Job Summary

Background:

The HR Manager is a strategic partner to NRC Mozambique country management team and an important asset to all employees. Will work closely with country management group, unit heads and other function to ensure that HR initiatives and operation, support the country operation objects, and in partnership build a positive inclusive working environment and culture of good people management.

What you will do:

The HR Manager is responsible for the HR function operational services to the country office and program implementation offices, ensuring alignment with NRC’s HR function strategy, priorities, frameworks and standards. Responsible to ensure compliance with NRC HR standards and local labour laws. Proactively contribute to the workforce planning for the country set-up, and together with the management ensure a diverse workforce culture enabling the programme implementation.

As a functional manager this role is part of a technical matrix structure and required to work collaboratively with both the technical and the operational management structures at country and area offices. The HR manager role has a technical accountability to the regional HR function and will incorporate regional objects and directions in the country planning,

General Responsibilities:

  • Line management responsibilities for directly reporting staff. This includes the performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement. Furthermore, responsible for key processes as workforce planning, recruitment, staff induction, staff development and Duty of Care.

  • Responsible for the HR support to line managers and build the capability of HR staff to ensure that they meet NRC’s HR standards and local labour laws. Also contribute to the induction of new staff with training of NRC HR processes.

  • Responsible to develop country specific HR and administration procedures, guidelines and tools, and ensure the implementation and operations are aligned with HR functions global directions.

  • Ensuring the Terms of Employment adhere to NRC’s employment standards and national labour law, and operate necessary revision of country specific compensation, benefits and incentive systems

  • Responsible to develop the HR annual plan of action and ensuring implementation new global HR initiative are aligned in the country strategy and plans.

  • Lead on the strategic HR advice and support the country’s management group and line managers with HR analysis and reports which guide the management strategic decisions on people management.

  • Ensure that new line managers are introduced to the role expectation as of people manager, and train new HR staff in the role expectation as HR.

  • Handle personnel matters, conflict management and ensure that those processes comply with NRC global standards and national applicable laws and regulations.

  • Responsible for the country’s HR quality data in NRC HR management system NRC People

  • Exercise control and oversight of both country and area offices HR work, and report derivation from HR standards to Regional Head of HR to ensure compliance including necessary corrections

  • Adherence to NRC policies, and a specific responsibility for the NRC HR functions policies and procedures

  • Office and accommodation management: (offices, residences and guest house).

  • Premises contracts (office stationery) in close cooperation with Logistic.

  • CO documentation: CO filing tree, NRC official documents, national administration requirement (registration, legal services and documentation)

  • Induction and welcome packages for staff/visitors (travel, transport arrangement)

  • Work permit, immigration and visa (for staff, guest and consultancies)

  • Staffing responsibilities or service contractors for: cleaners, receptionist, maintenance,

  • Framework agreement: local travel agency, hotels, shipping arrangement

  • Be a lead on supporting the ambition of having workforce representing the area where we work, and to support the acceptance by the communities.

  • Ensure facilitation of necessary support to internal and external audits

  • Participate and follow up on the HR aspects in the NRC Project Cycle Management activities

  • Ensure trainings for both new HR and Learning and Development initiatives for line managers and HR staff.

  • Lead HR processes when need for change management and structural changes, example upsizing/downsizing

  • Any other tasks as delegated by the line manager

Administration and office facility responsibility

This role is responsible to establish and manage overall administration in the country. Ensure necessary national standard operation procedures for administration. Responsible areas of administration consist of:

Generic professional competencies:

  • Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context.

  • Experience from driving change and manage the HR disciplined confidently

  • Experience from working in complex and volatile contexts

  • Documented results related to the position’s responsibilities

  • Knowledge about own leadership skills/profile

  • Solid knowledge of computer software and HR management systems

  • Fluency in English, both written and verbal

  • Fluency in Portugues, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Knowledge and experience working in Mozambique, especially the northern provinces.

  • Advantage is having knowledge of the local language of Cabo Delgado: Mwani, Macua or Maconde.

  • Salary/benefits: grade 9 on NRC’s pay scale.
