The Charter for Change (C4C) is looking for a Coordinator. As C4C advances the localization agenda, it needs the dedications and services of a seasoned facilitator who can bring together diverse stakeholders towards strengthening the foundations and visions of the network.
Role: Charter for Change (C4C) Platform Coordinator – South Sudan
Location: Juba, South Sudan (with limited travel to state locations)
Duration: 6 months (with potential for extension, subject to performance and funding)
Reporting to: C4C Governance Board led by the Host Organization
Contract Type: Short-term contract
Start Date: 15 September 2025 – 14 February 2026
The Charter for Change (C4C) platform in South Sudan is a growing coalition of local and international actors working to advance the Grand Bargain’s localization commitments. Although the platform has been established and is engaging in regular meetings, it currently lacks structured coordination, formalized governance processes, and sub-national engagement. With global momentum around the Humanitarian Reset and UN80 goals, there is a critical need to transition from informal coordination to a structured, impactful national network.
To support this transition, the platform seeks to engage a Coordinator who will be t responsible for leading operational setup, strengthening governance, and laying the groundwork for long-term sustainability.
The Coordinator will establish the core operating functions of the C4C platform in South Sudan, coordinate governance and thematic workstreams, support state-level expansion, and represent the platform in key humanitarian coordination and advocacy spaces.
3. Scope of WorkThe Coordinator is deemed a strategic role especially in the next six months. This role broadly covers the following:
Operationalize the Secretariat and facilitate its functions.
Support governance board meetings and help facilitate platform-wide elections.
Ensure clear documentation and internal communication mechanisms are in place.
Formalize thematic workstreams by developing TORs, workplans, and coordination modalities.
Support the development of standard operating procedures for Secretariat and platform members.
Lead state-level outreach and onboarding of new C4C members.
Maintain up-to-date member records and ensure equitable participation.
Represent the platform in coordination forums (e.g., clusters, HCT, donor meetings).
Coordinate the development of shared advocacy positions and support external engagement events.
Support development and rollout of localization tracking tools and platform dashboard.
Submit monthly progress updates and a final report documenting achievements, challenges, and recommendations.
Facilitate synergies with other ongoing and upcoming localization efforts, which may include regional and global advocacy spaces where local voices can be amplified.
As this role becomes more established, shortly after the more critical period for C4C, the coordinator is expected to perform the following:
Coordination and Secretariat Support
Facilitate communication between the C4C leadership team, endorsers, signatories, and external stakeholders.
Organize and coordinate meetings, including agenda preparation, invitations, minutes, and follow-up actions.
Maintain updated records of membership, leadership contacts, and working documents.
Serve as the central information hub for all C4C-related updates and initiatives.
Strategic and Technical Support to Leadership
Support leadership in implementing the C4C commitments and advocacy priorities.
Assist in drafting strategic plans, annual work plans, and progress reports.
Provide technical input on localization, capacity strengthening, and partnerships.
Ensure alignment of country-level actions with the global C4C movement and commitments.
Stakeholder Engagement and Networking
Build and maintain relationships with local and international NGOs, donor agencies, government actors, and networks.
Support leadership in representing the C4C platform in forums, conferences, and coordination meetings.
Facilitate peer-learning and knowledge exchange among members.
Advocacy and Communication Support
Draft and disseminate advocacy messages, position papers, and policy briefs on localization.
Coordinate media engagement and online visibility, including newsletters and social media updates.
Support leadership in campaign planning and execution.
Monitoring, Reporting and Learning
Track progress against the C4C action plan and commitments.
Compile and analyze case studies, success stories, and lessons learned.
Prepare periodic progress updates for leadership, members, and donors.
Administrative and Logistical Support
Manage the C4C budget and ensure accountability in resource use to the chair and funding agent.
Organize logistics for events, workshops, and training sessions.
Ensure timely submission of reports and documentation.
Month 1: Secretariat functional, workplan finalized, internal coordination calendar set up
Month 2: Platform elections conducted, thematic groups restructured and active
Month 3: State-level onboarding
Month 4: First quarterly review with governance board; advocacy brief or donor engagement held
Month 5: Localization tracking tool piloted; state-level expansion continued
Month 6: Six-month report submitted; platform learning and planning meeting convened
Advanced degree in humanitarian affairs, development, public administration, or a related field.
At least 5 years of experience in coordination, network management, or civil society strengthening in South Sudan.
Strong knowledge of localization frameworks (Grand Bargain, C4C, UN80).
Demonstrated facilitation, communication, and stakeholder engagement skills.
Excellent report writing and organizational skills.
Fluency in English required (written and verbal); knowledge of local languages desirable.
The Coordinator will be contracted by DCA and report functionally to the C4C Governance Board. This engagement will be performance-managed through monthly deliverables and reviewed at the end of the assignment to determine the case for extension.
