Regional Technology Coordinators (RTCs) are responsible for helping teams develop and deploy data tools, transition from paper to electronic data collection, and improve our data flows.
RTCs are a pillar of our Measurement technical assistance at the IRC and support the alignment and success of Country, Regional and Global measurement initiatives – keeping country programs and IRC's clients at the center of our work. Positioned in the IRC regional teams and working closely with Regional Measurement Advisors and Regional Technical Unit colleagues, RTCs perform a critical role to help roll-out IRC data definitions and data tools, alongside building and growing strong MEAL technology competencies in our teams to support the delivery of MEAL technical excellence.
The Regional Technology Coordinator, Asia is responsible for delivery and technical assistance for MEAL Technology in Asia, and program leadership.
The Regional Technology Coordinator, Asia, will lead MEAL technology planning and implementation for all countries and projects in Asia region, working hand-in-hand with the Regional Measurement Advisor, Asia and Technical Unit colleagues, and overseeing the preparation for, deployment and ongoing use of data collection, management and visualization tools, most frequently applications in Power BI and CommCare.
The CRRD MEAL strategy sets an IRC wide vision to increase the scale and deepen the impact of IRC’s programming. The strategy has 5 priorities:
1. Deepen our understanding of IRC’s clients, programs, scale, and outcomes.
Driving better efficiency, effectiveness, and adaptation in our programs.
2. Promote and support increased data use to design and deliver higher quality programs
Looking at “learning” as an outcome of those processes instead of a standalone activity, making content easier to derive action from, supporting triangulation and storytelling that couples quality data with frontline tacit knowledge.
3. Expand and integrate existing data systems
Helping country programs and projects stand-up MEAL systems faster and deliver better quality program data.
4. Strengthen capacity to deliver rigorous MEAL
Diagnosing the health of our MEAL systems and the quality of our data and information flows to inform help strengthen and leverage our MEAL foundations.
5. Uptake and use of MEAL products and resources
Understanding the specific needs of teams and offering technical support and upskilling and encouraging teams to become spokespeople for successful tools, resources, systems, and data use.
This role leads Monitoring, Evaluation, Accountability and Learning technology for the Asia team - covering countries including Afghanistan, Bangladesh, Myanmar, Pakistan, and Thailand. Reporting to the Regional Measurement Advisor, Asia with additional technical support provided by the Program Technology at Scale Lead and global Measurement Unit colleagues. The role provides technical support to country level teams and MEAL Technology focal persons in close collaboration with the Regional Measurement Advisor.
1. Deployment of technologies for data collection
Leading MEAL technology readiness and needs assessments for IRC country programs. Co-designing (with country teams) and providing technical support for ongoing improvements in MEAL technology maturity.
Designing and implementing project plans for uptake of new Data Toolkits and the Program Indicator Dashboard.
Quality assuring the technical setup of new tools in country, including configuration of indicators, location and other metadata setup, data validation and role-based access management.
Working with regional and country IT, MEAL and Supply Chain teams to ensure that Country Programs have the necessary infrastructure including tablets, connectivity, etc. to support implementation of technology products.
Establish and drive common strategies and approaches across IRC country programs for system training and ongoing end-user support for IRC staff and partners.
Supporting country teams to administer technology platforms and products consistent with IRC’s data security policies.
2. Supporting data management, analysis and visualization
Using standard templates and tools, setting up Program Indicator Dashboard for visualizing MEAL data.
Establish and drive common strategies and approaches across IRC country programs for training MEAL staff on indicator databases and dashboards.
Undertaking quality assessments for current databases.
Supporting data migration and similar change processes in collaboration with the Measurement Unit IT Team or technology vendor.
3. Understanding user needs and ensuring these needs are well understood throughout the team
Leading requirements gathering and analysis for proposed MEAL technology projects at country level, and providing decision support to country leadership, MEAL teams and Measurement Unit.
Gathering user feedback on data tools during and after deployment, and integrate the feedback into product development.
Participating in requirements capturing and user acceptance testing (UAT) for new tools.
Sharing user feedback with colleagues in IT and other team feedback.
At least 5 years of professional experience, including with technology tools used in humanitarian/development work.
Experience of configuring and deploying some or all of CommCare, Kobo or other ODK-based data collection tools, Power BI, Tableau, SQL Server or Power Apps
Experience of providing technology support, including 1st line support and strategic decision support
Knowledge of standard methodologies in database design
Experience of developing and delivering on capacity building plans
Experience of delivering training
Able to work independently and efficiently in a multifaceted environment
Experience working in humanitarian development, government or other organization that focus on serving clients with technology
Experience of requirements analysis
Experience of participating in User Acceptance Testing for new IT systems
Fluent in English and a preference for someone who speaks one or more of the Asian languages, especially: Dari, Pashto, Urdu, Bangla, Burmese or Thai.
Excellent communication skills, including solid writing skills and the ability to plan for and prepare guidance and training materials.
Office based, remote work possible. Up to 40% travel to field sites in the region of operation, including in high-security environments.
