DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Action against Mines (HMA) and providing support to the population affected by the conflict in the south of the country. With the beginning of the large mixed migratory flows to Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees and host communities in some of the most vulnerable areas of Colombia, such as the coastal areas of the Caribbean (Riohacha and Barranquilla), urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and Northern Colombia in North of Santander and Bolívar.
Job description:
The Base Manager focuses on the operation of Llorente - Nariño and guarantees compliance with the procedures and guidelines of DRC in the department. Contributes to the development of national strategies, which are translated into plans
of action and daily tasks. Provides support and technical guidance to operations and supervises activities in the geographical area. The Base Manager, in close coordination with the Area Manager, has the general responsibility
Of all aspects of the base in Llorente-Nariño. These responsibilities are related to the staff of operations, finance, security, supply chain, human resources in coordination with the management of each program area, including any other task delegated by the program or support. The main base will be Llorente - Nariño with frequent trips to the Municipalities that are required by the operation.
Responsibilities:
Planning and strategy
Close coordination with the Manager Area guaranteeing regular information flows
Ensure that programs are implemented in accordance with DRC and donor regulations and standard operating procedures.
Ensure that activities are implemented on time and efficiently.
Ensure that at all times contact with beneficiaries, target groups and representatives of the authorities is carried out in a sensitive and respectful manner.
Consolidate and develop the relationship of DRC with local authorities, development agencies and other operators in its area of responsibility.
Supervise the implementation of projects through monitoring and evaluation.
Write narrative reports, ensure consistency, between activities, finances and budget.
Ensure that the work done is in accordance with the general plans, the procedures, for the support services, as well as the programmatic activities.
Develop the monitoring and coordination of the base according to the strategies, the (annual) plans, the budgets and with compliance with the general guidelines of the DRC, with emphasis on relevance, quality,
profitability and impact. This includes the assembly of the base.
Be responsible for the overall coordination of the base in the field including Supply Chain / Finance / Human Resources and program, according to DRC policies and manuals.
Represent DRC in municipal and departmental meetings, in humanitarian coordination spaces giving reports on the program, when necessary.
Lead the communication and exchange of information with donors, and, together with the Area Manager, supervise and support field teams in coordination with local communities, access to
municipalities, etc.
Ensure compliance with DRC security procedures in accordance with the Operations Manual and local safety regulations.
Be responsible for the security of operations and the personnel of the base, under the remote supervision of the Manager Area.
Be responsible for the coordination of internal and external visits
Compile monthly reports of the activities in the Base according to the instructions of the Area Manager
Personnel management and well-being at work
Supervise the finance, human resources, procurement and logistics team, ensuring that expenses conform to DRC procedures, donor regulations and national legislation.
Directly supervise the support staff, and non-technical supervision of the program staff.
Supervise all staff on security issues.
Ensure close coordination between the support and program teams of the Area Office (Barbeques) and with the National Office (ON).
Coordinate staff training as needed in collaboration with the program.
Establish the annual objectives and performance evaluations of the staff under his charge.
Identify professional development needs and ensure the training of your team, both continuous and through specific training.
Meet the needs of the teams under your management.
Ensure that the base teams know, understand, apply and respect the Internal Labor Regulations, as well as the Code of Conduct policy.
Report staff absences/infractions to the Manager Area and participate in the development of disciplinary processes.
Establish and maintain effective communication channels between the base team and the Area (Barbecue) / National Office (ON) office, ensuring that relevant information is shared in a timely manner.
Budget and financial management
Manage and guarantee the implementation of the budgets assigned to its base.
Ensure effective and efficient use of resources, including financial, human and all assets
Generate early alerts of monitoring and implementation of the budget assigned to its base, including the identification of Gap of support financing, and the respective mitigation plan in case of under-execution and over-execution.
Logistics management
Support the Supply Chain team in the identification and acquisition of the required equipment and tools, respecting the procedures of DRC and donors.
Ensure the proper use and proper storage of tools, equipment and vehicles.
Ensure visibility of DRC and relevant donors in all equipment, equipment, tools, vehicles, workplaces (office and camps), as indicated by DRC and the donor.
Others
Any other task or function assigned by the Manager Area.

Experience and Technical Skills:
At least three (3) years of experience managing a field office
At least two (2) years of experience in personnel management
At least one (1) year of work experience, development and/or humanitarian sector
Strong leadership capacity and competence in people management.
Practical and extensive financial management, human resources, logistics and administration.
Experience working with an integrated ERP system (integrated purchasing process and other peripheral logistics modules) - MS Dynamics is considered an advantage.
Excellent demonstrated communication and reporting skills
Work experience in remote areas, with limited opportunities to create social networks.
Previous experience in implementing the Action Against Mines project will be an advantage
Experience in project management and proven organizational skills
Good knowledge of American donors will be an advantage.
Experience in dealing with national partners and local / government authorities.
Experience working in multicultural work environments
For this position, the best candidate will also demonstrate the ability to work and think autonomously, to offer results and solve problems, while coordinating with program and support management, strictly following safety and humanitarian demining standards. It will show intuition and creativity, as well as the ability to think strategically.
Education:
Diploma or professional title in political science, administrative, financial science, international development, economics or other relevant field, along with experience in the management of humanitarian field bases.
Languages:
Perfect command of the Spanish language, and good command of English desirable.
