Position Title: Afghanistan Coordinator
Project: R2R – Afghanistan Pilot
Location: Based in Kabul, Afghanistan with flexibility for remote work.
Duration: This is a full-time role for 11 months.
Start Date: 15 September 2025
Fee Range: EUR 1,600 - 1,900 / month, based on experience

About The Project

The Reluctance to Readiness (R2R) Project is an 11-month pilot project focused on supporting Afghans as they prepare for and adapt to life after return. The project combines counselling, skills support, and tailored assistance to help people make well-informed decisions and build sustainable futures in Afghanistan. It offers both in-person and digital services, delivered by an Afghan-majority team, and includes ongoing follow-up through the Livelihoods Hub. By focusing on practical tools, social networks, and long-term wellbeing, R2R aims to improve return and reintegration outcomes and generate lessons for future programming.

Who You Are

You are a committed and experienced professional with deep knowledge of Afghanistan’s context and the challenges faced by returnees and vulnerable communities. You thrive in complex environments and are comfortable making decisions in situations that require flexibility, cultural sensitivity, and sound judgment. You bring at least five years of experience leading or implementing projects in Afghanistan, ideally within the fields of livelihoods, counselling, or reintegration, a strong record of managing multidisciplinary teams to deliver results, and enjoy building and nurturing relationships with diverse actors.

You are an excellent communicator who can confidently engage with different stakeholders, including community members, referral organisations, service providers, and government actors, while maintaining a professional and solutions-focused approach. You understand how to balance the practical needs of day-to-day coordination with the strategic demands of reporting, monitoring, and contributing to donor engagement.

You are fluent in Dari and Pashto, proficient in English, and comfortable using digital tools to manage information, track progress, and stay connected with an international team. You are organised, proactive, and detail-oriented, with the ability to uphold high standards of safeguarding, accountability, and ethical practice. Above all, you are motivated by the opportunity to support Afghans in building more stable and fulfilling futures, and you approach your work with empathy, resilience, and a commitment to Seefar’s values.

This is a full time position (5 days per week) with flexible working hours. The contract duration is 11 months, with an estimated start date on 15 September.

An Excellent Candidate

To excel in this role, you will have the following experience and capacities:

  1. Based in Kabul

  2. Undergraduate degree in social sciences, management or a related field.

  3. At least 5 years of experience implementing projects in Afghanistan.

  4. Strong coordination and leadership experience in Afghanistan, ideally with a focus on livelihoods, counselling, or community-based programmes.

  5. Proven ability to lead and coordinate multidisciplinary teams, including counsellors, trainers, and community workers remotely, and to engage effectively with local and international partners.

  6. Understanding and interest in migration, return, and reintegration programming in the country and/or region, with an appetite for innovative approaches to support returnees.

  7. Familiarity with monitoring and evaluation systems and best practices, and capacity to apply SOPs during implementation.

  8. Excellent computer literacy with reliable internet access; experience using Google Suite and other digital tools is an advantage.

  9. Excellent communication skills in Dari and Pashto, with a good command of English for reporting and coordination.

  10. Demonstrated ability to work effectively in sensitive and high-risk environments, with resilience, cultural awareness, and strong interpersonal skills.

Responsibilities

​ The following are the primary responsibilities of the role:

  • Coordinate delivery of R2R activities in Afghanistan, including the Livelihoods Hub, counsellors, trainers, and related support services.

  • Oversee day-to-day operations to ensure smooth implementation of counselling, training, and livelihoods support activities.

  • Ensure continuity and responsiveness to challenges in the field, including adapting implementation to context changes.

  • Manage and support the local team of counsellors and trainers, providing supervision and performance management.

  • Maintain strong partnerships with referral organisations, community actors, and service providers to ensure beneficiaries have access to appropriate and timely support.

  • Provide regular progress updates and field insights to the Project Manager and MEL team, contributing to monitoring, reporting, and adaptive management.

  • Uphold safeguarding and duty-of-care standards across all activities, ensuring the safety, dignity, and wellbeing of staff and beneficiaries.

  • Contribute to learning and improvement by sharing feedback from the field to strengthen programme design, training approaches, and reintegration support tools.

  • Represent Seefar and the R2R project in Afghanistan, acting as the primary point of contact for partners and stakeholders in-country.

  • Regularly update the Project Manager on the security situation.
