We are searching for experienced Demographic Transition Experts to provide Technical Assistance to our WISH Policy and Systems programme.
Programme Overview:
The WISH Dividend Policy and Systems (P&S) support an African-led, inclusive accelerated Demographic Transition (DT) and advance sexual and reproductive health and rights (SRHR) through Technical Assistance (TA) activities in 7 countries in Sub Saharan Africa. WISH Dividend P&S is a component of the wider WISH 2 Dividend, a significant investment from the British Government in DT and SRHR to unlock the potential, agency, and freedom of women and girls to achieve gender equality and is central to delivering the UK’s priorities on Empowering Women and Girls set out in the International Development Strategy. Through WISH P&S, Palladium will improve national capacity to catalyse an accelerated inclusive demographic transition and an improved enabling policy and health systems environment for SRHR.
The Demographic Transition Consultant will provide Technical Assistance in the following areas:
Policy and Planning Support
Provide strategic advice to governments on integrating demographic transition into national policies, sectoral plans, and investment frameworks.
Capacity Strengthening
Design and deliver trainings, mentorship, and technical guidance to national institutions and stakeholders on the use of demographic and SRHR data in planning and budgeting.
Data and Evidence Use
Strengthen national systems for demographic data collection, analysis, modeling, and dissemination to support evidence-based policy development.
Monitoring, Evaluation, and Accountability
Support the design of MEL frameworks to monitor demographic transition outcomes and conduct resource mapping and gap analysis to enhance accountability.
Advocacy and Stakeholder Engagement
Facilitate stakeholder engagement and advocacy efforts, including CSO and media involvement, to build demand, ownership, and domestic financing for demographic transition and SRHR priorities.
Required Qualifications:
A Master's degree in Demography, Population Studies, Economics, Public Health, Development Studies, or a related field.
Additional certifications or professional development in demographic analysis, planning, or monitoring and evaluation would be an asset.
Minimum of 5 years of professional experience directly related to demographic transition, population dynamics, or demographic dividend strategies.
Proven experience in working with governments, international agencies, or development programs in Sub-Saharan Africa.
Experience in providing technical assistance, strategic planning, or policy advisory services at national or regional level.
Strong understanding of demographic transition theories and their application to sectoral planning (e.g., health, education, employment, social protection).
Demonstrated ability to analyze, interpret, and apply demographic data for decision-making.
Experience in drafting or contributing to policy documents, investment cases, or development strategies related to population dynamics.
Strong interpersonal and facilitation skills for working with high-level stakeholders and multi-sectoral teams.
Excellent written and oral communication skills in English; knowledge of French or Portuguese is an advantage.
Ability to deliver high-quality outputs under pressure and within tight timelines.
Have recognized, independently verified qualifications i.e., through professional body membership.
Proven capability to provide quality assurance of the work of others.
