About the Asian Disaster Preparedness Center
The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific.

Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences, envisioning safer communities and sustainable development through disaster risk reduction. It is an autonomous international organization governed by the Board of Trustees. It supports sustainable solutions for disaster risk reduction across a broad range of specialist areas, with a wide range of professional expertise from atmospheric scientists to social scientists, and experience from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) to be effectively implemented. ADPC’s Strategy 2030 guides the organization in providing comprehensive risk-reduction support to countries and communities in Asia and the Pacific, with various programs implemented under 15 strategic themes by three departments: Preparedness and Climate Actions, Risk Analytics and Climate Services, and Risk Governance and Financing. In addition to these, ADPC also works on three cross-cutting themes: Gender and Diversity, Innovation, and Regional and Transboundary Cooperation through permanent working committees. These activities are supported by proactive individual departments of Finance, Human Resources and Administration. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation. Department Introduction
The Preparedness and Climate Actions (PCA) Department of ADPC focuses on enhancing the preparedness and climate actions capacities of governments, response organizations, volunteers, non- governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities on anticipatory actions and resilient recovery efforts. The department works with the above-stated local actors to ensure that the regional, national, sub-national, and local disaster preparedness, anticipatory action, response, and resilience recovery frameworks and implementation plans are in place well before disaster strikes in promoting locally led DRR interventions.

Project Background:
Institutional Strengthening through Preparedness and Inclusive Response in India (INSPIRE) Program seeks to enhance disaster preparedness and climate action in India and the Bay of Bengal region by strengthening institutional systems at national, state, and local levels. Being implemented from October 2024 to September 2027, the program is implemented by the Asian Disaster Preparedness Center (ADPC) under the leadership of the National Disaster Management Authority (NDMA), in partnership with the National Disaster Response Force (NDRF), the Odisha State Disaster Management Authority (OSDMA), the Gujarat Institute of Disaster Management (GIDM), and the Kerala State Disaster Management Authority (KSDMA), along with the Kerala Institute of Local Administration (KILA). Under the INSPIRE Program, ADPC provides technical assistance to NDMA, NDRF, and the selected state governments to strengthen their ‘competency centres’ in disaster and climate resilience. The program aims to advance risk-informed planning for preparedness, response, and recovery; strengthen local government capabilities; promote nature-based solutions for disaster risk reduction; and foster regional cooperation among countries in the Bay of Bengal region.

Purpose of the Consultancy
ADPC seeks a Technical Expert- Recovery and Mitigation to provide Technical Assistance to support the implementation, institutionalization and sustainability of the INSPIRE Program. The Technical Expert - Recovery and Mitigation will work, on behalf of ADPC with NDMA, SDMAs and other program partners to design, develop, and implement agreed activities towards the achievement of Program Outcomes.
The consultant will work directly with the INSPIRE team at ADPC Headquarters and program stakeholders to facilitate the implementation of the preparedness for response and recovery, and nature-based solutions work streams through:
• Technical advice to NDMA, SDMAs, and other partners for the design and delivery of program outputs related to post-disaster Recovery & Reconstruction and nature-based solutions workstreams.
• Development of a sustainability model for mainstreaming of post-disaster Recovery & Reconstruction and nature-based solutions.
Delivery of training and capacity building activities planned under these workstreams. Support with monitoring and evaluation in relation to these workstreams.
The position is open for Indian Nationals only to be based in New Delhi, India.

Duties and Responsibilities
The Consultant will be responsible for carrying out the following duties :
1. Post Disaster Needs Assessments
• Standardize sector specific data collection templates and tools for PDNAs
• Coordinate the creation of a digital platform for PDNAs
2. Post Disaster Recovery and Reconstruction
• Develop a framework for Post Disaster Recovery and Reconstruction based on PDNAs
• Coordinate the establishment of the Centre for Post Disaster Housing Recovery and Reconstruction
3. Nature-Based Solutions (NBS)
• Guidelines for implementation of NBS under NDMF
• Framework for leveraging NBS with sustainable livelihoods
• MEL framework for NBS
4. Loss and Damage in the context of disasters and climate change
Develop a methodological framework for the assessment of loss of productive livelihoods in the context of the loss and damage framework
5. Reporting and Coordination
The Consultant shall report to the designated Program Manager at ADPC Head Quarters and work in close collaboration with other members of the program team in collaboration with the assigned focal points at NDMA and relevant SDMA. The Consultant may also report to the designated officials at NDMA in relation to the assigned INSPIRE program outputs.

Conditions of payment
The Consultant will be paid on a monthly basis upon submission of monthly time sheets reporting progress on the above deliverables. This is a full time position. The consultant may not take up any other assignments during the contract period and be available full time for the delivery of INSPIRE Program outputs as per the desired quality and timelines with the guidance fo the comptenet authority.
