Organisation Background
Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,500 NGOs operating in 24 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice.
INSO Ukraine
INSO has been active in Ukraine since 2015, and its operations expanded significantly following the full-scale Russian invasion in February 2022. With offices in Kyiv, Dnipro, Kharkiv and Odesa, INSO currently supports more than 400 NGOs, including 121 national organisations, the International Committee of the Red Cross (ICRC), various donors, and UN agencies. Approximately 20,000 NGO staff are employed by these organisations and benefit directly or indirectly from INSO services, with 93% being national staff. As of June 2025, INSO Ukraine is the INSO country office with the highest percentage of local partners subscribed to the INSO Partners Portal and receiving services. As part of INSO Ukraine, you will play a key role in developing impactful services for humanitarian safety and helping aid reach people in need.
Job Summary
As Training Manager, you will oversee the delivery, coordination, and quality assurance of INSO’s Dnipro-based training team, ensuring compliance with established training packages, standards, and methodologies.
Based in Dnipro and reporting to the Head of Training, this role includes regular travel across Ukraine. You will lead the growth of the Dnipro mobile training team, representing around 50% of national training capacity alongside the Kyiv team. Key responsibilities include recruiting, managing, and developing staff, as well as establishing clear internal processes and procedures to ensure consistency and efficiency.
You will organise, deliver, and evaluate training programmes for national and international NGOs covering organisational safety, first aid, crisis management, personal risk mitigation, and humanitarian access. You will ensure all delivery aligns with INSO standards, while working closely with the Head of Training and Kyiv team to contextualise and refine course materials, and provide input to country training priorities for the East and South-East.
You will oversee daily training planning and implementation, monitor outcomes, gather feedback, and support continuous improvement.
The ideal candidate is fluent in English and Ukrainian, with experience in the humanitarian, adult learning, or safety and security sectors, and strong team leadership and project management skills.
Major Responsibilities
Implement Training Program
Conduct a comprehensive training needs assessment to identify current and emerging training requirements.
Analyse findings to develop strategic recommendations that refine and enhance INSO training programs, ensuring alignment with the evolving operational context and the dynamic needs of partner organisations.
Prioritise adaptability, relevance, and best practices to strengthen organisational safety, crisis management, and humanitarian access capabilities.
Plan and organise training sessions.
Communicate with INSO partners about training and listen to their needs.
Contextualise and facilitate courses on safety and security management, personal safety, humanitarian principles and practices, access, and negotiations.
Review and improve training materials as necessary.
Design and incorporate monitoring and evaluation tools.
Contribute to MEAL and donor reporting.
Lead the Training Team
Manage (and recruit!) the training team.
Coordinate with INSO support teams
Collaborate with the Deputy Director and Safety Advisory teams on cross-functional activities
Seek advice and give support to other INSO training teams
Help manage the public perceptions of INSO’s work to establish and maintain recognition of its mandate for independence, impartiality, and neutrality.
Comply with INSO service delivery standards and procedures.
Mandatory Requirements
3+ years of relevant work experience in the humanitarian, adult-learning, or civilian safety and security sector
3+ years of relevant work experience managing a team and project management
Recognised Training and Assessment qualifications
Fluency in English (written and spoken).
Understanding of NGO safety and security management, personal safety, humanitarian principles, practices, access, and negotiations
Operational experience in conflict-affected environments
Well-developed networking and organisational skills.
Desirable
Ukrainian language skills are a significant bonus
Experience of the Ukrainian context
Experience developing or delivering courses focusing on NGO safety and security management, personal safety, humanitarian access, and negotiations
Experience in public speaking.
Certified First Aid trainer, or experience with traumatic injury management at any level
Experience implementing technical solutions in training settings
Valid driving licence.

Terms & Conditions:
12-month renewable contract, based in Dnipro, Ukraine, with frequent in-country travel, €5,000 per month salary, 4 calendar days of annual leave per month, €1,200 housing allowance, global medical coverage (excluding the USA) and AD&D insurance. Please be aware that the selection of a national candidate will be subject to the local salary and benefits scheme.
