Greening strategy:

ACTED PSEAH Policy:
The CCCM Project Manager has the responsibility to adhere to and commit to the PSEAH Policy
(Protection against Sexual Exploitation, Abuse, and Harassment) always. Like all managers and
coordinators, the CCCM Project Manager is responsible for ensuring that measures to prevent
SEAH are implemented and regularly monitored. The CCCM Project Manager should ensure
that staff under his/her supervision/management understand and comply with ACTED PSEAH
policy and have completed the mandatory training on the Code of Conduct and the PSEAH
Policy. The CCCM Project Manager should promote an environment to help prevent sexual
harassment, exploitation, and abuse both at the office and in the field, and report any misconduct
or SEAH issues appropriately according to ACTED’s procedures.

JOB PURPOSE:
The Project Manager of CCCM plays a central role to ensure the provision of assistance and
protection to the displaced in accordance with agreed upon standards guidelines. The PM is
responsible for ensuring the Mobile Site Management Coordination ( MSMC) activities are in line
with the overall CCCM response for the Whole of Syria Mission
If the need arises, management may ask the employee to support another camp or site (mobile) or another department from time to time.
OBJECTIVES:
1. Ensure the smooth running of CCCM projects, reaching outputs and maximizing outcomes for beneficiaries.
2. Support all CCCM units to implement their day-to-day activities, including activity implementation, finance,
logistics and HR follow-up.
3. Co-develop and implement long-term workplan in line with needs of site residents and project requirements.
4. Anticipate and mitigate risks in implementation and ensure CCCM projects are run in a cost-efficient manner, in
compliance with ACTED’s and donors’ procedures and legal requirements.
5. Ensure service monitoring and addressing of key gaps in line with Sphere standards, while fostering an inclusive ILs
and governance scheme.
6. Strengthen and maintain coordination with service providers, camp administration, camp coordinating bodies and
the community through regular meetings and consultations.
7. Ensure timely recruitment and follow-up of in and out of camp staff and daily labors.
DUTIES AND RESPONSIBILITIES
1.Project planning
a) Participate in developing the overall CCCM Activates strategy, systems, approaches, tools, and materials.
b) Provide input to project kick-off and close-out meetings.
c) Plan the various stages of project implementation and set direction by prioritizing and organizing activities
and resources to achieve project objectives, leading the CCCM team leaders to carry out the planned
activities.
d) Input into kick-off and close-out meetings
e) Contribution to CCCM strategy, tools and materials
f) Prioritization and organization of resources and activities across CCCM unit
g) Maintain updated PMF, Output tracker and workplan and others relevant tools.
2. Project Implementation Follow-up
a) Oversee and manage the implementation of the project, ensuring that technical quality and standards are considered and respected during the project's implementation.
b) Organize regular project coordination meetings with the project team.
c) Ensuring budget utilization and physical target achievements are reviewed at least once a month as per the work plan.
d) Ensure project implementation is on time, target, and budget, using effective M&E systems to reach desired impacts.
e) Ensure that the project is implemented in accordance with relevant technical guidelines and standards of ACTED.
f) Anticipate and mitigate risks and troubleshoot any unforeseen challenges during the project implementation.
g) Regularly update the work plan, output tracker, PMF, and other documents relevant for effective project management
h) Ensure regular review of budget and targets, troubleshoot challenges and apply Acted technical guidelines and M&E systems for quality assurance.
3. Quality Control
a) Assess the activities undertaken and ensure efficient use of resources.
b) Ensuring lessons learned are documented, shared, and reflected in project planning and decision making.
c) Advise on and assist with project reviews conducted by AMEU.
d) Ensure quality control, analysis of added value and impact, identification and capitalization on best practices and lessons learnt, and provide relevant feedback for new project development.
e) Identify and analyze gaps, ACTED’s added value, synergies, and opportunities in the areas where the project(s) is/are implemented and pass relevant information to the N+1
f) Support MEAL-led reviews, document lessons learned and analyze Acted’s added value synergies and learning opportunities.
4. External Relations
a) Support, facilitate, or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners, and stakeholders in all stages of project design and implementation.
b) Cultivate good relations with key humanitarian actors – local and international, through regular attendance at technical meetings and bilateral meetings.
c) Ensure that contact with beneficiaries is always conducted sensitively and respectfully.
d) Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon, rather than replicate, the work of others.
e) Attend CCCM cluster meetings and make sure that monthly and ad hoc reports are submitted to the cluster.
f) Ensure bilateral engagement with UNHCR and technical leads and submission of bi-weekly and monthly/ad hoc cluster reports.
5. Administration and Operational Management of Project Implementation
5.1 Finance
a) Contribute to the Review of the BFU(s) and provide accurate forecasts with BOQs to the Area coordinator.
b) Forecast monthly cash requirements of the project and submit to area coordination. c) Participate in BFU reviews, contribute to BoQ and cash forecast preparation. 5.2 Logistics a) Contribute to the development of Procurement plans. b) Send accurate and precise order forms promptly.
c) Contribute to quality checks and procurement committees to finalize suppliers’ selection according to the applicable scenario.
d) Confirm the quality of material selection when applicable
e) Ensure proper management and use of the project assets and stocks.
f) Participate in quality checks and procurement committee as per Acted procedures.
g) Lead CCCM team movements based on available fleet and applicable policies h) Assure that the warehouses are followed and provide the necessary document to logistics
5.3 Administration/HR
a) Participate in the recruitment of technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them, interviews, etc.)
b) Ensure that project staff understand and can perform their roles and responsibilities.
c) Follow up on the work plans and day-to-day activities of the project staff
d) Manage the project staff in cooperation with Area Coordinators
e) Ensure a positive working environment and good team dynamics.
f) Undertake regular appraisals of staff and follow career management.
g) Manage interpersonal conflicts.
h) Ensure capacity building among staff in relevant sectors.
i) Contribute to team structure planning (organigrams) and support interpersonal conflict resolution when needed.
j) Follow up on staff management, including the development of ToRs, leave planning, performance appraisals and the identification of recruitment needs.
k) Strengthening of team capacity through training and/or the identification/flagging of training needs, the development of improvement plans and highlighting of performance gaps to the CPC and AC.
5.4. Transparency
a) Ensure project records and documents (Flat files, beneficiary list, donation certificates, attendance sheets, etc.) are adequately prepared, compiled, and filed according to ACTED procedures.
b) Ensure staff awareness of, and respect for, ACTED’s code of conduct and FLATS procedures.
c) Ensure full compliance with Acted FLATS procedures and code of conduct, including filing of donation certificates and beneficiary lists.
d) Keep a record of all CCCM documents on the server and as hard copies as needed
5.5 Security:
a) Together with the Security focal points and with management by the AC, assess risks in the areas of project implementation and develop context-specific MOSS and SOPs Terms of Reference.
b) Ensure that project teams are aware of security threats and follow security policies ACTED, MOSS, and SOPs accordingly.
c) Conduct risk assessments and ensure team compliance with Acted SoPs.
d) Contribute to drafting and updating camp contingency plans.
e) Contribute to drafting and submission of SIRs.
5.6 Liaison/Access
a) Ensure that all needed project approval is obtained from local authorities before ACTED intervention in the area or commencement of the project activities.
b) Ensure that project activities are implemented in compliance with agreements, MoUs, and Protocols signed with the authorities.
c) Ensure that the access and Liaison team is informed of any changes in areas of intervention or activities contradictory to the agreements, MoUs, and Protocols signed.
d) Ensure adherence to MoUs and protocols, securing necessary approvals and coordinating with the Liaison/Security team and Area Coordinator for any changes in activity locations.
5.7 Reporting
a) Provide regular and timely updates on progress and challenges to supervisors and other team members.
b) Draft (internal) narrative reports and contribute to the development of financial reports through regular budgetary follow-up.
c) Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical content.

