Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. With 172-member states, a further 8 states holding observer status and offices in over 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for disaster-induced displacement situations under the 2005 IASC Humanitarian Reform.

IOM is one of the leading global actors implementing CCCM programming in emergency humanitarian responses. One of the core aspects of CCCM programming is ensuring effective referrals for life-saving, emergency aid from communities to service providers, as well as monitoring services, living conditions, population profiles and key site level information to help facilitate effective and efficient multi-sectoral responses to displacement crises.

The Zite Manager platform fulfils this function by hosting a range of critical functions that underpin humanitarian CCCM programming during emergencies. It provides the ability to implement service referrals to address emergency life-saving needs, protection risks, fraud, and other urgent community needs. It also hosts range of other functions, including site monitoring, site list management, workflow & process management, assessment functionality, as well as a range of bespoke country level processes that help make humanitarian aid more efficient, transparent, and directed at the most acute needs within a response.

Under the overall and direct supervision of the Senior CCCM Operations Coordinator, the successful candidate will support the IOM CCCM operations globally by providing operational & analysis support on Zite Manager to countries adopting it for various functions (currently 11). The position will focus on supporting on data analysis and information product production, capacity building, and operational support to countries where required. Support to country operations on IM functions outside the scope of the Zite Manager platform may also be required.

Responsibilities for Internal Candidates

  1. Provide ongoing operational support on the Zite Manager platform to all adopting country programmes.

  2. Undertake regular analysis of Community Feedback Mechanism (CFM) and other Zite Manager datasets.

  3. Develop and produce Quarterly Zite Manager CFM Analysis reports at country levels.

  4. Draft and maintain methodological guidance documents (e.g. CFM method notes, analysis guidance).

  5. Lead revisions of report templates and ensure InDesign formatting and language editing.

  6. Publish and disseminate finalized reports to CCCM stakeholders at a global level

  7. Conduct operational health checks on country data quality and usage, and review findings with country offices.

  8. Liaise regularly with Zite Manager country teams to assess and respond to their analysis needs.

  9. Work closely with the Zite Manager Consultant Team on technical rollout and platform implementation.

  10. Undertake capacity building activities for CCCM IM officers and other Zite Manager stakeholders when required

  11. Provide tailored analysis and reporting support to priority missions in coordination with the Senior Operations Coordinator and ZM Lead Consultant.

  12. Contribute to the development and harmonization of global CCCM data‐management standards and referral tracking approaches.

  13. Ensure all outputs support IOM’s advocacy, coordination, and multi‐sectoral emergency response mandates.

  14. Undertake travel duties as required.

  15. Any other duties as required.

Education:

  • Master’s degree in Political or Social Sciences, International Relations, International Law or a related field from an accredited academic institution with five years of relevant professional experience; or

  • University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:

  • Experience developing CFM systems for CCCM programming;

  • Experience in developing online platform and processes using Kobo and Zite software;

  • Practical experience working in humanitarian emergencies;

  • Demonstrated expertise in protection, camp management and humanitarian coordination; and,

  • Experience in liaising closely with partner agencies, NGOs and UN within the IASC framework.

Skills:

  • Strong and demonstrable interest in camp management or coordination; community participation or communication with communities within an international organization;

  • Extensive computer skills, including proficiency in Kobo, PowerBI, Tableau, Power Query, Corporate productivity and program management software, Adobe inDesign, other relevant data analysis and management software; MS Office package (Office, Excel, Power Point, Outlook), internet and Email; and,

  • Solid analytical and drafting skills.

Languages:

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
