About IMPACT\ REACH
IMPACT/ REACH provides humanitarian actors with much needed analysis for use in planning and
prioritization. Evidence-based planning and programming is paramount to ensuring that the needs
of the most vulnerable are met and that humanitarian/early recovery response is tailored to the
realities facing communities. As a global leader in humanitarian research, REACH operates in
dozens of countries worldwide.
The REACH Regional Office in Jordan works across five key areas of research: 1) humanitarian
planning and prioritization, 2) displacement and assessment of camp-like settings, 3) markets and
household economy, 4) pathways to early recovery, and 5) climate hazards. REACH Regional also
provides technical support to clusters, including information management support and technical
assistance (mapping, ad hoc analysis).
Greening strategy:
IMPACT\ REACH’s greening strategy aims to tackle environmental degradation and climate change
while meeting the needs of the most vulnerable who are often those most affected by the
deepening environmental crisis. Each IMPACT\ REACH employee will adhere to these principles
through key green programming responsibilities:

IMPACT\ REACH PSEAH Policy:
Semiskilled Data Collector has the responsibility to adhere to the PSEAH Policy (Protection against Sexual
Exploitation, Abuse and Harassment). The Semiskilled Data Collector has the obligation to complete all
mandatory trainings related to the Code of Conduct and the PSEA policy and report any
safeguarding concern such as breaches of organizational policies or codes of conduct according to
IMPACT\ REACH’s procedures. The Semiskilled Data Collector carries out work duties in a way that does
not harm children, vulnerable adults or other staff or volunteers.
NUMBER OF REQUIRED CANDIDATES: 52 Whole of Syria
Purpose of Assignment:
The REACH Semiskilled Data Collector (Enumerator) – IL will support the implementation of REACH’s data collection activities in targeted areas, including key informant interviews, household-level surveys, and focus group discussions. The incumbent will be responsible for collecting high-quality, accurate, and timely data in accordance with REACH methodologies, while respecting ethical standards, security protocols, and humanitarian principles.
The Incentive Labor (IL) will be requested to provide support for the implementation of data collection activities prior to the main field task. Upon request and subject to completion of assigned work, the IL will receive a daily incentive of 20 USD, which includes 5 USD as transportation compensation as the organization does not provide any transportation means.
REPORTING AND CHAIN OF COMMAND
The Data Collector will work under the direct authority and day-to-day supervision of the Field Officer and Senior Field Officer, in coordination with the Operation Manager. The incumbent will report regularly on progress, challenges, and any issues affecting data quality or field safety.
KEY RESPONSIBILITIES:
•Conduct field-based data collection at multiple levels, including key informant interviews, household-level surveys, and focus group discussions, in the assigned areas as defined by REACH.
•Ensure the accuracy, completeness, and consistency of all collected data, including correct completion of questionnaires, logical checks, and alignment with the sampling plan.
•Maintain and operate an Android-powered device dedicated to data collection, ensuring it is charged, updated, and used in line with technical instructions and data protection protocols.
•Ensure regular access to the internet to communicate with team management, submit collected data, troubleshoot technical issues, and participate in remote briefings or checks when required.
•Provide respondents with a clear and concise introduction to the data collection exercise, explaining the purpose, duration, confidentiality, and voluntary nature of participation, and obtain written or digital informed consent before proceeding.
•Actively participate in technical training sessions, briefings, and piloting exercises on questionnaires, tools, and procedures, and apply the acquired knowledge consistently in the field.
•Adhere strictly to REACH’s security and safety regulations, including field movement protocols, incident reporting procedures, and any specific instructions issued by the Operation Manager or Field Officer.
•Follow the established field approaches, sampling methodologies, and data collection protocols (e.g., random or systematic sampling), and ensure sampling frames and coverage are respected as planned.
•Provide timely feedback to REACH technical staff on any data quality concerns, inconsistencies, or flagged issues, and support follow-up or visits as requested.
MANDATORY REQUIREMENTS
•Education: At least a complete high school.
•Language: Basic in English (reading and writing) sufficient to understand tools, instructions, and reports.
•Experience: Minimum of six (6) months of relevant field work experience with an NGO or humanitarian/development organization, including data collection activities.
•Technical Skills: Demonstrated experience using KoboToolbox or similar Android-based data collection applications (e.g., ODK, SurveyCTO).
•Location: Must be a current resident of the designated governorate/sub-district where REACH operations are implemented.
•Mobility: Confirmed ability and willingness to travel within the assigned governorate, including remote or hard-to-reach areas, in line with security and program requirements.
PREFERRED QUALIFICATIONS (ASSETS)
•Previous training or experience in fieldwork, data collection, or community-based assessments (e.g., needs assessments, rapid surveys, monitoring).
•Completion of a college or first university degree (any discipline) is considered an added advantage.
•Ability to work effectively in a team, including under pressure or in challenging field conditions.
•Strong interpersonal, communication, and listening skills, with the capacity to interact respectfully and sensitively with diverse respondents and community actors.