QUALIFICATIONS
Required:
a) University degree (i.e., at least bachelor’s level); Master’s degree is an asset
b) Total of 6 years of experience in the Humanitarian sector working with an NGO / humanitarian
agency (local or international).
c) Minimum of 3 years of project management experience in the CCCM sector/IDPs camps context. Specialist in CCCM projects management is an asset
d) Experienced in managing teams with proven interpersonal and leadership skills.
e) Proven experience in conducting some of the relevant activities such as conducting assessments and data collection (e.g., using KoBo), monitoring services, supervising volunteers, delivering trainings, engaging with communities, local authorities, and stakeholders.
f) Very good organizational and prioritization skills.
g) Proficiency in Microsoft Office
h) Strong interpersonal skills
i) Strong analytical skills
j) Demonstrate knowledge of key humanitarian principles and the Project Management Cycle.
k) Proven capabilities in leadership and management.
l) Proficiency in English verbal and written communication skills.
m) Proficiency in Arabic verbal and written communication skills.
n) Ability to work well and punctually under pressure.
Desired:
a) Certificate/Training in CCCM.
b) Certificate in training and capacity building for staff and/or external stakeholders.

d) Previous experience in implementing site maintenance projects, establishing community governance mechanisms, following up the site operations/management within camps, and supervising site management teams and incentive-based laborers.
e) Two years of prior experience supervising CCCM-related activities
