About HiHFAD
Hand in Hand for Aid and Development (HiHFAD) is a Non-Profit, Non-Governmental, Charitable Incorporated Organization registered in the United Kingdom and in Türkiye (TR: İyilik İçin El Ele Derneği) that provides high standards in humanitarian and relief services to the most vulnerable wherever needed through local engagement and global support.
Established in 2011 by a group of British-Syrian diaspora, HiHFAD was born out of a desire to extend a helping hand to vulnerable groups and displaced families in Syria and beyond. Since then, HiHFAD remained at the forefront of humanitarian agencies, providing life-saving aid to Syrians in hard-to-reach areas. Our extensive Healthcare Program has enabled us to expand and reach even more communities and internally displaced people; providing a comprehensive, integrated multi-sectoral intervention in Health, Nutrition, WaSH (Water, Sanitation and Hygiene), Protection, Shelter, Non-Food Assistance, Food Security, Livelihoods, and Education.
HiHFAD mandate is to alleviate the suffering of those in need without any type of discrimination, protect the most vulnerable, promoting social justice and welfare, and fostering durable solutions through delivering community-based humanitarian and development interventions.
Job overview
The Field HR Officer is responsible for executing day-to-day HR operations at the project level. This includes recruitment, employee documentation, attendance, payroll input preparation, and ensuring compliance with HR and safeguarding procedures. The officer acts as the operational arm of the HR department within field projects, implementing policies and processes as instructed by the Area HR Coordinator and HQ HR.
Main Tasks & Responsibilities
1. HR Operations and Administration:
• Implement recruitment procedures for project-based positions (posting, shortlisting, interviews, and documentation) as directed by the Area HR Coordinator.
• Process employment contracts, onboarding, orientation, and exit procedures based on approved templates and workflows.
• Maintain complete and accurate HR files, attendance records, leave trackers, and contract status logs.
• Collect and verify monthly payroll inputs and timesheets and submit them to the Area HR Coordinator or HR Specialist.
2. Staff Support and Compliance:
• Ensure staff adherence to HR policies, rules, and procedures as issued by HQ.
• Support documentation and follow-up of grievances or disciplinary concerns in coordination with the Area HR Coordinator.
• Provide direct clarification to staff regarding approved HR processes and safeguarding guidelines, without modifying content or interpretation.
3. Policy Communication and Awareness:
• Deliver initial HR orientation for new hires on key policies (Code of Conduct, PSEA, GESI).
• Act as a point of contact for routine HR inquiries at the project level.
• Contributes to building awareness on gender equity, diversity, and inclusion during project-level HR activities.
4. Coordination and Field-Level Execution:
• Ensure smooth implementation of all periodic HR processes (e.g., contract renewals, end-of-service forms, leave balance reviews).
• Support the application of workforce adjustments or staffing changes approved by HQ.
• Participate in field-level HR spot checks and compliance reviews as assigned.
5. Safeguarding and PSEA Compliance:
• Ensure full understanding and consistent application of safeguarding and PSEA procedures.
• Coordinate with the Field Safeguarding Officer for reporting concerns or conducting awareness activities related to protection from sexual exploitation and abuse.
Background Knowledge & Experience
Education Level: minimum bachelor’s degree preferred in Human Resources, business administration, Information management or related fields
Work Experience: minimum two year of experience in related experience
Languages: English: B1 Arabic: C2
