Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care.
As part of a permanent replacement, MSF's IT department is looking for its next Operational IT Service Manager.
Missions and activities
Under the hierarchical responsibility of the Deputy Director of IS, the Operational IT Service Manager guarantees the operation of the IT device proposed to the field and the alignment between Operations and the DSI strategy. He promotes and ensures compliance with procedures, good practices and IT security.
Main activities of employment:
Participate in the definition of strategy and policies related to the ISD and the Operations Department
Participate in the definition of the IS/IT strategy
Decline the strategy in an action plan by area in line with the main orientations and policies of the OCP
Promote the IS/IT strategy and policies to operational actors
Ensure the prioritization and development of the field IT device
Embedy the needs of field IT within the ISD and the Operations Department
Manage the field deployment project portfolio
Participate in the portfolio management of ICT projects of operations
Coordinate the sequencing and capacity planning of field IS/IT deployments
Guarantee the framework of the field ICT device
Ensure the definition and implementation of policies and standards
Ensure the implementation of the ICT support chain with the field
Frame, develop and animate governance between the ISD and operational actors
Guarantee the development of the field ICT sector
Align IT positions in the field and operational needs: areas of responsibility, required skills, evolution paths
Build the target organization of human resources IT field (creation of expertise positions, management)
Develop the roadmap of the field ICT sector
Ensure the implementation of an ICT L&D offer in line with the needs of operational actors
Conduct the relationship between Operations and the Information Systems Directorate (DSI)
Frame, develop and facilitate the definition of ICT priorities transversal to all country programs, in collaboration with the Cells
Ensure regular and visit-based examination of local contexts (MSF activities, specific needs, IT environment, etc.)
Participate in the governance of cross-cutting projects of the ISD and Cells
Ensure the sharing of local information and good collaboration with the other MSF sections present in the countries of intervention
Manage your team hierarchically and functionally the Regional Technical Referents (RTR) IT:
Recruit, supervise, advise, support, motivate, federate its teams and develop the skills of its employees
Ensure the orientation and evaluation of their work, in collaboration with the Logistics Coordinator for IT RTRs
Define and evaluate the scope (service catalog), objectives and resources (human, technical, financial, etc.) of its service
Ensure the continuity of IT service in the field
Ensure the availability of means of communication (connectivity, videoconferencing and telephony tools, etc.)
Ensure the proper functioning of the warning means in the event of an incident on the means of communication
Field IT activity and projects:
Ensure the maintenance of the land in operational conditions (regular activities) of the ICT field device
Develop monitoring and analyze the progress of global deployments of practices and tools
Ensure the definition and monitoring of its service's dashboards and contribute to the DSI's overall reporting
Manage financial management (regular and project) by ensuring compliance with budgetary procedures, develop and monitor the budget of its service
Participate in transversality within MSF France and the movement:
Share information and knowledge, develop the ability to work with other departments or departments in the context of cross-cutting project management
Share good practices with its counterparts from other MSF sections
Actively participate in the SI/IT decision-making bodies of the MSF movement
Supervise IS providers:
Provide a relationship framework and a contractual framework for ICT field providers and ensure its respect by the DSI des Cellules teams
Ensure compliance with service level and compliance agreements for outsourced services
Maintain a technological watch:
Ensure technological monitoring to maintain the adequacy between IT resources and the field needs of MSF France
Wanted profile:
Experience:
An experience of at least 5 years in the IT field (infrastructure, systems, network) including proven experience in team management is desirable.
Experience in NGO and/or associative environment in an international context and in the field and/or headquarters is essential
Skills:
Very good general computer knowledge and particularly of the security of IS and infrastructures.
Good team management skills
Good project management skills in all its components
Knowledge of budget development
Knowledge of urbanization processes and IS architecture

Specificities of the position:
Status: Full-time permanent contract. Executive position based in Paris with travel in Europe and on the MSF land to be expected. Telework according to the rules in force at MSF (2 d/week).
Conditions: 55,625K€ gross per year over 13 months. 22 days of RTT per year. Complementary health 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €12 (60% covered by Médecins Sans Frontières). 50% coverage of the public transport ticket.
