This ToR describe the survey that SI is requesting for 7 different sites in 2 different Afghan provinces (5 sites in Nimroz and 2 sites in Farah).
SI committed with ECHO to implement some water infrastructures in these 2 provinces to support water access and tackle waterborne diseases risk (mainly AWD).
For similar activities done or on going in the same province, SI in some locations, faced water availability and/or quality issues. In addition, climate change affected particularly Afghanistan, and the identification of climate-resilient water is one of the objectives of this survey to ensure sustainable water access to the population.
To improve this part of the work SI seeks to test if comprehensive groundwater potential mapping (including remote sensing, geospatial analysis, GIS, Hydrogeological modeling, ….), can help and improve the implementation of such wash project.
Scope of the work
Objective
Produce detailed maps (one per site) with ranking of groundwater potential areas.
An explanatory document will be provided in addition to the maps to allow SI field team to understand and help them to use the result.
The final location of the different sites will be provided at the moment of the contract signature.
Technical requirements
Develop integrated groundwater potential maps using multi-criteria GIS analysis incorporating conventional and advanced methods, but not limited to:
Topographic analysis (Slope and elevation influences)
Geological formations (rock type and structural analysis)
Climate data (Rainfall patterns and distribution if possible, including climate change aspect already observed in the study area – less rain / specific event)
Hydrological factors (Drainage density and surface water patterns)
Land use and cover (vegetation, agriculture, …)
Satellite remote sensing data
Hydrogeological validation (Integration with existing well data information that will be provided by SI)
SI will also provide all element in its possession including 2025 Hydrogeological survey in part of the provinces targeted.
Methodology
The Contractor will need to develop its approach, with data and tool used.
In all case the methodology should:
Integrated Analytical Hierarchy Process (AHP) and/or Muti-Influencing Factor (MAF) weighting methodology
Use GIS to do layers analysis and final mapping
Generate groundwater potential map with clear differentiation of potentiality classification from very poor to hight groundwater potential class. In all case the number of classes should not be below 5.
Ensure that existing data information shared by SI (BH depth / water level / quality) are used to validate the model.
Deliverables
Inception meeting & presentation
Around 2 weeks after contract signature and the sharing by SI of all the information (hydrogeological survey / BH data base / …), the service provider will plan an inception meeting to present its methodology and specific element in relation with data shared by SI. A power point document should be developed for this inception phase process.
Draft of reports and maps
1 month maximum after the inception meeting the service provider should provide a draft version of the result. A draft document will need to be shared and a presentation plan. The presentation should be adapted for field team understanding.
SI should reply in 10 days to share all it’s remarks and comments after the provision of the draft reports.
The Final documents that need to be shared should include at minima:
A Technical Report (20-50 pages) including methodology, analysis, and recommendations
For each site a high-resolution groundwater potential maps (print and digital formats)
The GIS datasets and metadata in standard formats (open source)
Executive summary and power point presentation for non-technical stakeholders

Consultant qualifications
In the offer the following element will need to be present:
Education: Advanced degree in Hydrogeology, Geology, or related field
Experience: Minimum 5 years in groundwater mapping and GIS analysis
Technical skills: Proficiency in ArcGIS/QGIS, remote sensing, and statistical analysis
Track record: Demonstrated experience with similar projects in Central Asia and the Middle East => an example of similar survey should be shared with the financial offer (this document will be use to evaluate the offers and not taking into archive if it’s the will of the candidate).

Offers will be evaluated following bellow criteria and weight:
Price: 30%
Technical expertise (including methodology / references / capacities): 60%
Delivery time: 10% (in all case the delay to implement the full mission should not be more than 6 weeks)

All offers with a global delay more than 6 weeks will be rejected
All offers without similar references will be rejected
