The Opportunity – Finance Budgeting and Reporting Coordinator
Post location: oPt Country Office - Ramallah
Contract Duration and Level of Effort: until end of December 2025 - Renewable depending on funding availability.
ROLE PURPOSE:
Finance Budgeting and Reporting coordinator will, as part of the Finance and IT team, support on budgeting development for new proposals and will provides financial support and expertise on award and budget reporting and analysis. Will prepare donor reporting as per portfolio allocated, in coordination with relevant awards team and BH. Provide support on the award budget review and re-planning. Participate to the monthly BVA review to provide insight on financial risks. They will contribute to the capacity building of the finance and non-finance team on the matter of financial requirement for donor compliance and SCI internal procedures and policies.
In the event of a major humanitarian emergency, the role holder may be expected to work outside the normal role profile and to vary working hours accordingly.
SCOPE OF ROLE:

Budget Responsibilities: N/A.
Role Dimension: oPt CO is a high complexity country, multi-member interest, with an annual budget of around $40+m, and 100+ staff. Currently the program is experiencing a growth in funding and complexity due to the war in Gaza.
KEY AREAS OF ACCOUNTABILITY:
Donor Budgets proposal
Help review donor funding calls to check for financial and compliance requirements.
Assist in drafting proposal budgets with input from different departments (Programs, HR, Supply Chain).
Support the preparation of budget templates and help in allocating costs across sectors, including key areas like Safeguarding and MEAL
Help ensure cost recovery is included in all proposals using the master budget and financial gap analysis.
Support teams in costing activities accurately and in line with donor rules.
Help estimate foreign exchange rates and inflation when preparing budgets.
Assist in reviewing partner budgets during proposal and revision phases.
Coordinate with HR and Finance Reporting to update staff cost coverage and maintain proper records.
Support in responding to donor feedback related to budgets.
Award Financial Management and Reporting
Participate on award kick-off and closing meeting to ensure finance compliance is accounted for in the award planning and forecast.
Follow up with BH and award team on the BVA review on any coding issue, reclass required, highlight any financial and compliance risk identified.
Follow up with relevant BH and award team on the result of the spending analysis to ensure actions are agreed and taken forward.
Prepare Member/Donor report for award assigned, as per system schedule, identify issues and risk to escalate to Reporting Manger and BH for proper actions.
Collect appropriate finance leadership sign off for donor report before submission.
Participate in Monthly CO Portfolio Review Meetings and present the finance session on spending, KPI planning and results, and critical awards.
Prepare budget re-planning and revision, ensure appropriate cost coverage and CAM is included and updated.
System maintenance and data integrity
Support Reporting Manager on the revision of the correct set up in the financial system (Agresso).
Ensure correct mapping has been defined in the system to enable correct cost charges and system functionality.
Review Award set up and escalate to Reporting Manger any issue or compliance risk.
Support finance and non-finance team on the correct system set up and coding policy.
Staff Development and Training
Provide technical assistance, training, orientation, and support to Field Offices finance staff on finance donor compliance.
Support Finance in Field office for financial assessment and capacity buildings for partners during the life of the agreement.
Contribute to process improvements and initiatives that achieve financial and award management KPIs and essential standards.
In order to be successful, you will bring/have:
QUALIFICATIONS
Undergraduate degree in accounting/finance or equivalent, CPA/ACCA preferred.
EXPERIENCE AND SKILLS
At least +4 years of experience within the finance department of a national or international organization including experience with financial planning and analysis.
Excellent analytical skills – the ability to analyze complex financial data and design and produce effective management information.
Experience of budgeting and budget management.
Understanding of financial systems and procedures.
Familiarity with computerised accounting systems.
Excellent experience of computerized accounts packages and in particular of complex spreadsheets, Excel, Power Point and Words.
Strong communication and interpersonal skills.
The highest level of integrity and commitment to preventing corruption.
Ability to gather facts and data, scrutinise with ease, determine a logical solution and resolve issues with minimal supervision.
Ability to manage a complex and diverse workload and to work to meet tight deadlines.
Ability to contribute to team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary.
Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
