Position Title : NMIP Technical Consultant

Nature of the consultancy:
The consultant will lead the conduct of desk reviews, key informant interview and/or participatory assessments to identify the needs, priorities, and challenges of displaced non-Moro Indigenous Peoples (NMIP) communities in the project areas of Datu Odin Sinsuat and Upi, Maguindanao del Norte and South Upi in Maguindanao del Sur. The consultant will also support the organization and delivery of awareness-raising activity and learning session for NMIP civil society organizations (CSOs) and community-based organizations (CBOs). These sessions will focus on the key provisions of BARMM Indigenous Peoples (IP Code) and the BARMM IDP Law, and how these can be effectively leveraged to protect the rights and support the needs of the displaced NMIP communities. This will include developing session materials, facilitating discussions and synthesizing insights gathered during consultations and project activities. As a final output, the consultant will develop a practical guideline aimed at strengthening the capacity of NMIP CSOs and CBOs to advocate for the rights and welfare of displaced NMIP communities. All activities will be carried out with gender and youth considerations, ensuring inclusive and participatory processes throughout the consultation period.
Project Context and Scope:
This project aims to contribute to ongoing efforts to address the causes and impacts of conflict-induced displacement in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM); contribute to conditions conducive for longer-term solutions, especially on peace and security, access to rights and services, socio-economic inclusion and strengthened governance processes; and create a safe, voluntary, and dignified pathway for IDPs to achieve tailored solutions to resolve their displacement.
As the BARMM nears the end of the transition period, there is a critical need to enable and strengthen the meaningful inclusion and participation of women, youth, NMIPs and other minority groups in efforts to address root causes of conflict-induced displacement, prevent violence and build mechanisms for sustainable and durable peace in the region. Recent conflicts have resulted in the displacement of NMIP communities, underscoring the importance of supporting local CSOs and CBOs in the areas most affected by conflict and displacement. Through this project, support will be extended to NMIP CSOs and CBOs, to strengthen their capacity to advocate for NMIP rights, welfare and development priorities of displaced NMIP communities, particularly in Datu Odin Sinsuat and Upi, Maguindanao del Norte and South Upi in Maguindanao del Sur. This includes promoting the integration of the BARMM IDP law and BARMM IP Code into CSO programs and advocacy efforts.
An awareness session will be conducted to discuss key provisions of these legal frameworks, with a particular focus on those relevant to the protection and empowerment of displaced NMIP communities. A combination of desk reviews, key informant interviews and/or participatory assessment will be undertaken to identify the specific needs of displaced NMIP communities. The findings will be presented during a learning session with NMIP CSOs and CBOs to facilitate the sharing of insights and the development of practical strategies to address barriers, while strategically utilizing the BARMM IDP Law and BARMM IP Code in safeguarding the rights and well-being of displaced NMIPs. These insights will be documented and consolidated into a practical guideline for use by CSOs and CBOs working with displaced NMIP communities to encourage initiatives that are context-specific, culturally inclusive, and responsive to local realities. Importantly, the project will ensure the substantive inclusion and participation of women-led and women-focused organizations, including women traditional and religious leaders, taking into consideration critical gender and youth considerations into all project activities and the developed guideline.
Responsibilities
Category A Consultants: Tasks to be performed under this contract
Under the overall guidance of IOM’s Peace, Transition, and Recovery Unit and the Head of the IOM Mindanao Sub-Office, the consultant will produce an Inception Report detailing the proposed methodology, a clear work plan, and a stakeholder engagement strategy.
Consolidate a report summarizing result of desk review and participatory assessment to gather data on the specific needs and challenges faced by NMIP communities including mapping of available support and mapping of operating NMIP CSOs/CBOs in project areas.
Design and facilitate an awareness-raising and learning session for NMIP CSOs and CBOs on BARMM IDP Law and BARMM IP Code; presentation of assessment results; and sharing of insights on the needs of displaced NMIP communities and ways to address them.
Coordinate and collaborate closely with NMIP CSOs and CBOs, and other relevant stakeholders, in the development of the CSO/CBO guideline for supporting displaced NMIP communities.
Design and facilitate consultation and validation activity with the NMIP CSOs and CBOs, relevant BARMM ministries and agencies, and local government units in the target communities and displaced NMIP representatives to gather feedback and validate the draft CSO/CBO guideline for displaced NMIPs.
Ensure the integration of gender and youth considerations, ensuring inclusive and participatory processes throughout the consultation period.
Produce a high-quality and comprehensive CSO/CBO Guideline on supporting Displaced NMIP Communities, incorporating stakeholder inputs, lessons learned, and inclusive peacebuilding principles.
These services shall be provided by the consultant during a period of two (2) months, starting from July 2025 to September 2025. Activities will be conducted in-person and/or on hybrid modality depending on the workable arrangement with partners, government counterparts and stakeholders. All activities are understood to be subject to observance of applicable health and security protocols and to any movement restrictions that may be imposed by the Philippine government.
The Consultant may be required to attend online or in-person meetings with the IOM project team, PUNO’s technical teams, and/or stakeholders (such as BARMM ministries and LGUs) on an ad hoc basis, to provide updates on deliverables and to ensure alignment with other project components. The Consultant may also need to travel to BARMM areas to support the conduct of some project activities related to comprehensive data deliverables.

Qualifications
Education, Experience and/or Skills required
Relevant educational background in Political or Social Sciences, Migration, Anthropology, Peace and Conflict Studies, or related field from an accredited academic institution; or academic background in any field combined with relevant specialized experience.
Strong background in on internal displacement, migration or conflict.
Excellent communication, writing, and analytical skills required.
Ability to engage with a wide range of stakeholders, from grassroots level to regional policymakers.
Understanding and experience working in the sphere of durable solutions is a strong advantage.
Experience/familiarity with policies and practices of intergovernmental organizations or international NGOs is preferred.
