Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care.

The Data Engineer is responsible for implementing the Data architecture that ensures the interoperability of applications as well as data integrity.

Mission

Integrated within the Information Systems Department, under the responsibility of the coordinator of the data cluster, you will implement the flows that ensure the interoperability of applications as well as the integrity of data.

Main responsibilities

Build application interoperability to respond to business processes:

• Establish technical specifications based on needs analysis;

• Develop interfaces between applications (e.g. pay interface, salary transfers) using the Talend environment;

• Carry out unit tests, coordinate business and integration tests, and ensure production.

Carrying out maintenance (corrective, evolutionary and preventive) of the solutions developed and support for the trades:

• Centralize and qualify incident reports & find solutions to problems;

• Provide technical support;

• Carry out functional support with users according to the levels defined in the support grid;

• Guarantee the maintenance of solutions in operational condition;

• Ensure the management of external service providers involved in its perimeter.

Secondary responsibilities

Implementation of the Data architecture:

• Contribute to the definition of the Data architecture;

• Develop technical solutions for data collection via APIs or other solutions;

• Develop technical solutions for data storage and transformation (Data Warehouse, Data Lake, etc.);

• Carry out unit and integration tests, coordinate business tests and ensure production.

Management of the implementation of reporting tools with businesses:

• Collect the needs for management and analysis of business activities

• Implement the necessary technical tools;

• Ensure the consistency of data models and queries made by the business through regular control.

Support for business Data Analysts:

• Disseminate good practices and implementation standards and ensure their compliance;

• Animate the network of business Data Analysts through the establishment of communities of practice for example;

• Manage the data life cycle in accordance with the guidelines set out in the GDPR.

Management of projects to implement new solutions and important developments, either directly or within major business projects:

• Enrich the project progress measurement and KPI dashboards;

• Participate in steering committees and ad hoc project committees;

• Coordinate the work of external development teams, and internal if necessary;

• Carry out the recipe of the achievements and verify compliance with the DST or technical specifications, develop the technical recipe books, organize the technical recipe;

• Validate the deliverables of its perimeter;

• Do or follow the production and deployment on the different internal/external hosting platforms.

Representation of the Data team within international bodies:

• Contribute to working groups around Data (ISM platform);

• Participate in inter-OC experience sharing workshops.

Technological Monitoring on Data Analysis Tools:

• Monitor new data analysis technologies and software solutions;

• Research and experiment with new methods of data modeling and analysis;

• Select new tools and techniques for data analysis.

Wanted profile

Experience:

• Bac+3 or equivalent

• 1 year experience as a Talend developer desired

Languages:

• Fluent French, level C2

• Operational English, level B2

Essential skills:

• Expertise on Talend

• Mastery of programming languages (Python, etc.)

• Master's degree in database management (SQL, NoSQL, etc.)

• Mastery of data exchange tools (API, Webservices, etc.)

• Experience on a Git-type code versioning system

Additional skills appreciated:

• Knowledge of Power BI or another data visualization tool (Tableau, Qlikview...)

• Knowledge of Fabric or any other data management suite (Data Lake, Data Warehouse, etc.)

• Knowledge of data mining and analysis tools (Dataiku, etc.)

• Knowledge of the Workday technical layer (Reports, Extend, Studio)

Specifics of the position

Status: Fixed-term contract of 14 months full-time. Executive position, based in Paris. Telework according to the rules in force at MSF (2 d/week).

Conditions: €50.4K gross per year over 13 months. 22 days of RTT per year. Complementary health 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €12 (60% covered by Médecins Sans Frontières). 50% coverage of the public transport ticket.

Position to be filled: As soon as possible

Due to administrative constraints related to the duration of the contract, candidates must already have a work permit in France (citizen of the European Union) or a residence permit allowing them to work on French soil.
