Description
Background of the Operation
CESVI is a secular and independent association founded in Italy in 1985 that works for global solidarity and the ideal of social justice through humanitarian development projects. Its very name, CESVI, Cooperazione e Sviluppo (Cooperation and Development), expresses its philosophy of action, based on empowering its beneficiaries to take ownership of their own progress, so that international aid is not merely a temporary act of charity, but rather fosters genuine sustainable development for the most vulnerable populations.
Since 2019, Cesvi has been working in Venezuela on initiatives focused on protecting children, adolescents, and women in highly vulnerable situations, including survivors of abuse and sexual exploitation. Starting in 2021, Cesvi began implementing projects funded by the Humanitarian Fund within the country in various communities.
During 2022, Cesvi implemented projects of: “Multisectoral humanitarian assistance to address the urgent needs of the most vulnerable people in Venezuela” which aims to strengthen the availability of protection services, primary health care and humanitarian assistance to the most vulnerable people and communities affected by the crisis.
Main responsibilities
Conduct regular field visits to supervise and support the implementation of emergency water, sanitation and hygiene (WASH) activities, ensuring compliance with CESVI technical standards, project objectives and donor requirements.
Support rapid and detailed technical assessments of water supply, sanitation, drainage and hygiene needs in earthquake-affected communities, identifying priority interventions and technical solutions.
Supervise the rehabilitation and construction works carried out by contractors and community groups, ensuring the quality of the work, compliance with technical specifications, safety standards and execution schedules.
Collaborate in the preparation and review of technical designs, plans, lists of quantities, technical specifications and cost estimates for the rehabilitation and construction of water, sanitation and hygiene (WASH) infrastructure.
Supervise the performance of contractors, verify completed works, certify progress, and promptly identify and report implementation problems, proposing corrective measures when necessary.
Working closely with affected communities throughout the project cycle, facilitating their participation in the planning, implementation, operation and maintenance of WASH facilities.
Support the implementation and technical supervision of community activities, including work-for-money (CfW) interventions for debris removal, drainage rehabilitation, cleanup campaigns, minor rehabilitation works and environmental sanitation activities, ensuring compliance with CESVI procedures.
Coordinate with logistics and procurement teams to ensure timely availability, proper use, and quality control of construction materials, equipment, and water, sanitation, and hygiene (WASH) supplies.
Monitor the progress of activities with respect to work plans and contribute to the timely collection of technical data, site documentation, photographs and monitoring evidence.
Prepare regular technical updates, field reports and site monitoring reports, and contribute to donor reporting requirements by documenting progress, achievements, limitations and lessons learned.
Coordinate with local authorities, community leaders, contractors and other humanitarian actors operating in the intervention areas to ensure the effective implementation and complementarity of water, sanitation and hygiene (WASH) activities.
Promote a safe, inclusive and responsible implementation of WASH activities, ensuring that interventions consider the needs of women, children, older persons and persons with disabilities.
Perform any other duties assigned by the WASH Officer or Project Manager that are relevant to the successful implementation of the emergency response.
Required profile
Bachelor's degree in Civil, Environmental, Hydraulic or Sanitary Engineering (preferably) or related technical field.
Minimum 2 years of professional experience in the implementation of water, sanitation and hygiene (WASH) infrastructure.
Experience supervising contractors and rehabilitation/construction works.
Experience in emergency response or humanitarian aid will be valued.
Experience working with communities and cash-for-work programs will be valued.
Knowledge of the Sphere Standards and WASH humanitarian principles will be valued.
Good communication and reporting skills.
Fluency in Spanish (essential); English will be valued.
Availability to perform frequent field missions
