The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
The staff will be assigned to IFRC – Country Cluster Delegation for Indonesia, Brunei Darussalam, Singapore, and Timor-Leste to support the Information Technology unit.
In close collaboration with the Regional Information Technology (IT) Unit in Kuala Lumpur, the IT Officer is responsible for supervising the development, installation, and maintenance of Information Technologies and Telecommunications systems for the Federation CCD in Indonesia. This includes identifying appropriate technical staff or subcontractors and performing some technical tasks for the smooth running of the Information Communications Technology (ICT) systems within the limits of requirements, specifications, costs, and timelines. S/he is responsible for ensuring that the ICT system always aligns with the organization’s goals.
Additional support to the National Societies may also be required in the scope of IT Telecom.
Advise the efficient IT services to the Indonesia Country Office for Partner National Societies (PNSs).
Ensure the reliable delivery, maintenance, and support of IT and telecommunications systems in the office, including assessing equipment needs and ensuring all devices and services are functioning effectively and in line with standards.
Develop and implement Office Productivity and Cost Efficiency Plan by utilizing ICT strategies that help reduce electricity, paper, and communication costs, supported by cost-benefit analysis.
Maintain accurate inventory of all ICT equipment and ensure proper documentation for asset movement, registration, or disposal in line with organizational procedures.
Provide technical advice on technology innovation.
Support and maintain the Smart Office system (internal and external), ensuring it remains functional and up to date.
Implement the installation of software and hardware of IT network equipment.
Liaise with service providers and service centres whenever required.
Develop Annual IT budgeting for the office.
Provide support onboarding & end mission staff: ICT equipment set up and installation, ICT training and briefing and ICT decommissioning.
Provide a Business Continuity and Disaster Recovery Plan including:
Ensure data recovery for offline backup. - Implement a Disaster and Recovery Plan as part of the Organization’s Business Continuity Plan. - Ensure the availability of ICT Infrastructure for supporting the organization during emergencies. - Perform regular tests on Disaster and Recovery Plans against various threats, take note of any findings, and update/enhance the Disaster Recovery Plan accordingly. - Ensure data recovery for offline backup.
Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field, or equivalent experience.
Completed MTCNA, CCNA certification, or equivalent (Preferred)
Professional training in related field (Preferred)
4 – 6 years of experience with minimum of 3 years of prior professional experience in ICT operations, IT and Network field
Experience leading and managing large ICT projects and rolling out ICT. Infrastructures across various technologies (Preferred)
Experience of working with the Red Cross / Red Crescent (Preferred)
Experience of working for a humanitarian/non-profit-making organization (Preferred)
Excellent working knowledge of Microsoft Windows computer systems, Office365, security, network & systems administration, databases and data storage systems, and phone systems
A high degree of competence in teamwork, commitment to the International Red Cross and Red Crescent Movement and its work, integrity and personal conduct, flexibility and adaptability
Strong critical thinking and decision‐making skills
Excellent project management skills and strong ability to prioritize
A firm grasp on IT infrastructure and operations best practices

Range of Salary for this position start from IDR 14,234,000 – IDR 17,010,000
