Background
The International Development Company, a Research & Development firm headquartered in Canada, is seeking several experts for a project in Haiti.
Mission objectives
The mission consists of conducting a rigorous impact assessment of the Home-Grown School Meals (HGSM) model in Haiti, with and without complementary activities, in order to measure its effects on children, households, communities and the education system, as well as its cost-effectiveness.
The specific objectives of the mission are:
1. Evaluate the impact of the HGSM model, with and without complementary activities, on:
children's diet, health, nutrition, cognition and learning outcomes;
the results at the level of parents/guardians and households;
the quality, quantity, regularity and safety of the school meal service.
2. Evaluate the cost and cost-effectiveness of the HGSM model compared to the traditional model.
3. Produce evidence to guide the Government, the MENFP, the WFP and the IDB in planning a possible national extension of the HGSM model.
Description of tasks and deliverables
The requested services include the following activities
Development and design:
Develop a detailed impact assessment protocol (c-RCT) in coordination with the IDB, the MENFP and the WFP.
Define the data collection tools for children, parents, schools and communities.
Develop a sampling and randomization plan.
Implementation:
Conduct baseline, mid-term and final surveys with the selected schools.
Provide training for investigators and field supervision.
Set up a data monitoring dashboard.
Analysis and reports:
Produce impact analyses including disaggregations by sex, age and socioeconomic status.
Produce cost and cost-effectiveness analyses.
Provide a final report including strategic recommendations and economic modeling for potential scaling up.
Qualifications and skills
Bac+5 degree or equivalent in the field of statistics, applied mathematics or data science;
Professional experience, justified by contracts, of at least ten (10) years in the field of impact assessments of food, education, health or nutrition projects;
Having been involved in at least two (02) similar study projects ;
Having extensive expertise in data collection
Experience in Haiti or similar region
