  • Ensure the implementation and evolution of MSF-HK’s Articles of Association and internal regulations in coordination with MSF-HK board support and legal advisors.

  • Support Board and General Assembly preparation with a strategic lens, ensuring alignment with MSF global governance best practices.

3. Executive Integration and Institutional Collaboration

  • Work closely with the Executive Director and Management Team to embed associative perspectives into organisational decision-making.

  • Act as the primary associative liaison to all departments, ensuring the integration of associative programmes with institutional processes.

  • Facilitate a culture of shared governance by promoting meaningful collaboration between the Executive and the Association.

4. International Movement Engagement

  • Represent MSF-HK in international associative engagement and to build strong links with other association focal points and MSF movement-wide networks to foster shared learning and coordinated action.

  • Lead MSF-HK’s engagement on global associative platform and ensure the region’s voice is heard at international level.

  • To follow regional and global dossier, support the development and analysis of MSF-HK position in coordination with relevant board members.

5. Strategic Oversight of Associative Life

  • Provide strategic oversight and direction to associative engagement initiatives, ensuring their relevance, quality, and impact.

  • Guide the development of platforms for meaningful debate, peer learning, and member participation.

  • Ensure effective planning and delivery of key events, including the Annual General Assembly and thematic debates.

6. Membership Strategy and Inclusion

  • Oversee the development and implementation of membership strategy, including criteria, processes, and inclusive outreach.

  • Ensure robust systems are in place for membership engagement, retention, and communication.

  • Promote diversity, inclusiveness, and regional representation within the membership.

7. Team and Budget Leadership

  • Lead and support the Association team, including the MSF-HK regional association manager, regional focal points, and other staff.

  • Oversee budget planning and financial management of associative activities in line with strategic objectives.

  • Ensure adequate resources, capacity building, and development for the Association team.

8. Legal Compliance and Organisational Risk

  • Ensure the Association meets all legal and regulatory obligations (e.g., Articles of Association, Internal Regulations and other legal formalities) in coordination with the Board Affairs Executive.

  • Liaise with the Board Affair Executive, Company Secretary and Legal Advisor to regularly update governing documents and manage legal risks.

The Ideal Candidate

  • Proven track record in strategic leadership, governance support, and institutional collaboration.

  • Demonstrated experience in association or membership development, organizational governance, or board support and engagement.

  • Deep understanding of MSF’s associative and governance identity and structure, ideally with prior MSF field or HQ experience.
