Estonian Refugee Council (ERC) is looking for a forward-thinking Digital and Data Advisor to help lead our digital transformation. This role is all about bridging technology and humanitarian action — from designing global digital strategies to rolling out innovative solutions in the field. You’ll lead impactful digital projects, represent ERC in strategic discussions with global partners, donors and other stakeholders, and drive bold, future-oriented solutions in humanitarian work.

Responsibilities

• Shape and drive the ERC's digital vision in line with global programme priorities, while advising senior leadership on emerging technologies and strategic directions.

• Co-lead the design and implementation of impactful projects, including cash assistance digitalisation, mobile service delivery, open-source platform development, and system interoperability initiatives.

• Act as ERC’s data protection focal point, ensure compliance with data privacy standards, and embed responsible innovation practices — from consent to ethical risk assessments and fair AI use.

• Build the skills of ERC staff and local partners through tailored trainings on digital literacy and data protection, and create standardised tools for digital feasibility assessments.

• Advise programme teams on digital tool selection, budgeting, and implementation, with a strong focus on open-source, interoperable, and low-connectivity-friendly solutions.

• Build strong relationships with donors, NGOs, and private sector partners, represent ERC in technical and innovation forums, and support fundraising efforts for digitalisation initiatives.

Expectations

• Master degree in Information Technology, Data Engineering, International Development, Digital Innovation, or related field.

• Expert-level experience in digital programming or digital innovation in the humanitarian or development sector.

• Demonstrated experience leading complex digital projects across multiple countries or contexts.

• Knowledge of humanitarian assistance modalities and digital ecosystem.

• Technical proficiency in digital platforms, data flows, open standards, and system integration.

• Solid understanding of data protection standards (e.g., GDPR and similar humanitarian data protection frameworks) and practical experience implementing data privacy and security measures in digital projects.

• Experience working with or advising NGOs, UN agencies, or donors on digital interventions.

• Excellent communication, stakeholder management, and capacity-building skills.

• Commitment to ethical and inclusive digital transformation.

• Willingness to travel as required.

• Strong commitment to the mission and values of the Estonian Refugee Council.

• Ability to create and maintain a productive and safe working environment in line with ERC Code of Conduct.
