CONSULTANCY TITLE: Technical Consultant – FGM Data Hub

Scope of Work: The FGM Data Hub: Support to the Africa-Led Movement to End Female Genital Mutilation (FGM): Data and Measurement
Background
In partnership with Population Council-Kenya, the Population Council Inc. is implementing the FGM Data Hub—the data and measurement arm of the United Kingdom’s Foreign, Commonwealth & Development Office (FCDO) flagship program, “Support to the Africa-Led Movement (ALM) to End Female Genital Mutilation.”
The role of the FGM Data Hub is to provide robust data, timely analyses, practical monitoring tools, and responsive technical assistance to inform the ALM’s program. Working closely with the larger technical support arm of FCDO’s flagship program, the Data Hub provides the ALM and the global community with evidence to inform the design, implementation, adaptation, and scaling of effective strategies to end FGM. Through a coordinated series of activities, the FGM Data Hub delivers the following:
New data analyses to inform efforts to end FGM
Improved and robust tools and approaches for measuring incidence and prevalence of FGM as well as changes in norms and attitudes relating to FGM
Guidance on good practice to enable the design and monitoring of FGM programs
Stronger collaborations to enable development and use of durable and innovative measures
Enhanced capacity of ALM suppliers, UNICEF/UNFPA, WHO, and other stakeholders to use improved measurements
Objective of Consultancy
The objective of the consultancy is to contribute to supporting the use of ‘Guidance on good practice to enable the design and monitoring of FGM programs,’ and the forging of ‘Stronger collaborations to enable the development and use of durable and innovative measures’ within the field. These will be achieved through the development or adaptation of existing FGM-related curricula to meet the needs of undergraduate Social Science programs within universities in the Horn of Africa region (Ethiopia, Somalia, Somaliland, and Sudan). Specific responsibilities related to this are outlined below.
Scope of Work
In consultation and collaboration with the Hub:
Identify and review existing FGM curricula; pinpoint appropriate modules/areas for adaptation, inclusion, and exclusion .
Develop a draft curriculum, based on the exercise above .
Present the adapted draft curriculum to up to 6 universities in the Horn of Africa region, referred to above, and revise and finalize the draft based on their input Deliverable

Qualifications
The consultant/key personnel of the consulting firm should have the following minimum qualifications:
Doctoral degree in public health, social sciences, or other related field.
Minimum 10 years of related experience in FGM research and programming.
Strong experience developing FGM-focused curricula.
Evidence of experience in fostering uptake of academic curricula (FGM curricula preferred).
Excellent written and oral communications skills, including quality writing and presentation skills.
High sense of attention to detail and ability to work collaboratively with diverse teams across Africa.
Ability to work under pressure and meet deadlines.
Compensation
The compensation will be based on the existing consultancy rates for the FGM Data Hub project
