Context

Launched in August 2022, with funding from the European Union, the Migrant Protection, Return and Reintegration Programme in Sub-Saharan Africa (MPRR – SSA) enables migrants who decide to return to their country of origin to do so in a safe and dignified manner, in full respect of international human rights standards and the principle of non-refoulement. In close partnership with state and non-state actors, it provides assistance to returnees to help them rebuild their lives in their country of origin through an integrated approach to reintegration that seeks to address the economic, social and psychosocial needs of returnees while including their communities in the reintegration process.

Under the overall supervision of the Regional Director in Dakar and the direct supervision of Senior Regional Programme Coordinator (MPRR-SSA) in Dakar, the Regional Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will oversee the monitoring and evaluation aspects of the MPRR-SSA programme at the regional level.

In particular, the Regional Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will work as a technical lead in providing monitoring and evaluation (M&E) advice, guidance, supervision and recommendations to Country Offices (CO) in the Region to ensure that the M&E systems meet the needs of programmes and senior leadership and are in line with the specific donors' requirements. The Regional Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will oversee and manage M&E system implementation, including monitoring, Accountability to Affected Populations (AAP) initiatives, support assessments, M&E budgeting and recruitment, and will mentor and/or strengthen the capacities of programme staff in the COs and partners in M&E.

Responsibilities

A. M&E framework

1. Develop and update the overall framework for MPRR-SSA’s Programme’s Monitoring and Evaluation, including the preparation of monthly, quarterly or annual programmes/projects reports, process and operations monitoring, real-time monitoring, and lessons-learned workshops, while ensuring that monitoring and evaluation arrangements comply with donor agreements in coordination with Regional Office (RO) in Brussels and other ROs, when required.

2. Oversee and manage the design, set-up, testing and implementation of an M&E Management Information System (MIS) in coordination with the Information Management (IM) Unit and in consultation with the programme team.

3. Ensure an accurate budgeting for Monitoring and Evaluation activities at the regional and national level, also for project development purposes, in coordination with the Regional Programme Coordinator.

4. Develop, test and update standardized M&E tools. Ensure their application within the Region, through training and close follow up with the IOM COs and M&E Focal Points. Provide guidance and training on tools’ implementation and effective use, in coordination with HQ (Office of Inspector General (OIG) and Migrant Protection and Assistance (MPA) M&E Officer, the Regional MEAL Officer and the MPRR-SSA coordination unit.

5. In coordination with the Senior Regional Programme Coordinator, supervise and coordinate the implementation and mainstreaming of IOM’s Accountability to Affected Populations (AAP) Framework throughout the programme, including through the design and implementation of a beneficiary feedback system to ensure the accountability to the beneficiaries and affected populations in general.

B. Reporting and Management

6. Provide regional progress on indicators on a quarterly basis to the MPRR-SSA coordination unit and be responsible for all coordination and info-sharing at the regional level, in coordination with COs and RO Brussels.

7. Coordinate with the Programme Support Officer to ensure donor and periodic reports are prepared in a timely manner by reflecting the results guided by agreed-up-on set of indicators and stakeholder information needs.

8. Ensure proper information flow with COs and sharing of the outputs/outcomes of IM and M&E findings with relevant stakeholders; facilitate discussions of monitoring data in appropriate forums in a timely fashion, also in terms of lessons learning and implications for future action. If necessary, create such discussion forums to fill any gaps.

9. Review IM and monitoring reports, and identify the causes of potential bottlenecks in project implementation and necessary corrective actions.

10. Coordinate with the Senior Regional Programme Coordinator, the Regional Programme Coordinator, the Regional IM and the Monitoring and Learning Officer and Public Information Unit (PI) with regards to dissemination of lessons learned and to utilization of the outputs of M&E regional reports and findings in PI materials for Programme teams.

11. Participate in monitoring and evaluation missions commissioned/organized by external partners and donors and facilitate access to M&E data to relevant stakeholders.

12. Hire, manage and supervise M&E staff according to budget availability and relevance, in coordination with the Senior Regional Programme Coordinator.

C. Support to Country Offices

13. Support Country Offices in the Region in recruitment of M&E staff. Ensure an effective induction of the newly recruited staff.

14. Review M&E strategy and plans regularly, both at the national and regional level, and ensure their pertinence to programme goals and objectives of the MPRR-SSA.

15. Provide technical advice to COs for sub-contracting external organizations/firms and consultants to implement monitoring, surveys and studies. Review draft Terms of Reference, Proposals, Methodological reports and tools, Inception and Research reports as needed.

16. Undertake visits to the field in coordination with the Project Managers to support implementation of M&E and to identify where adaptations/corrections might be needed.

17. Contribute to and ensure coordination with relevant Communities of Practice (e.g., MPP) and Technical Review Groups, in coordination with programme management, HQ and GO Brussels.

18. Design and organize regular training sessions and on the job training to M&E and programme staff in the Region in order to:

a. Promote adherence to agreed standards of implementation;

b. Create greater awareness of M&E requirements;

c. Encourage widespread use of appropriate data collection methods; and,

d. Gather feedback regarding the effectiveness of these methods.

D. Evaluations

19. Support the advocacy to the donor to secure additional funding for an evaluation of the programme. Prepare and review concept notes and draft Terms of Reference, selection process of evaluation firms or individuals. Ensure a correct revision and follow up on Proposals, Methodological reports and tools, Inception and Final Evaluation reports, as needed.

20. Facilitate the coordination between monitoring and evaluation exercises (including EU-Result Oriented Monitoring, Project Performance Reviews (PPR), internal/external evaluations), so that learning is ensured and efficiently incorporated in programme cycle, as applicable.

21. Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Political or Social Sciences, International Relations, Migration Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,

  • University degree in the above fields with seven years of relevant professional experience.

  • Other training or degrees in the field of monitoring and evaluation preferred.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Strong technical competence and experience in project development, quantitative and qualitative M&E methods and data collection and analysis, data analysis, reporting and understanding of contemporary trends and innovations in the field of monitoring, evaluation, accountability and learning (MEAL);

  • At least five years of proven experience in: the logical framework approach, RBM and other strategic planning approaches; implementation of M&E systems and plans; training in M&E development and implementation; information analysis and report writing;

  • Proven experience in data management, analysis and reporting in a humanitarian or development context;

  • Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;

  • Relevant exposure to migration issues in the Region is an asset, in particular on topics related to protection, return, reintegration and awareness raising; and,

  • Experience with EU-funded regional programs is an advantage.

Skills

  • Strong analytical skills and demonstrated managerial and organizational ability are required;

  • Excellent knowledge of research methodologies and quantitative and qualitative techniques;

  • Excellent writing, presentation, facilitation and analytical skills;

  • Expert knowledge of MS Office and advanced statistical skills, including knowledge of database management, statistical and project management software is a strong advantage; and,

  • Demonstrated ability to meet deadlines and to write clearly and accurately.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written).
