Background
The Norwegian Refugee Council (NRC) is an international non-governmental organization of Norwegian origin, present in 42 countries around the world. He has been working in Burkina Faso and Niger since 2019. Its programs are focused on the sectors of Education, Rapid Response to Population Movements (MPMR), Humanitarian Protection and Mediation, Shelters, EHA (Shelter/Wash), and Information, Advice, and Legal Assistance (ICLA) for populations forced to travel.
Present in the Sahel since 2020, the Norwegian Refugee Council (NRC) implements multisectoral integrated projects funded by various donors (ECHO, NORAD, BHA, AIDS, etc.). As part of the project "Strengthening Resilience and Integrated Support for Emergency Situations in Burkina Faso and Niger (RISE)" funded by the Sahel Regional Fund (SRF), the proposed response aims to provide integrated and multisectoral assistance to the needs of displaced persons and host communities in areas particularly affected by food insecurity and nutritional crises: the Liptako region in Burkina Faso (Dori, Gorom-Gorom, Markoye, Seytenga) and the Tillabéri region in Niger (Sirfikouara, Tangoushmane, Inates and Ayerou). Through complementary interventions covering 05 components (protection, health and nutrition, food security and livelihoods, coverage of basic needs and local capacity building), the consortium plans to reach more than 210,000 vulnerable people over a two-year period.
This project is implemented in consortium with ALIMA, CADEL, BEFEN, CRUS and SOS Médecins Burkina Faso and under the leadership of NRC. Each of these partners brings a solid operational presence, coordinated and integrated collaboration with the involvement of targeted communities, as well as recognized technical expertise. It should be noted that the consortium is based on previous collaborations and on the specific added value of each member.
In this context, NRC is recruiting a Multisectoral Consortium Manager/Project with strong experience in managing multi-sectoral projects and coordinating consortiums.
He/She will be based in Ouagadougou and will coordinate the entire consortium in Burkina Faso and Niger while ensuring the quality of the implementation of the project in Burkina Faso. More precisely, the 2nd position will be distributed 50% on the coordination of the RISE consortium implemented in Burkina Faso and Niger, and 50% on the supervision of the implementation of the project in Burkina Faso.
1. Role and responsibilities
The Consortium Manager/Multisectoral Project will be responsible for ensuring compliance with NRC and donor policies, actively contributing to the coordination and implementation of the Consortium's work plan and providing technical support to Consortium members and partners to ensure continuous learning and identify program improvement opportunities. This position will also include the creation and/or coordination of the use of management and implementation tools of the consortium, as well as the strategic, operational and financial coordination of the project "RISE - Strengthening Resilience and Integrated Support for Emergency Situations in Burkina Faso and Niger" funded by the Sahel Regional Fund (SRF).
It is a strategic position with organizational, coordination, program management and negotiation skills.
General responsibilities
Contribute to the coordination of the implementation of the Consortium's work plan in Burkina Faso and Niger (activities, budget and project documentation) in accordance with the proposal approved by the lessor;
Provide specific technical support and ensure coordination with and between the parties, partners and teams of the Consortium;
Carry out quality control and provide technical support to implementation partners
Ensure coordination and communication between the members of the Consortium through the structures and platforms put in place;
Act as a focal point for consortium members in Burkina Faso and Niger as well as for the NRC regional team and global technical teams on the RISE Consortium.
In coordination with the NRC Program leaders in Burkina Faso and Niger, represent the Consortium in relevant forums at the country level.
Coordinate the implementation of learning activities, in conjunction with the country MEAL teams and regional office
Supervise the implementation of the RISE project in Burkina Faso;
Evaluate, promote and document ideas for technical improvement and options for further development of programs;
Establish strong coordination with stakeholders in Burkina Faso and represent NRC at external meetings as needed;
Work closely with NRC's sector leaders to identify opportunities for integration/synergy of NRC services with livelihoods/infrastructures and promote integrated approaches;
Support cross-cutting interventions, including protection, gender and species- and market-oriented programs;
Specific responsibilities
50% Coordination Consortium (Burkina Faso and Niger)
Organize and co-chair (with Country Directors or Program Managers) meetings of the RISE Consortium Steering Committee, ensuring that action points, minutes and decisions are disseminated in a timely manner and duly shared between consortium partners and the NRC regional team;
Ensure the holding of operational/technical working groups in accordance with the schedule, participate in them, and disseminate action points, minutes and decisions to the management teams of the Consortium members and the regional team of the NRC.
Support the development and implementation of the Consortium's strategy in line with the evolution of needs, operational context and technical practices;
Contribute to the coordination and resolution of operational issues between partners;
Act as a focal point for the Grants Department at NRC's headquarters, which will be responsible for consolidating and finalizing reports for lenders and other deliverables ready for bidding;
Ensure compliance with NRC and lessor policies, tools, manuals and guidelines (models, tools, etc.).
50% Project (Burkina Faso)
Ensure the implementation of the RISE project on time and compliance with the budget allocated in Burkina Faso, with excellent program quality for a positive and generalized impact on project participants;
In Burkina Faso, ensure detailed planning of implementation, procurement and expenditure in accordance with NRC systems;
In Burkina Faso, work closely with the ICLA, WASH and Protection teams at the country and global level to ensure integrated and quality programming;
In Burkina Faso, make field visits and monitor progress on project objectives and budget;
In Burkina Faso, participate in the recruitment process of the Project staff and in the HR and administrative management of these teams;
In Burkina Faso, with the support of the Global Partnership Advisor, follow the implementation of the capacity building plan of the consortium's partners responsible for implementing the project's livelihoods and food security component;
Any other related task related to the position at the request of the supervisor.
2. Skills
Professional skills
Minimum 04 years of work experience at a manager or specialist level in program management in a humanitarian/upliftment context in Burkina Faso;
Previous experience in consortium management
Experience working in complex and volatile contexts;
Strong budget management skills;
Experience working with local partners
Self-knowledge and managerial maturity;
Exceptional communication skills, both written and oral in French and basic English;
Self-control and proven leadership sense;
Proven skills in multidisciplinary team management and capacity building of partners and staff;
Specific skills, knowledge and experience:
Knowledge of the Sahelian context (Burkina Faso and Niger);
Experience in starting projects and/or managing new approaches;
Experience in building team and partner capacities;
Knowledge, experience and skills in market-oriented programming are required;
Knowledge and experience in the analysis of household food security and livelihoods are required;
Experience in the establishment of professional networks, partnerships and external representation is required;
Consortium management skills: Demonstrated ability to coordinate multiple partners, manage complex relationships and shared reporting;
Sensitivity to protection, gender and inclusion.
Experience in programming livelihoods and food security strongly desired.
