Description
A. Organization Introduction:
ADPC is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity building center, ADPC has grown and expanded its role to be for scientific, educational, developmental and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC develops and implements cross-sectoral projects/programs on the strategic themes of risk governance, urban resilience, climate resilience, health risk management, preparedness for response and resilient recovery. Our strategic themes are complemented and underpinned by the cross-cutting themes of gender and diversity, regional and transboundary cooperation as well as poverty and livelihoods.
Through its work, ADPC supports the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, the Sustainable Development Goals (SDGs), the New Urban Agenda, the United Nations Framework Convention on Climate Change, the agenda defined at the World Humanitarian Summit in 2016, and other relevant international frameworks.

B. Department Introduction
The Risk Analytics and Climate Services Department is a multi-disciplinary team of experts committed to providing innovative, science-based solutions for actions to adapt to climate change and mitigate the impacts of disasters. The innovations include uses of geospatial technology, satellite data, numerical models, cloud computing, and artificial intelligence for assessing vulnerability and risk, generating climate data, developing early warning systems, forecasting possible climate impact, and informing anticipatory actions. These lead to risk-informed developments in the sectors such as agriculture, transportation, water resources, energy, communications and health.
The department also applies advanced geoinformatics and climate analytics to address water and food security issues by assessing water availability and water-use efficiency, groundwater monitoring, assessing drought risks, and optimizing agricultural productivity, hence ensuring sustainable water and food systems in vulnerable regions. The department promotes Nature-Based Solutions by leveraging ecosystem services such as wetland restoration, agroforestry, and green-gray infrastructure to reduce disaster risks and build climate resilience. Lastly, the department produces risk analytics and integrates them into urban plans and engineering designs of critical infrastructures, hence improving their resilience to disasters and climate change. With a commitment to science-based approach, the department envisions empowering stakeholders to reduce risks, adapt to climate change, and build more resilient communities and ecosystems.
SERVIR Global Collaborative (SGC) is a global partnership dedicated to strengthening humanity’s resilience through the use of Earth observation information and related technologies and innovations. Working with six regional hubs around the world, together with organizational support from the Spatial Informatics Group – National Assets Laboratory (SIG-NAL), SGC builds shared, scalable systems grounded in local expertise. Fund for Science and Technology (FFST) has awarded a grant to the SGC to accelerate the use of Earth observation, geospatial science, and emerging artificial intelligence technologies that support data-driven decision-making and action for strengthened climate resilience and sustainable development worldwide. Under the SGC initiative, ADPC hosts the East Asia and the Pacific hub working at the intersection of climate science, geospatial technology, and decision-making. Through SGC, we collaborate with a global network of partners to develop tools and platforms that support climate adaptation and risk management, food security, and land cover monitoring.
C. Statement of Intent
ADPC is seeking an experienced Software Product Manager to lead the development of a SGC Global Risk platform, with a focus on shaping early product direction in collaboration with regional and global partners. As the platform evolves, priorities and focus areas may adapt over time.
D. Expected Outputs:
The consultant is expected to deliver the following outputs:
Monthly progress reports, highlighting key activities taken and challenges faced
Other project-level reports and meeting notes as requested by the supervisor.
E. Responsibilities and Tasks:
The consultant will undertake the following technical tasks:
Develop and own detailed platform requirement documents (PRDs) to monitor and track progress across platform activities for SGC.
In collaboration with relevant stakeholders, assist in the definition of platform scope, objectives, and priorities including the identification of user groups, use cases, and success metrics.
Drive platform strategy from concept to execution
Ensure the technical feasibility of platform development.
Coordinate across regional and global teams to support platform design and delivery.
Manage changes to scope, schedule, and costs using appropriate methods and verification techniques
Serve as the link between developer teams, designers, hub scientists, and leadership.
Within the SGC network, coordinate internal teams and external partners for effective execution
Measure product performance using appropriate tools and techniques
Manage relationships with stakeholders across institutions
Ensure that deliverables are completed on time, within scope, and within budget
Collaborate closely with the other team members
F. Working Principles:
The consultant will report to the Program Manager, Risk Knowledge & Geoinformatics.
The consultant will work closely with other specialists of ADPC and external partners as informed by the supervisor.
Regular coordination meetings (online or in-person) will be held regularly.
G. Qualifications:
The consultant is expected to possess the following qualifications.
Required:
Master’s degree in computer science, data science, computer engineering, software engineering, information technology/information systems, human-computer design, or a relevant field of study
At least 5 years of experience managing the development of complex software products or platforms
Experience scoping and delivering web applications with complex data systems and visualization tools
Proficiency in collaborative project framework implementation using GitHub
Experience working with distributed or cross-institutional teams
Excellent organizational and communication skills
Proven passion for applying science to support a more sustainable world
Nice to have:
PMP, ScrumMaster, or similar certification
Experience on open-source geospatial programming skills such as Python or R
Experience in environmental, geospatial, or climate-focused organizations
Experience with scientific decision-support tools and web mapping products
H. Duty Station: ADPC Head office, Bangkok, Thailand
I. Duration: The contract will be for a period of 10 months between July 2026 – May 2027.
J. Itinerary: Any official travel required during the contract period must be approved in advance by the supervisor. Approved travel expenses will be covered by ADPC in accordance with its travel policy and will be reimbursed separately from the consultant’s remuneration.
K. Condition of payment:
The consultancy shall be time-based, with payments made upon an approval of the monthly timesheets. Saturdays, Sundays, and ADPC holidays will not be counted as work days. The consultant is expected to work full-time or as close to full-time as possible.
Payments will be transferred to the consultant’s designated bank account. No additional compensation shall be provided unless prior written approval for supplementary expenses is obtained from the designated authority. The consultant shall bear any applicable bank charges. All payments are inclusive of income tax and VAT, for which the consultant is solely responsible for declaration and settlement in accordance with relevant tax regulations.
