Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and in the rest of the world. We want universal health coverage where everyone has access to care, without obstacles.

As part of the MdM-BE thematic intervention perimeter, you carry the Health vision while ensuring its operationalization and manage all the elements that constitute a holistic approach to health.
In order to ensure the scientific validity of the activities implemented, identify and respond to health care needs in the implementation of projects through efficient use of resources. You coordinate the team of field health technical referents in the design and monitoring of programs.
The function is under the hierarchical supervision of the Sahel Regional Director and functional supervision of the Health Director at Headquarters.
The function ensures a functional link with the technical positions of each of the missions in the region (national health coordinator, Pharmacy manager, SMPSS manager, MEAL manager...). The function provides an interface with the headquarters technical referents (health, mental health, SRDSR, RDR, OH, pharmacy) and the thematic teams of each country in the Sahel region.
As a Technician and Manager, you coordinate all the activities of the health service, in order to ensure the quality, relevance and efficiency of the activities in compliance with MdM-BE internal procedures and protocols, evidence-based practices, ethics and deontology.
Examples of tasks:
Development and strategic management of health programs:
Support your team in needs assessment and regular multisectoral contextual analysis and epidemiological trends;
Contribute to the definition, adaptation and implementation of the MdM BE regional health strategy in the Sahel
Support your team in the definition of the technical content (Health and Sexual and Reproductive Rights including VBG, Health and rights in Migration, Crises and Conflicts, Mental Health and Psychosocial Support, Environmental Health - One Health and Risk Reductions) of the project cycles in the proposals, actively participate in the definition of the Country Institutional Strategies (SIP), identify the resources necessary for their implementation (HR, training, activities...), ensure the essential principles of MdM-BE (non-substitution, etc.) ;
Provide technical and strategic guidance in accordance with the various regional health priorities
Ensure the harmonization of practices between field thematic managers and the thematic referents of the headquarters, as well as the dissemination and application of technical recommendations;
Contribute to the harmonization and adaptation of health tools, protocols and procedures at the regional level.
Provide technical support to Project Coordinators in the implementation of health care activities;
Provide technical support to health teams in country missions for the quality of care in SDM, SDSR-VBG, OH, R&R, SMSPS
Actively contribute to the identification of new projects, partnerships, operating procedures, advocacy actions, exploratory missions as well as adjustments or reorientations, made necessary by the analysis of the results and/or the health system in the country;
Ensure the participation of beneficiaries at all stages of the project cycle in collaboration with other departments;
Ensure that all projects take into account intersectionality, gender sensitivity and conflict sensitivity
Ensure the definition and implementation of systems that promote accountability to the affected persons;
Contribute to the documentation of good practices, lessons learned and capitalization
Ensure that protocols and framework agreements, with national/local/regional competent authorities, MoUs and partnership agreements with other implementing actors comply with national/regional medical policies, including disease control, health surveillance, rational use of medicines and mental and psychosocial health care;
Participate in the reporting and regular analysis of data from projects (indicators...) and share the main results with the technical referents of the headquarters and the main actors;
Participate in regional health clusters, regional technical forums, working groups with technical and financial partners.
Participate in the development of capacity building plans for health teams.
Contribute to the monitoring of performance indicators of health projects in connection with the regional MEAL team
Contribute to the implementation of thematic studies (action research) in the different countries of intervention and at the regional level
Monitor the health and access to care situation in each of the countries, and at the regional level with those involved in the projects;
Maintain fluid communication with headquarters on the evolution of activities and monitoring of indicators using the recommended tools;
Ensure the identification of the need for technical support outside of MdM-BE, relating to health, ensure the coordination and evaluation of services (consulting, training, etc.) ;
Contributes to the identification of training needs (coaching, continuing education, conferences...) of team members;
Train members of the Mdm-BE projects staff and partners in the health tools and procedures in place;
Develop and facilitate training in health management and/or on specific topics to increase the capacities and knowledge of members of the MdM-BE team;
Guarantee the classification, archiving of documentation, and the security of the data produced by the Health Department
Organize and supervise health department meetings.
As a Member of the Regional Coordination team
Represent the organization to external organizations; analyze, communicate and make the necessary improvements in coordination with the Sahel Regional Director to allow the optimal course of operational processes on each of the missions and at the regional level, inked in a rigorous technical framework.
Examples of tasks:
Contribute to the organization of back-ups within the regional team (absences, leave);
Write regular reports on its activities;
Analyze the budgetary monitoring of project health activities, propose adjustments to the financial service in the event of deviations; contribute to the implementation of a strategy and monitoring to control the cost of medical activities;
Conduct briefings and debriefings by "trade" for any new staff member and visitor.
Activities may change depending on the context.
These responsibilities will be implemented in a specific and transversal manner on the basis of the annual individual action plan, established in collaboration between the manager and the holder of the position in question.
Studies, training and experience
Diploma of doctor of medicine, health professional/paramedic (nurse, midwife, psychologist, occupational therapist, physiotherapist, pharmacist, etc.). Minimum 2 years of experience in technical health supervision at the national or regional level;
Master's degree in: public health, project management, political science, development, management or a Doctorate in general medicine is an asset;
Demonstrated experience of at least 2 years in the management of humanitarian and/or development projects and/or Nexus;
A demonstrated experience of at least 2 years in the Sahel region would be an asset;
Skills and qualities required
Knowledge of MdM-BE's priority intervention themes in the Sahel, namely: Health and Sexual and Reproductive Rights including Gender-Based Violence, Health and Rights and Migration, Environmental Health - One Health, Crises and Conflicts and Risk Reduction. As well as cross-cutting themes such as Mental Health and Psychosocial Support, primary health care and Empowerment;
Knowledge of the following cross-cutting themes is an asset: community approach, intersectionality, gender, age and disability;
Language: excellent level of written and oral communication in French, master a good level of written or oral communication in English;
Experience working on a regional program.
Strong Writing Skills;
Computer science: mastery of the Office package.

Expatriate contract (single posting) fixed-term (CDD) of 12 months renewable;
Salary conditions:
Expatriate Status: gross salary of €4,378.25 for 10 years of experience; a gross salary of €4,601.58 for 15 years of experience; Perdiem €643
Depending on your tax residence, a withholding tax may be deducted.
National Status: Fixed-term contract under Malian law, salary conditions according to the salary grid and conditions proposed locally.
Starting position: As soon as possible
Mission location: Bamako with regular travel in the Sahelian zone
