The purpose of the Country Programme Coordinator is to optimize humanitarian outcomes through coordinating the design and implementation of country programs in line with Operational Framework and technical standards.
Strategic Responsibilities:
1. Ensure the alignment of projects and adherence to the Operational Framework, including technical standards and project management methodologies.
2. Oversee program development and ensure humanitarian results in line with predefined operational outcomes.
3. Coordinate with HNS departments and CO team to ensure effective collaboration and smooth execution of country program portfolio.
Operational Responsibilities:
Oversee the day-to-day implementation of Norwegian Red Cross programmes in the country, supporting the Country team in ensuring activities are carried out in accordance with the country operational strategy and project documentation.
Promote, lead, and support technical assessments and scoping missions as requested.
Contribute technically to project development including project packages and proposals as needed.
Supervise implementation monitoring and evaluation frameworks to assess programme effectiveness, provide recommendations and assistance on project improvements.
Lead and quality assure technical mid-term and endline reviews upon request and contributes to terms of reference and inception reports to final evaluations.
Contribute technically and support the preparation of tertiary and yearly Norwegian Red Cross reports as well as other relevant reports. Contribute to the preparation of yearly budgets and support country manager in management of programme budgets in accordance with the agreed-upon programme documents.
Support in providing trainings and coaching Host National Society project staff on the operationalization of established technical standards and when challenges arise.
Acquires fluency in the understanding of Norwegian Red Cross work processes and digital tools.
Responsible for the management of medical and non-medical supply and stock management in collaboration and with the close support of the Norwegian Red Cross, HNS teams and other movement partners (where appropriate).
Assure quality data collection, verification and consolidation process from all projects and ensure the accuracy of programme information to be shared via various channels (updates, reports, advocacy messages etc.).
Support to HNS for the development of documents, framework and institutional strategies related to operations in the technical field in line with international norms and standards.
Facilitate lessons learned exercises and workshops for completed projects and ensure proper documentation and dissemination of learnings within Norwegian Red Cross, HNS and other movement partners.
Represent Norwegian Red Cross in relevant technical forums to ensure proper coordination and synergy with movement partners and external actors at country level.
Contribute to emergency preparedness and response initiatives at country level
Deputize for CM when required.
Collaboration:
Technical reporting line to relevant Team Lead in Technical Unit to ensure alignment and adherence to technical guidance and standards in Operational Framework
Liaise with the Global Disaster Management Unit related to preparedness and emergencies in country as relevant.
Liaises with HNS technical project teams and key local stakeholders to ensure relevance of technical assistance provided.
Liaises with other parts of Red Cross Movement and all relevant actors within thematic cluster to strengthen cooperation and optimize efficiency and complementarity of operations.
Mission Specific Responsibilities:
The Country Programme Coordinator will be based in Port Sudan, Sudan, with frequent travels to all accessible project areas (movement is dependent on security approvals). He/she/they is responsible for managing NoRC bilateral health programmes with SRCS in Sudan,
Other mission specific responsibilities include:
Support the SRCS in maintaining a standardized package of Primary Health Care Services in alignment with Sudanese Ministry of Health standards.
Create and disseminate technical SoPs for SRCS staff at facility level, mobile health unit and community-based health volunteers.
Support NoRC data digitalization initiatives (DHIS2 and Health Services Mapping).
Coordinate and provide technical support to the development and implementation of SRCS’ health strategy with focus on health-related emergency preparedness and response (EPR) (e.g., contingency planning).
Ensure integration of Community Based Surveillance (CBS) within EPR in the targeted areas.
Ensure the establishment and mapping of referral services for complicated cases.
Provide technical support to SRCS health activities including implementation follow up, monitoring and evaluation.
Work closely with the SGBV delegate to establish quality care and referral pathways for survivors.
Work closely with the cash, climate and protection technical colleagues to develop and integrate effective related strategies and activities and ensure their continuation within the programmes.
Train, coach, and supervise Country health Officers in his/her role and responsibilities.
Develop capacity building plan for HNS and NoRC national staff.
Conduct field visits to the operation areas, assess the quality of implementation, provide feedback, and support SRCS branches in addressing their needs
Lead on proposal development in coordination with relevant staff at RO and HQ.
Represent NoRC in technical meetings and other events in Sudan and co-lead the health working group along with SRCS health department.
Conduct trainings and workshops as per the country plan and needs of SRCS.
Provide support to additional activities as requested by line manager.
Formal Competency:
University Degree in clinical discipline (e.g Medicine, Nursing or relevant field).
Master’s or postgraduate degree or training in Public Health.
Skills and Knowledge:
In-depth understanding of health technical standards and the operationalization of those standards in humanitarian projects.
Strong expertise in primary and community health, epidemic preparedness and response, including surveillance and SGBV preferred .
Proven experience in project management, including needs assessments, project design/strategy development, monitoring and evaluation, and reporting.
Expertise in building technical capacities of local organizations.
English proficiency is required and knowledge of arabic is an added advantage.
Advanced understanding of the use of innovative tools and approaches in health, is an asset.
A minimum of 5 years’ experience in health humanitarian response with at least 3 years in LMIC.
