Description
The Danish Refugee Council (DRC) is one of the world's leading humanitarian NGOs, working in more than 40 countries to provide appropriate, rights-based assistance to refugees, asylum seekers, internally displaced persons, returnees, and migrants. DRC has been present in Colombia since 2011, but in 2018 it expanded its operations in response to the Venezuelan crisis. Currently, DRC Colombia is implementing a protection-focused humanitarian response for Venezuelan refugees and migrants, as well as returning Colombians. It is currently expanding its activities to include Colombian cities such as Riohacha, Nariño, and Norte de Santander.
GENERAL JOB DESCRIPTION:
The Program Manager is responsible for overseeing the implementation and quality of DRC's multi-sectoral response program (Monetary Transfers, Economic Recovery and Basic Needs) at the grassroots level, within the framework of the projects under their responsibility, ensuring the timely and effective delivery of humanitarian assistance and economic recovery services and attention to basic needs, in line with DRC procedures, humanitarian standards and donor requirements.
Under the direction of the Area Manager and with guidance from the Technical Management teams at the country office, the Program Manager will lead the implementation of the program through direct supervision of the DRC program team, coordination with the support team at the Nariño department's local offices, and operational support to the program's local partner in their area. They will be responsible for ensuring that DRC's activities within the program framework are carried out efficiently, within established timeframes, and in accordance with operational priorities.
Responsibilities:
Project implementation and quality management
Lead the implementation of the program at the grassroots level, ensuring that all activities are carried out in accordance with the work plans, budget, and goals defined for the program.
With the support of the Technical Management of the country office, ensure the timely and quality delivery of multisectoral assistance, guaranteeing the proper coordination between the components of cash transfers, economic recovery and assistance in basic needs (SAN, WASH).
Regularly monitor the progress of implementation with the base program team, identifying, alerting and managing delays or deviations from the work plan in a timely manner.
In coordination with the Technical Management of the country office, ensure the correct application of sectoral technical guidelines, SOPs, operational guides and programmatic tools, ensuring quality and compliance in all phases of implementation.
Ensure the correct monitoring and updating of PCM tools at the base level, including the development and updating of work plans and the purchasing plan.
Verify the technical quality of the activities implemented on the ground by both the DRC team and local partners in their area, through periodic accompaniment of emergency responses, regular responses, review of humanitarian assistance delivery processes, and monitoring of the application of emergency activation criteria, and the registration and validation of beneficiaries.
Support and conduct continuous analysis of the operational context and needs of the target population in the intervention area, contributing to the adaptation of the implementation based on changes in access, security or emergency dynamics, both from the DRC team and local partners.
Ensure the monitoring of cash transfer activities, economic recovery and basic needs in the area, the consolidation and analysis of findings and the timely delivery of quality reports, in coordination with team leaders and MERA-UGI.
Ensure that the program's implementation is carried out in accordance with humanitarian principles and quality standards, incorporating an age, gender, and diversity approach.
Budget management and program compliance
Together with Economic Recovery and Basic Needs Assistance team leaders, manage the budget items for program activities, ensuring effective and efficient use of resources, including financial, human and all assets.
Perform periodic monitoring of the budget execution of the projects under your responsibility, in coordination with the Area Manager and the Support teams, promptly identifying deviations, risks of under-execution or over-execution and proposing the necessary corrective measures.
Ensure the monitoring of contractual commitments for projects, including indicators, goals, schedules, deliverables and donor requirements, promptly alerting the Area Manager about risks that may affect their fulfillment.
Keep the implementation plans for assigned projects up to date, defining responsibilities and deadlines, following up on agreed corrective actions and communicating their progress to the Area Manager and the Technical Management.
Monitoring, Evaluation and Reporting
Ensure regular monitoring of program progress at the grassroots level, verifying compliance with corresponding goals and indicators.
Ensure the correct implementation of the program's information flow, guaranteeing that all defined processes and steps of the data collection tools are completed fully and promptly by the DRC team at the base.
With the support of the MERA-UGI Manager and their team, oversee the quality, consistency, and accuracy of the information recorded in the program's systems. Provide regular training to the team under your supervision on the use of these systems and ensure the validation of records and supporting documentation, the tracking of inconsistencies, and the timely correction of errors to generate accurate and timely reports.
Monitor the emergency response dashboard and the programmatic information systems of the projects under your responsibility, identifying and reporting inconsistencies and following up on their correction, in coordination with MERA-UGI.
Ensure the consolidation and timely delivery of programmatic reports regarding the implementation of the program, guaranteeing accuracy and consistency of information within them.
Team and people management
Managing the staff under your supervision (development, staff planning, and performance). This includes recruitment and dismissal, goal setting, probationary periods, performance evaluation, staff development, and performance management, including addressing underperformance, etc.
Together with the Economic Recovery and Basic Needs Assistance team leaders, monitor changes in the context and the different impacts on communities in the municipalities of Nariño; in order to determine the most appropriate type of assistance.
Promote care strategies, directed at the team under your responsibility, in accordance with DRC policies and the opportunities of the area, within the framework of the project.
Ensure general compliance with DRC's policies (including the Code of Conduct), procedures, guidelines, systems, and standard practices.
To exercise leadership in the supervision of programmatic activities, and to ensure their timely and efficient execution.
Coordination and representation
Participate in the consortium's governance spaces as appropriate to the operational level.
Participate in grassroots coordination spaces, such as ELC, technical committees, among others, and systematically share the findings of the area protection monitoring.
Ensure the implementation of the guidelines defined in the operational and technical committees of the consortium, guaranteeing their contextualization to the operation on the ground.
Facilitate communication and information flow between grassroots teams and consortium coordination levels.
Ensure effective coordination at the territorial level between the consortium's local partners and the DRC program team at the base, facilitating joint planning and implementation of responses.
Maintain regular coordination with local authorities, relevant public entities in emergency response, and with humanitarian actors present in the territory, promoting complementarity and avoiding duplication in the response.
Experience Requirements:
Professional degree in social sciences, development and international cooperation, international relations, economics or related areas.
Master's degree in related areas preferred.
Occupational Safety and Health

Actively participate in the development of action plans within your area of responsibility in Occupational Safety and Health.
Properly utilize the resources provided by the company in conjunction with the ARL for training and education in occupational safety and health.
Use properly the equipment, tools and personal protective equipment provided by the company.
To truthfully report the state of health before, during and after the execution of the tasks for which you were hired.
Actively participate in the identification of unsafe actions or conditions in the workplace.
EXPERIENCE AND TECHNICAL SKILLS:
Minimum five years of experience in project/program management in humanitarian or development contexts.
Minimum three years of experience in team management.
Proven experience in the implementation of emergency response programs/projects
Experience in multi-sector programs, including knowledge in at least one of the following sectors: cash transfers, food security, WASH and/or economic recovery.
Experience in programmatic planning, project cycle management (PCM), and use of project planning, monitoring, and reporting tools
Experience working in complex and dynamic environments, and in the implementation of projects in hard-to-reach areas.
Desirable:
Desirable experience in coordinating with local partners, including technical support and implementation assistance
Requirements in terms of academic training and technical knowledge:
Professional degree in social sciences, development and international cooperation, international relations, economics or related areas.
Master's degree in related fields preferred
Languages:
