Program Quality Team
DT Global Asia Pacific’s Program Quality Team is focused on uncovering what makes programs effective across diverse contexts and challenges, and using those insights to strengthen the design, delivery, and ongoing impact of every program in our portfolio.
We conduct in-depth program effectiveness reviews across regions, partners, sectors, and delivery models, giving us a strong grasp of how success is defined and achieved in implementation. At key moments, we carry out Strategic Health Checks to provide tailored programmatic guidance. These deep dives support proactive decision-making and help maintain the highest implementation standards, while fostering innovation and excellence across our diverse portfolio.
Central to our approach is DT Global’s Development Effectiveness Framework, which brings together the factors that drive program success. It enables teams to reflect on why these factors matter and how they can be supported in practice.
The Program Quality Team is actively involved in program design and evaluation, on-demand strategy support, and business development, contributing thought leadership and insight to tenders and funding proposals.
About the Role
The Program Design Lead will provide strategic, flexible, and high-quality support across our program portfolio in the Asia-Pacific region. They will lead the delivery of international development program/investment designs, develop design methodologies and approaches, quality assure program deliverables, support capacity building across our teams in relation to design and development effectiveness, and support business development activities. The role will be responsible for delivering value to the client, improving the development effectiveness of programs, and contributing to DT Global’s knowledge management.
Roles and Responsibilities
1. Program Design
Lead technical teams to design programs/investments aligned with defined Program Concepts or parameters.
Advise DT Global programs on design processes and best practices, including DFAT’s Investment Design Standards.
Quality assure design documentation to meet internal and client standards.
2. Client and Stakeholder Engagement
Build and sustain constructive relationships with clients, program teams, and internal stakeholders across DT Global APAC.
3. Business Development
Identify strategic opportunities across the Asia-Pacific to support growth.
Develop technical proposals for program designs and evaluations.
4. Program Quality and Effectiveness
Advance DT Global’s effectiveness agenda through program learning, thought leadership, and continuous improvement.
Produce and disseminate knowledge products (e.g., guidance notes, blogs, presentations, internal updates).
Participate in program health checks, providing strengths-based support to teams.
5. Knowledge Sharing and Learning
Lead knowledge-sharing initiatives, including networking events, training, communities of practice, and learning activities.
6. Evaluation
Support program evaluations aligned with standards and best practices.
Provide expert input into inception plans, strategies, MEL frameworks, toolkits, and indicators for gender equality, disability inclusion, and locally led development.

About You
Qualifications and Experience
Tertiary qualifications in international development, social sciences, monitoring and evaluation, or a related field.
Extensive experience leading and managing design processes for international development programs.
Demonstrated experience in program monitoring and evaluation, working alongside technical specialists.
Proven ability to deliver high-quality investment design documentation for development donors.
Experience implementing impactful programs in one or more sectors: economic growth, governance, climate change, social inclusion, conflict prevention & transition, infrastructure, or human development.
Knowledge of cross-cutting issues (e.g., gender equality, disability inclusion, climate change, locally led development, First Nations), with expertise in at least one area preferred.
