humanitarian response, in accordance with OCHA and CBPF guidelines. This includes guaranteeing compliance with humanitarian standards and regulations, as well as principles of protection, prevention of sexual exploitation and abuse (PSEA), and accountability to affected persons (AAP).
The role is responsible for the proper technical, financial, and programmatic implementation of the project, ensuring consistency with the 2026 Remaining Humanitarian Needs Plan and coordination with the Protection Sector of the Humanitarian Network.
DIMENSIONS OF THE ROLE
- RESPONSIBILITY FOR REPRESENTING PLAN INTERNATIONAL: Represent Plan International in the humanitarian sectors related to the project you manage. Ensure coordination with humanitarian actors, local stakeholders, and partner communities.
- PROGRAMMATIC AND BUDGETARY IMPLEMENTATION: Ensure monitoring of programmatic and budgetary implementation and submission of financial reports according to donor standards.
- RESPONSIBILITY FOR TRANSMITTING TECHNICAL AND INSTITUTIONAL KNOWLEDGE: Support the professional development of the technical team associated with the project.
- STAFF UNDER SUPERVISION: The team under supervision will be determined based on humanitarian response activities.
RESPONSIBILITIES
1. Responsible for the implementation of the project throughout the entire cycle.
Responsibilities according to the current project manual include:
Planning:
- Responsible for establishing project governance.
- Completing the DIP and ensuring it is correctly entered into the systems (SAP and PMERL)
Implementation:
- Responsible for the correct implementation of all activities.
- Approval of all expenses charged to the project budget based on the agreed delegation of authority
. - Management and monitoring of the project budget.
- Monitoring of the achievement of results and programmatic quality.
- Responsible for the timely delivery of all reports.
- Responsible for partner relations and support.
Closure.
- Responsible for transition and closure plan
- responsible for closure activities
- Evaluation and audits
- Knowledge management products.
- Final reports
- Closure in systems.
2. Capacity Building
Key actions related to responsibility:
- Develop and strengthen the management capacity of the implementing team, as well as the teams themselves.
- Facilitate continuous learning opportunities for the application of methodologies, tools, and instruments for operationalizing the actions.
3. Administrative and Financial Management (ongoing)
Key actions related to responsibility:
- Comply with administrative processes and procedures.
- Contribute to compliance with global assurance recommendations and audits carried out on the project.
4. Security Management and Organizational Risk Reduction (ongoing)
Key actions related to responsibility:
- Ensure efficient management and prevention of organizational risk in your area of intervention.
- Develop situational analyses on changes in the national emergency context and mitigation strategies.
SAFEGUARDING
Ensures that Plan International’s global safeguarding policy and PII’s policy to prevent harassment, exploitation, and sexual abuse; and Gender Equality and Inclusion are fully integrated in accordance with the policy principles and requirements, including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring that staff and partners are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with appropriate procedures.

EXPERIENCE, TECHNICAL COMPETENCIES, AND ABILITIES
Experience and prior knowledge
- Bachelor's degree in Social Sciences or related field. Postgraduate studies in related areas are desirable.
- Training and experience in humanitarian action and/or emergencies.
- Training and experience in child protection and rights is desirable.
- At least 10 years of experience in project management in related fields.
Knowledge:
- Skills in planning, organization, and managerial integration.
- Skills in changing behavior, leading, motivating, and inspiring through logical arguments.
- Skills in making autonomous decisions to achieve expected results.
Skills:
- High-level communication skills and the ability to interact with a range of stakeholders, including government representatives, representatives from United Nations agencies, CSOs within the Humanitarian Network, and community members.
- Negotiation and influence skills to achieve collective agreements that impact desired outcomes.
- Facilitation skills to guide a team through the complete proposal development cycle.
- Skills in managing and integrating diverse teams.
- Ability to find solutions to complex situations.
PHYSICAL ENVIRONMENT AND REQUIREMENTS
- Office or home office/teleworking modality according to local guidelines in the country.
- Frequent travel to the municipalities where the project is implemented. (50%)
LEVEL OF CONTACT WITH GIRLS, BOYS, ADOLESCENTS AND YOUNG PEOPLE
- Medium/high contact: frequent interaction with girls, boys and young people during work in the territory or in areas of influence
