Background Information - Peace and Security Cluster
The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

Established in 1997, UNMAS leads, coordinates and implements mine action under United Nations legislative mandates of both the General Assembly and the Security Council, which include explicit references to remnant IEDs. UNMAS supports the UN's vision of "a world free of the threat of landmines and unexploded ordnance, where individuals and communities live in a safe environment conducive to development, and where mine survivors are fully integrated into their societies."
UNMAS is a unit within the Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peacekeeping Operations (DPKO). UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council, or at the request of the UN Secretary-General or his designated official. When instructed by the Security Council or called upon by Member States, UNMAS deploys under humanitarian, peace and security mandates. UNMAS main headquarters is in the UN Secretariat, New York with a sub-office in Geneva. UNMAS provides direct support and assistance in the areas of explosive hazard threat mitigation to 18 countries/territories/missions, has a standby rapid response capacity and global technical advisors in the field of IEDs and Weapons and Ammunition Management. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.
Background Information - UNMAS Sudan
The UNMAS Sudan Programme is based in Port Sudan. The UNMAS Sudan Programme works closely with the Government of Sudan and international partners with an aim of reducing the impact of explosive hazards on the civilian population. Since the outbreak of the ongoing conflict in April 2023, the explosive ordnance contamination has spread extensively across the country, particularly in urban centers including the country’s capital, Khartoum, in addition to legacy contamination from the previous conflicts. UNMAS Sudan has since then launched emergency explosive ordnance risk education (EORE), expanded technical advisory capacities in support of the humanitarian community, re-activated and continues to lead the Mine Action Area of Responsibility (MAAoR), and is now preparing to resume survey and clearance operations. UNMAS also contributes to strengthening national mine action capacities by supporting the National Mine Action Center (NMAC) and providing training support to national partners.
Functional Responsibilities
Under the direct supervision of the Head of Project Unit, the ICT Specialist (Information Management Officer) will be responsible for achieving the following:
A. Team Management
Facilitate the engagement and provision of high quality results and services of the Information Management team supervised through effective work planning, performance management, coaching, and promotion of learning and development;
Support the oversight, ensuring compliance by team members with existing policies and best practices.
Ensure maintenance of the programme Mine Action activities and GIS database and archives;
Ensure all operational data are technically correct and fully distributed to implementers and partners;
Maintain standard working procedures for IT and information management to include the development of processes, guidelines and manuals;
Support the Sudan Mine Action Authorities to maintain and develop their IM capacities, procedures by identifying and assessing requirements for capacity enhancement;
Review, cleanup and migrate legacy and NG IMSMA into IMSMA Core.
Maintain capacity building of programme IM personnel and identify requirements for further capacity building;
Provide technical input to information exchange methodology;
Ensure timely and accurate support to Programme, stakeholders and implementing partners using IM assets available.
The IMO, under supervision of the Technical Support Team Lead, will have the following responsibilities:
B. Coordination
Act as the IM lead for the programme and engage with heads of sections, projects and external stakeholders to implement the organizations IM strategic needs;
Communicate and collaborate with internal and external stakeholders for assigned activities, ensuring that all stakeholders are kept abreast of activity status and that feedback is taken into account as appropriate;
Support the management and maintenance of UNMAS Sudan systems and information architecture using platforms including Google Cloud Platform, ArcGIS Enterprise, Google G-Suite, among others to facilitate sustainable information management and analytics solutions;
Contribute to the development and maintenance of technical documentation, guidance, templates and training materials;
C. Information management and reporting
Manage and maintain IMSMA systems and information architecture using platforms including Google Cloud Platform, ArcGIS Enterprise, Google G-Suite, among others to facilitate sustainable information management and analytics solutions.
Translate business requirements into functional and technical requirements, working with stakeholders to achieve consensus when needed;
Provide implementation support for assigned programmes and activities, focused on system design, planning, and delivery of the UNMAS programmes global IMS, which is based on ArcGIS Enterprise and GeoCortex, to facilitate digitized processes supporting the collection, verification, storage and analysis of data;
Conduct training and other capacity building activities for UNMAS Sudan personnel, implementing partners and relevant stakeholders on the use of information management, knowledge management and analytics tools.
D. Other
Support in maintaining and updating the country-IM strategy, in consultation with the stakeholders concerned. The strategy must include the internal management of information within UNMAS and the application of the Data Governance standards;
Support in setting standards for UNMAS data to be used throughout the country and by HQ, maintain and distribute standards to IM team and others working with operational data, including partner data;
Demonstrated ability for leadership in the context of partnership building and consensual decision making;
Support in the development, management, and implementation of data access procedures and licenses distributions;
Education and Minimum Years of Experience:
Advanced university degree (master or equivalent) with a minimum of 5 years relevant experience, OR
First level university degree (bachelor or equivalent) with a minimum of 7 years relevant experience.
Experience
Relevant experience is defined as experience in Geographic Information Management and Systems, or any other relevant field with national or international, public or corporate organizations.
A minimum of 2 years of experience in the use of Google Cloud Platforms, and PostgresSQL is required.
Language:
Fluency in English (reading, writing, speaking) is required
Fluency in another UN official language is desired
