Context
The Norwegian Refugee Council (NRC) is an international non-governmental organization of Norwegian origin, present in more than 25 countries worldwide. It has been working in the Democratic Republic of Congo since 2001. Its programs focus on the sectors of Education, Emergency, Protection and Humanitarian Mediation, Shelter, Water, Sanitation and Hygiene (WASH), and Information, Counseling, and Legal Assistance (ICLA) for displaced populations.
Ituri is a province in the east of the Democratic Republic of Congo. It is further north and shares borders with Uganda and South Sudan.
The security situation is one of the most critical in the country. Around fifteen armed groups are still operational in the province. These include local armed groups (CODECO, Zaire, FPIC, FRPI, Mai-Mai, etc.) and an international group, the ADF, known to originate from neighboring Uganda.
The NRC Area Office in Ituri comprises about sixty staff members. The projects implemented address issues in the sectors of: Education, Rapid Response to Population Movements (RRMP), Protection against violence, Shelter, Water, Sanitation and Hygiene (WASH), and Information, Counseling, and Legal Assistance (ICLA).
What we are looking for:
The WASH Project Manager is responsible for implementing several ambitious projects in a complex and dynamic region. They must be able to learn from past experiences and establish best practices to contribute to program development, integrating considerations of Integrated Programming, Safe and Inclusive Programming, and environmental sensitivities, among others. They will manage the Ituri WASH team.
What you will do:
Promote the rights of people affected by displacement in accordance with the advocacy strategy.
Conduct monthly reviews on project progress, including progress against objectives, indicators, activities and budget compared to realities, and report to the area and sector manager on project progress.
Work closely with the Monitoring, Evidence and Learning (MEL) team to support the ongoing monitoring of project implementation, quality, measurement of all indicators, and ensure that accountability mechanisms (NRC complaints and feedback mechanism) are in place, regularly assessed, known and effectively used by beneficiaries.
Design, plan and manage WASH needs assessments as well as baseline and endline studies, mid-term and final evaluations and actively contribute to project monitoring and evaluation, including indicator monitoring, in close collaboration with program teams, the MEL department and the WASH specialist.
Ensure the timely preparation and delivery of detailed project implementation, procurement and budget expenditure plans while ensuring that unmet objectives are identified and mitigated in a timely manner.
Contribute to the analysis of the situation, the identification of needs and actively participate in the development of a strategy in line with NRC's global ambitions.
Ensure the implementation of sustainable systems guaranteeing the long-term operation and maintenance of water, sanitation and hygiene infrastructure, including through the training of relevant stakeholders.
Promote synergies between the WASH, Shelter, Education, ICLA, Rapid Response and other potential NRC areas, in order to foster an integrated and coherent approach.
Ensure the coordination of WASH activities with the actions of other organizations.
Professional skills:
Minimum 5 years of professional experience in a similar position.
Previous professional experience in complex and unstable environments.
5 years of university studies in Hydraulic Engineering, Rural Engineering, Civil Engineering or any other relevant field and/or a minimum of 7 years of experience in similar positions if the level of education is lower.
Excellent command of French.
Good command of English is desirable.
Proficiency in using technical drawing software (such as AutoCAD, ArchiCAD, Revit Architecture, SketchUp, etc.), hydraulic and structural calculation software (such as Epanet, WaterGEMS, Robot SA, Revit Structure, etc.). Knowledge of GIS (QGIS, ArcGIS, or other) is an asset.
Specific Professional Skills
Good knowledge of the context of Eastern DRC
Ability to work closely with field and cross-sectoral teams.
Excellent communication, representation, flexibility and negotiation skills.
Experience in project launch (start-up)
Experience in the implementation and management of WASH projects
Technical skills in design (sizing and calculations for civil/rural engineering, hydraulics) and in the development of specifications and descriptive work notes
Experience in implementing cash transfers
Good ability to write reports and project proposals
Knowledge and ability to integrate cross-cutting themes including gender, cross-cutting protection, accountability, and the environment. Proficiency in office software, with the ability to design and present clear and professional materials.
Minimum 3 years experience in team management. Excellent writing and communication skills in French and Swahili.
Ability to work closely with other field staff and across different sectors in a multicultural context.
