Job Summary

The Danish Refugee Council (DRC) is one of the world's leading humanitarian NGOs, working in more than 40 countries to provide appropriate assistance with a rights-based approach for refugees, asylum seekers, internally displaced persons, returnees and migrants. DRC has been present in Colombia since 2011, but 2018 expands its operations in response to the Venezuelan crisis. Currently DRC Colombia implements a humanitarian response focused on protection for Venezuelan and Colombian refugees and migrants returned in Colombian cities such as Riohacha, Barranquilla and Bogotá, currently it also incorporates activities in Nariño and Norte de Santander.

GENERAL DESCRIPTION OF THE POSITION:

Under the supervision of the Supply Chain Manager and with the technical support of the Support Services Manager, the Support Services Officer will have the task of supporting operations to meet the needs of the projects in the countries of intervention, as well as internal and external requirements and legal regulations. The Support Services Officer must be familiar with administrative, logistical and human resources matters. As the focal point of ON, the Support Services Officer will support the Latin America - LA team, as well as regional and global staff.

Responsibilities:

Human resources

  • Lead the recruitment and selection process, efficiently managing the DRC vacancy system and ensuring the timely incorporation of personnel in accordance with the policies.

  • Ensure the correct preparation, archiving and updating of the contractual documentation of the collaborators, complying with current legal and regulatory requirements.

  • Monitor and generate early alerts related to the expiration of contracts, providing periodic reports that facilitate adequate planning of renewals or terminations of employment relationships.

  • Coordinate, update and process staff payrolls, working closely with the areas involved to ensure the timely inclusion of all news, in order to meet the deadlines established by the national office.

  • Supervise the implementation of the performance evaluation process, facilitating opportunities for learning and professional development of employees.

  • Coordinate participation in personnel induction processes in accordance with the established guidelines.

  • Manage the personnel entry processes in a comprehensive way, guaranteeing the delivery of inputs, access and associated documentation in its initial link.

  • Manage the immigration procedures of international personnel, including document management for obtaining and renewing visas, work permits and any other migratory requirement.

Administration

  • Manage all payment processes coming from and related to the LA team

  • Manage travel and accommodation logistics for teams in the LA team's intervention countries.

  • Manage travel, hotel and transportation booking payments for all LA team staff

  • Coordinate that all needs for the displacement of the LA team, regional and global staff hosted are covered.

  • Follow and ensure compliance with the processes and procedures established by DRC, are carried out correctly.

  • Make monthly reports and when required by management.

  • Support our implementing partners in compliance with guidelines and process management according to DRC principles.

Supply Chain - Logistics

  • Support the LA team for the organization of events: trainings, workshops, conferences in the Latin America region.

  • Logistics of LA material shipments for intervention countries.

  • Follow up and ensure with the communications provider that international plans are working properly.

  • Ensure that all procurement processes conform to the DRC Operations Manual.

  • Ensure that all acquisitions are planned and monitored from start to finish.

  • Participate in the Supplier Selection Committees, guaranteeing documentation, traceability and transparency of the process.

  • Manage claims and returns with suppliers.

  • Ensure the follow-up of all ProLAC and MMC purchasing processes, including the payment process.

  • Effectively and efficiently support the needs of the programs.

  • Develop and maintain the supplier database updated to the needs of the mission in Colombia.

  • Coordinate with program staff the logistical participation throughout the project cycle.

  • Track all orders, purchases and deliveries.

  • Ensure that all donor-specific rules and logistics policies are understood and respected.

  • Optimize all logistics operations to increase profitability, including the establishment of long-term supply contracts.

Safety and Health at Work

  • Provide comprehensive care for your health.

  • Actively participate in the formation of the COPASST - Labor Coexistence Committee - Emergency Brigades, as well as the activities they carry out.

  • Comply with the rules, regulations and instructions of the SG-SST.

  • Inform timely of the dangers and latent risks with your work site

  • Attend OSH training defined by the SG-SST training program.

  • Ensure the maintenance of order and cleanliness of your position and work area.

  • Provide clear, truthful and complete information about your health status.

  • Immediately report to the OSH area and its immediate manager the work accidents that occur, incidents (almost Accidents) and diseases diagnosed as occupational.

  • Report to the immediate boss the need to take corrective or preventive actions, which correspond to real or potential non-conformities of the process to which it belongs.

  • Participate in training activities, drills and those that are programmed from safety and health at work.

  • Participate and contribute to the fulfillment of the SG-SST policy and objectives.

EXPERIENCE AND TECHNICAL SKILLS:

  • Minimum 2 years of experience in humanitarian logistics, acquisitions, distribution, finance and/or accounting, preferably in international non-profit entities.

  • Good knowledge of the acquisition rules and regulations of the main international donors

  • Good knowledge of local regulations at the level of hiring.

  • Excellent knowledge of MS Word, Excel and PowerPoint.

  • Knowledge of basic Power BI (desirable).

  • Intermediate English proficiency will be an added value in the process.

  • Analytical and resolutive capacity.

  • Ability to provide technical guidance and training.

  • Advanced knowledge in ERP management.

  • Management capacity, proactivity, organization and attention to detail.

  • Communication skills, warmth and kindness, service orientation.

Requirements in terms of Academic Training and technical knowledge:

  • University degree in Logistics, Business Administration or related careers.

Languages:

  • Advanced Spanish.

  • Intermediate English.
