Responsibilities:
This responsibility includes administration, logistics management, purchasing, travel, safety and security, as well as vehicle management, in accordance with Helen Keller policies and procedures, donor regulations and national requirements. In close collaboration with the program management teams,
FUNCTIONAL RELATIONS
Operations Officers is under the supervision of Operations and Human Resources Coordinator, and his duties are:
Supply management:
.
Make an annual inventory of assets in the Helen Keller asset management system.
Ensure the compliance and consistency of Helen Keller's supply guidelines and forms with global procurement standards and guidelines.
Ensure that all items purchased meet the required quality standards and specifications. Conduct regular inspections and coordinate necessary returns or adjustments with suppliers. \
Manage supply logistics, including shipping, receiving and storing goods. Ensure that items are delivered in a timely manner to the relevant departments or project sites.
Prepare payment requests for executed orders and submit them to the hierarchy's signature.
Strictly follow consulting contracts as well as the archiving of consulting reports. Prepare calls for tenders and update the list of service providers and suppliers if necessary.
Prepare tender files for goods and services and ensure that they receive the necessary approvals according to the procedures of Helen Keller and/or lessors.
Office management:
Ensure a welcoming, clean and safe office environment for visitors and employees.
Collaborate with the driver to ensure the daily management and maintenance of vehicles
Assist the supervisor in managing the safety and security of staff and responding quickly to safety and security issues.
Keep up to date the departure and arrival register of office mail
Keep the office's supplier register (PF and Purchase Order) up to date.
Logistics management:
Oversee movement planning and vehicle tracking, including fuel, maintenance records.
Check invoices and dashboards when renting a car
Ensure regular maintenance of the Helen Keller International fleet and the good condition of the rented vehicles.
Prepare RFQ and RFP for all office purchases.
Establish the comparison BIDs and the Purchase Order
Design and work closely with the selection members of IDBs Comparison
Ensure that logbooks and fuel and lubricant consumption are regularly analyzed and report any anomalies;
Ensure that each equipment purchase is properly recorded in the inventory and that a physical inventory is carried out each year;
OTHERS:
Assist in the follow-up of internal or external audit activities.
Performs any other tasks assigned by the hierarchy.
Qualifications
At least a bachelor's degree in business administration, logistics or other relevant fields.
Minimum of ten years of experience in contracting; administration and operations.
5 years of experience in an international NGO,
Knowledge of USAID procurement regulations
Gifted in computer science, including knowledge of the Microsoft office suite (Word; PowerPoint; Outlook) and strong Excel skills, including pivot tables.
Good knowledge of local laws and procedures for administration
Ability to:
Perform tasks that require special attention to detail.
Prioritize the workload,
Maintain balance in case of stress.
Work in a decentralized organizational structure with a highly collaborative approach.
